This chapter seeks to explain the poor performance of public policy tools in Turkey through strategic planning and performance auditing utilising the “boomerang effect” concept mainly used in communication studies. For this analysis the study follows the steps of the heuristic public policy cycle model. After clarifying the transfer process of strategic planning and performance auditing to the Turkish administrative system, the study focuses on the implementation of these policy tools. Demonstrating the poor performance of these tools with reference to some empirical studies, the chapter discusses four reasons of non-implementation of policy tools, namely the exposure of political power to public scrutiny, Turkish administrative culture, lack of domestic contribution and the leverage power of international and regional organizations.

ABSTRACT Problems related to public services include uncertainty over time, costs and ways of providing services to the community making poor service quality. The role of the Camat in the region is very important in terms of public services. The research focus is the Rancasari Riung sub-district of Bandung which requires synergy, measurable steps, coordinated to follow up on programmed problems that have not been effective. It is necessary to improve the ability of the government to be competent in providing services to the community and accepted in the industry, it requires the development of public policy bureaucracy and performance technology capacity. This study aims to improve the performance of government officials, especially the role of the Camat, to influence bureaucratic policy in the perspective of public policy, improve the ability of public service apparatus performance, create quality government, be able to play a role in the disruption and industrial revolution 4.0. Qualitative descriptive research method. Research results The role of Camat in the sub-district that was used as the focus of research in several aspects studied had not all had very good categories, especially related to quality and quality public services. Forecasts of the future cost and performance of technologies are often used to support decision-making. However, retrospective reviews find that many forecasts made by experts are not very accurate and are often seriously overconfident, with realized values too frequently falling outside of forecasted ranges. Here, we outline a hybrid approach to expert elicitation that we believe might improve forecasts of future technologies. The proposed approach iteratively combines the judgments of technical domain experts with those of experts who are knowledgeable about broader issues of technology adoption and public policy. We motivate the approach with results from a pilot study designed to help forecasters think systematically about factors beyond the technology itself that may shape its future, such as policy, economic, and social factors. Forecasters who received briefings on these topics provided wider forecast intervals than those receiving no assistance.

This research aims to determine the implementation of biometric absence policy and its impact on the discipline and performance of civil state apparatus at the General Bureau of Central Kalimantan Provincial secretariat based on government regulation Number 53 the year 2010 about civil servants ' discipline. This study examined the policy implementation of the researchers using the Model implementation theory of Donald Van Metter and Carl Van Horn's policy (Agustino,2016:133). The Top-Down approach Model in this theory is a performance of a policy implementation that is essentially intentionally done to achieve a high performance implementation of public policy that takes place in a relationship with six Variables that affect the performance of the policy implementation are the size and objectives of policies, resources, the characteristics of implementing agents, attitudes or tendencies (disposition) of executives, communication between organizations and implementing activities and Economic, social and political environment by relying on that policy implementation runs linearly from available political decisions, executor and public policy performance. The type of research used is qualitative descriptive. Data collection techniques use observations, conduct interviews, and documentation, and then data is analyzed by reduction, data presentation and verification. From the results showed that the application of the biometric attendance policy has been performed well this is seen from the improvement of the discipline and performance of ASN which is already meet the hours of entry (morning apple) and hours of office, HR has character Discipline, communication between leaders and subordinates is always established at all times in a level, the working environment shows a conducive atmosphere. The impact of policy implementation of biometrics absent discipline increases and is coupled with improved performance.
