Due to the complexity and diversity of the issue of sustainable island development, no widely accepted and applicable evaluation system model regarding the issue currently exists. In this paper, we discuss and establish the sustainable development indicator system and the model approach from the perspective of resources, the island environment, the island development status, the island social development, and the island intelligence development. We reference the sustainable development theory and the sustainable development indicator system method concerning land region, combine the character of the sustainable island development, analyze and evaluate the extent of the sustainable island development, orient development, and identify the key and limited factors of sustainable island development capability. This research adopts the entropy method and the nonstructural decision fuzzy set theory model to determine the weight of the evaluating indicators. Changhai County was selected as the subject of the research, which consisted of a quantitative study of its sustainable development status from 2001 to 2008 to identify the key factors influencing its sustainability development, existing problems, and limited factors and to provide basic technical support for ocean development planning and economic development planning.

Protected areas are key elements of the green infrastructure and ecological framework of cities. They have multifunctional significance as centers of investment attractiveness. The percentage of protected zones in the city’s total area is an indicator of its sustainable development. Their total area in Khabarovsk is 567.8 ha (1.5% of the city area)

Spatial sustainable development planning and providing is a very responsible process. During the process, many spatial development planning documents for specific different time periods on different planning levels are being developed. However, there are only slight differences between the spatial development planning in many European countries where few of them can notice more than the others. Latvia and England, two European Union countries, which had some significant changes in legislation regarding spatial development planning in 2011, were selected for the comparison. The research aims to evaluate similar and different aspects of spatial development planning in Latvia and England. To achieve the aim, the information on spatial development planning tendencies in both countries, legislation, development order of planning documents and other aspects. The result is a comparison of different and similar aspects of spatial development planning in Latvia and England.

Rapid and uncontrolled changes in land use patterns due to urbanization negatively affect urban rainfall-runoff processes and flood hazard. In this study, a method that included different sustainable drainage solutions, such as green infrastructure (GI) usage for flood hazard mitigation with various scenarios on a geographic information system (GIS) platform within a 1653 ha catchment of the Kağıthane Stream in İstanbul, Turkey is presented. Developed scenarios are as follows: scenario one (SN1) is the current situation; scenario two (SN2) used green roof application for buildings and a permeable surface for roads; scenario three (SN3) used only green roof application for buildings; scenario four (SN4) used a rainwater barrel for collecting roof water, a swale canal for collecting road water, and added additional structures to open areas to observe urbanization; scenario five (SN5) considered multiple GI implementations; and scenario six (SN6) considered full urbanization. The results indicate that greener infrastructure implementation provides benefits in reducing both the runoff coefficient and the peak flowrate, and the flood inundation area and number of structures affected by flood risk were decreased. The integrated evaluation system, which consisted of the geographic information system and the assessment of the 1D HEC-RAS hydrologic model, was applied to evaluate the GI usage and flood mitigation.

Ecological environment is an important external condition for subsistence and development of human being, and urbanization is an important engine to promote regional economy and social development, and whether they can become an organic combination would be crucial for the western region to ensure sustainable development in economy and society. The paper presents the corresponding solution including change of idea about ecology, improvement of environment for urban development, planning in a scientific and reasonable way, upgrading urban evolution system, carrying on industrial transformation, enhancement of the momentum for urban development, building “Two Oriented” society so as to increase urban development quality after analysis of various restrictive factors in development of urbanization in western region under the ecological environment restriction.
