39. Making Campus Safer: Academics Fighting Sexual Violence and Sexual Harassment

When the hashtag #metoo began to circulate in digital and social media, it challenged a familiar interpretation of those who are raped or sexually harassed as victims, positioning women as embodied agents. Yet, almost exactly a year after the #metoo movement shot to visible prominence, a different, though eerily similar, story began to circulate on the same multi-media platforms as #metoo: a story about white male victimhood. Powerful men in positions of privilege (almost always white) began to take up the mantle of victimhood as their own, often claiming to be victims of false accusations of sexual harassment and assault by women. Through the analysis of five public statements by highly visible, powerful men who have been accused of sexual violence, I argue that the discourse of victimhood is appropriated not by those who have historically suffered but by those in positions of patriarchal power. Almost all of the statements contain some sentiment about how the accusation (occasionally acknowledging the actual violence) ‘ruined their life’, and all of the statements analyzed here center the author, the accused white man, as the key subject in peril and the authors position themselves as truth-tellers about the incidents. These statements underscore certain shifts in the public perception of sexual violence; the very success of the #metoo movement in shifting the narrative has meant that men have had to defend themselves more explicitly in public. In order to wrestle back a hegemonic gender stability, these men take on the mantle of victimhood themselves.

The most famous demand raised by protesters in the “Arab Spring” was “al-shaʿb/yurīd/isqāṭ al-niẓām” (the people/want /the fall of the regime). Three years later, little progress has been made—outside of Tunisia—in permanently replacing authoritarian regimes with the formal institutions of democracy. However, new forms of activism have emerged that increase citizens’ ability to directly combat pervasive social problems and to successfully pressure official institutions to alter policies. The evolution of activism against public sexual violence in post-Mubarak Egypt is a concrete example. Sexual harassment of women on the streets and in public transportation, widespread before the 25 January uprising, has likely since increased.1 Many women have been subjected to vicious sexual assault at political protests over the last three years. But activism against these threats has also expanded in ways unimaginable during the Mubarak era. Groups of male and female activists in their twenties and early thirties exhort bystanders on the streets to intervene when they witness harassment, and intervene themselves. Satellite TV programs have extensively covered public sexual violence, directly challenging officials for their failure to combat it while featuring the work of antiharassment and antiassault groups in a positive light. These new practices facilitated two concrete changes in the summer of 2014: amendments to the penal code on sexual harassment, and Cairo University's adoption of an antiharassment policy which was developed by feminist activists.

This chapter explores the existence of therapeutic jurisprudential approach in the present laws and guidelines that may address sexual harassment in the university campuses in Delhi, India. It has been seen that sexual harassment in the college campuses has often been overlooked as courtship problems between young adults. In this course, the trauma and victimization of women had also been overlooked. This chapter suggests that university campus sexual harassment may be exhaustive and it may include various forms of harassment including physical touching, verbal sexual bullying to even graver offences like molestation. This chapter researches on several forms of sexual harassments which are prevalent in the university campuses and which may defy the existing regulations due to the patriarchal social setup. It further researches on needs of therapeutic jurisprudence to deal with such problems.

Abstract Background Workplace sexual violence is a significant public health problem in low and middle-income countries, including Ethiopia. However, except for individual studies with varying prevalence rates in different occupations, there are no national prevalence studies conducted in workplace settings in Ethiopia. Appropriate estimation of the problem is essential to formulate health service plans most fitted for workplaces. Hence, this review and meta-analysis intended to estimate the national pooled prevalence of workplace sexual violence in Ethiopia. Methods The databases used were; PubMed, Google Scholar, CINAHL, and African Journals Online. For a critical appraisal of the papers, we used the Joanna Briggs Institute Meta-Analysis of Statistics Assessment and Review Instrument for cross-sectional studies. The meta-analysis was conducted using comprehensive meta-analysis and MetaXL software. Descriptive information of studies was presented in narrative form, and quantitative results were presented in forest plots. The Cochran Q test and I2 test statistics were employed to test heterogeneity across studies. A random-effect model computed the pooled estimate prevalence with 95% confidence intervals. Results The pooled prevalence of workplace sexual violence was 22% (95% CI 17%, 28%). The pooled prevalence was 14.1% (95% CI 10.4%, 18.9%) for attempted rape, 8% (95% CI 5.7%, 11.1%) for rape, and 33.2% (95% CI 24.1%, 43.7%) for sexual harassment. The pooled prevalence was the highest among female university staffs 49% (95% CI 45%, 56%), and among commercial sex workers 28% (95% CI 3%, 59%). Conclusions This analysis revealed that the prevalence of sexual violence and sexual harassment in Ethiopian workplaces is high. It was also exceptionally high among female faculty staff, commercial sex workers, and workplaces in Tigray National regional state. Thus, concerned stakeholders must design and implement effective interventions to prevent workplace sexual violence in workplaces in Ethiopia and provide necessary support and care to the victims.

This study is an exploratory analysis of how bar staff perceive their role in preventing sexual harassment and assault. In particular, through qualitative focus group interviews, this study explores bar staff’s attitudes surrounding sexual harassment/assault, how they currently handle these situations, and their opinions regarding programs and policies that currently mandate responsibility. Six major themes emerged including their hesitation to discuss sexual violence, their unique position as a service provider, their lack of knowledge (but eagerness to learn), and their reliance on stereotypical scenarios of sexual violence and interventions. These findings are situated in a framework for understanding barriers to bystander intervention and implications for community-based bystander programs are discussed.

While the #MeToo movement inspired many women to share their stories of sexual harassment on social media, the impact of the movement in India remains limited as it did not reflect the voices of subjects who have been historically marginalised. This note discusses the ways in which the erasure of dalit women’s testimonies of sexual violence happens by reflecting on a few central aspects of Satyabhama’s case, a victim/survivor of a caste-based incident of sexual violence in Maharashtra. It argues the relevance and importance of dalit women’s testimonies of sexual violence, which have been overlooked, for strengthening both the feminist and the dalit movements.
