Chapter 1 describes Ashbery’s relationship with W. H. Auden in a new way, attending as much to the substantial, productive antagonisms between the two poets as to developing important continuities outlined by earlier critics. It positions The Vermont Notebook—an underrated volume in Ashbery’s oeuvre—as the critical point in Ashbery’s response to his mentor. The chapter argues that The Vermont Notebook serves as a trenchant critique of the turn towards conservatism in Auden’s poetry and cultural outlook after his move to the US in 1939. Through his homage to and appropriation of techniques from The Orators, Ashbery attempts to bring the innovative and versatile early Auden out from the shadow of his later self.

Chapter 1 examines how Louis Adamic used the paradox of immigrants providing the labor to make the United States the wealthiest nation on earth while receiving mostly misery in return. The xenophobes who dominated US politics after World War I made it clear that Slavs were not quite “white” and thus not quite American. Adamic and his fellow countrymen found themselves in between white and black on the US racial spectrum and trapped in between Slovenian and US cultures. During the 1920s, he grappled with this liminality by employing literary modernism and writing from the perspective of an exiled peasant. In 1933, he added a political dimension to work when writing about slovenstvo (Slovene spirit) at a crucial moment in his homeland’s history.

Chapter 1 by Rafael Marquese compares the impact of the demise of slavery in the US and Brazil and the transformation of the coffee economies and cotton economies. Marquese connects American Reconstruction with larger global processes to explore the reorganization of the national state and American capitalism that took place in the Era of Globalization (1870–1914). He shows how “Second Slavery,” a concept articulated by Dale Tomich, provides a model for understanding both the integrated trajectory of slavery in Brazil and the United States and the ways the coffee plantationa and economies and the cotton plantations and economies of these nations interacted after emancipation.

Chapter 1 situates the US Post within the larger landscape of the 19th-century American state. Analyzing the geography of the US Post challenges traditional assumptions about how states are organized and the ways in which they exercise power. First, rather than functioning as a centralized bureaucracy, the US Post operated through the agency model: a decentralized organization in which small tasks are delegated to a scattered workforce of part-time local agents. Second, rather than exercising coercive power, the US Post operated through structural power, or the ability to shape the conditions under which people make decisions. Rather than weaknesses, these features were key to how the US Post was able to rapidly expand over recently conquered territory and, in doing so, tie together the machinery of governance and settler colonization in the western United States.

This coda studies the Indies mentality's demise. When the organization of global space shifted once more under the leadership of a new geopolitical world order, the two Indies ceased to be a compelling framework for organizing knowledge of the world. The chapter locates the swansong of the Indies mentality in the 1870s, the onset of the US systemic cycle. To be sure, the Indies mentality was residual by this time; but it was also still powerful. American desires for geopolitical dominance took shape during Britain's systemic cycle, and they bear the cultural imprint of British hegemony. One of the events that sealed the United States's rise to hegemonic status was the completion of the first transcontinental railroad to the Pacific, which was widely hailed as an American “Passage to India.” The chapter then makes the case for the portability of this book's method, especially in the context of postcolonial studies, where it can be used to reconstruct and reinhabit non-European epistemologies.


Chapter 1 introduces the Handbook by reviewing the historical and contextual factors surrounding the development of international psychological and educational testing. This Handbook provides such a review in six sections, covering (a) overview and historical context, (b) domains of testing and assessment, (c) settings, (d) special populations, (e) methodological advances, and (f) problems and challenges. Within each of these sections, the chapters address the unique problems, issues, and challenges related to testing from an international and global perspective. Recognizing the importance of cultural and international contexts to a true and accurate psychology, the authors have described how cultural, economic, political, and social factors in different countries frame the science and practice of testing and assessment. As this is an international Handbook, the contributors have also been selected to represent not only different domains and settings of psychological testing, but also different geographical regions of the world.
