ABSTRACT Problems related to public services include uncertainty over time, costs and ways of providing services to the community making poor service quality. The role of the Camat in the region is very important in terms of public services. The research focus is the Rancasari Riung sub-district of Bandung which requires synergy, measurable steps, coordinated to follow up on programmed problems that have not been effective. It is necessary to improve the ability of the government to be competent in providing services to the community and accepted in the industry, it requires the development of public policy bureaucracy and performance technology capacity. This study aims to improve the performance of government officials, especially the role of the Camat, to influence bureaucratic policy in the perspective of public policy, improve the ability of public service apparatus performance, create quality government, be able to play a role in the disruption and industrial revolution 4.0. Qualitative descriptive research method. Research results The role of Camat in the sub-district that was used as the focus of research in several aspects studied had not all had very good categories, especially related to quality and quality public services. Abstrak         Dalam era Revolusi Industri 4.0 terjadi perubahan cepat disebabkan  Perkembangan Teknologi berbasis internet. Dalam perubahan yang cepat tersebut, Pemerintah perlu mampu memanfaatkan era serba digital (‘masyarakat online’). Dalam meningkatkan pelayanan Publik yang baik peran pemerintah diuji. Peneltian ini menjadi sangat penting karena sebenarnya ada permasalahan, pertanyaan dan sekaligus tantangan dasar yang perlu dijawab terkait Pelayanan Publik agar menjadi pelayanan Publik Profesional, dan Komunikatif. Penelitian ini merupakan Penelitian kualitatif (deskriptif naturalistik) dengan mengunakan analisis pendekatan induktif (dari khusus ke umum). Proses dan makna prespektif subjektif dimana peran peneliti sangat menentukan. Penelitian akan dianggab selesai bila Tujuan Penelitian sudah terjawab. Unit analisis dalam penelitian ini adalah Pelayanan Publik yang profesional dan komunikatif. Perkembanga Teknologi Komunikasi berbasis Internet begitu cepat. Pelayanan Publik yang baik akan sejalan dengan prinsip Goodgovernement dan tujuan bernegara Indonesia. Pelayanan Publik yang profesional menjadi kunci, menyelesaikan masalah dengan hati dan sesuai dengan keinginan masyarakat. In this rapid change, the Government needs to take advantage of the all-digital era ('online society'). In improving public services this Research becomes very important because there are questions, and to be challenges related to Public Services in order to become a Professional and Communicative. This research is a qualitative (descriptive naturalistic) study using inductive research analysis (from specific to general). The process and meaning of subjective perspective in which the role of researchers is crucial. The research will be considered complete if the Research Objectives have been answered. The unit of analysis in this study is a professional and communicative in public service. The development of Internet-based Communication Technology is so fast. Good public services will be in accordance with the principles of good governance and the objectives of the state of Indonesia. Professional public service is the key, solving problems with heart and in accordance with the wishes of the community. The role of government in destination development is not a new topic; however, the way the government can impact tourism destination development is still under research. This study addresses such issues, specifically, striving to shed some light on the aspects of importance/performance as it relates to destination management. By understanding such relationships, government officials (at local and state levels) will be able to create specific policies/procedures that would facilitate tourism development. This study utilizes importance/performance methodology to analyze three types of regions (mountain, spa, and wine) in the Czech Republic. The results indicate that variations among the regions exist in terms of areas of importance and performance and point out opportunities for further improvements. Thorough discussions and implications for the industry are made along with suggestions for future research.

Government, through the provision of public services, plays an integral role in the lives of American citizens.  In consequence, public opinion of government involvement has been consistently measured through the use of national surveys in order to better evaluate the public’s reaction to specific public policies.  While measuring of aggregate public opinions on government involvement is valuable, there are certainly differences across various groups of Americans.  The United States may be divided when it comes to partisanship and ideology, but perhaps there are also significant divisions between Americans based on their geography, or “place”.  Using data from the American National Election Survey from 1994-2008, this study examines the differences in opinion on government spending towards public services, welfare programs, and Social Security.  Rooted in the idea that different “places” harbor varying degrees of support for the government, I hypothesize that the role of government is viewed differently between urban and rural America, further demonstrating that America experiences an urban-rural division in regard to perceptions of American politics.  The findings demonstrate that ideology drives Americans’ support for these specific policies and that “place” can serve as a conditioning effect on the standard ideological view.  Specifically, liberals living in rural areas are less supportive of government spending than their liberal counterparts living in more urban areas.  Additionally, rural liberals are less supportive of welfare spending; however, are more supportive of Social Security than liberals from urban areas.

AbstrakSaat ini perkembangan ekonomi berjalan sangat pesat namun, ditengah pesatnya pertumbuhan ekonomi terdapat juga ketidakstabilan ekonomi yang kemudian memberikan peluang kepada pihak-pihak yang berkaitan dengan kegiatan pasar modal untuk melakukan kejahatan pasar modal. Banyaknya kejahatan yang terjadi dalam kegiatan pasar modal sejak tahun 2009 sampai tahun 2017 tentunyamenimbulkan banyak spekulasi tentang wewenang dari badan OJK yang bertanggung jawab dalam pengawasan pasar modalsehingga ini menjadi permasalahan dalam penelitian ini. Permasalahannya adalah bagaimana peran pemerintah dalam mitigasi kejahatan pasar modal Indonesia.Penelitian ini dilakukan terhadap kebijakan dan kinerja Otoritas Jasa Keuangan (OJK). Jenis penelitian yang digunakan dalam penulisan ini adalah yuridis normative. Metode pendekatan yang digunakan dalam penelitian ini library research, dengan sumber bahan hukum sekunder. Sanksi terhadap kejahatan pasar modal tercantum dalam UUPM bahwa kejahatan dalam pasar modal dapat dituntut secara perdata berupa sanksi atas perbuatan melawan hukum, serta dapat juga dituntut secara pidana. Namun oleh lembaga regulator pasar modal, yaitu OJK cenderung ke arah ganti rugi atau denda/sanksi administratif. Dengan maraknya kejadian kejahatan pasar modal, Sangat diharapkan kepada OJK untuk dapat membuat regulator yang mengikuti perkembangan dengan keadaan dan kondisi yang terdapat dalam penegakan hukum pasar modal sehingga, dapat meminimalisir kejahatan dalam pasar modal serta tidak membuat investor baik nasional maupun asing takut untuk turut andil dalam pasar modal di Indonesia.Kata Kunci: Peran Pemerintah, Mitigasi, Kejahatan, Pasar Modal. AbstractAt present the economic development is running very rapidly but, In a middle of the rapid economic growth there is also economic instability which then provides opportunities for parties related to capital market activities to commit capital market crimes. The large number of crimes that have occurred in capital market activities from 2009 to 2017 has caused a lot of speculation about the authority of the OJK agency responsible for modest market supervision so that this becomes a problem in this research. The problem is how the government plays a role in mitigating Indonesia's capital market crime. This study was conducted on the policies and performance of the Financial Services Authority (OJK). The type of research used in this writing is normative juridical. The method of approach used in this study is the research library, with a source of secondary legal material. Sanctions for capital market crimes are stated in the Capital Market Law that crime in the capital market can be prosecuted in the form of sanctions for acts against the law, and can also be prosecuted criminal. However, by the capital market regulator, the OJK tends towards compensation or fines/administrative sanctions.With capital market events, it is desirable for OJK to be able to make regulators that follow developments and conditions needed in capital market law enforcement, can minimize crime in the capital market and It also does not make investors both national and foreign afraid to take part in the capital market in Indonesia.Keywords: Role of Government, Mitigation, Crime, Capital Market.

The scope for involving private capital participation in wastewater treatment and pollution control is attracting attention in a number of countries. After noting briefly some influences giving rise to this trend, this paper discusses frameworks in which such participation may be developed. In some aspects, there are choices available and it is essential to shape the private participation appropriately to the community's situation and problems, with due recognition of the hazards also involved. In other aspects, policy choices are more constrained, and there are requirements which it is suggested all private participation frameworks should provide for as clearly as possible. Effective private participation generally depends on re-designing and strengthening the role of government as the scale of its former role is reduced. Getting this re-design of the government role right is at least as important as making appropriate choices for format of private participation.

Abstract The topic of government-nonprofit collaboration continues to be much-discussed in the literature. However, there has been little consensus on whether and how collaborating with government is beneficial for the performance of community-based nonprofits. This article examines three dominant theoretical interpretations of the relationship between collaboration and performance: collaboration is necessary for the performance of nonprofits; the absence of collaboration is necessary for the performance of nonprofits; and the effect of collaboration is contingent on the nonprofits’ bridging and bonding network ties. Building on the ideas of governance, nonprofit, and social capital in their respective literature, this article uses set-theoretic methods (fsQCA) to conceptualize and test their relationship. Results show the pivotal role of the nonprofit’s network ties in mitigating the effects of either collaborating or abstaining from collaborating with government. Particularly, the political network ties of nonprofits are crucial to explaining the relationship between collaboration and performance. The evidence demonstrates the value of studying collaboration processes in context.

Purpose This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants. Design/methodology/approach Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected. Findings The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages. Research limitations/implications This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people. Practical implications Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives. Social implications All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality. Originality/value This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.

India is urbanizing at an alarming rate and the impact of climate change is becoming more visible each passing day. The rapid urbanization and climate change have severe direct and indirect consequences, such as increasing poverty, inequality, massive displacement, public health concerns, and challenges of urban governance, among others. This paper identifies some of the most pressing issues faced by urban India in the context of climate change. It also details the interventions undertaken at the local, national, and international levels to counter the effect of the climate change. In addition, it critically evaluates the role of government organizations, especially in terms of undertaking regulatory and planning functions. The paper argues that the implementation of institutional reforms would enable the government to reach out to the private sector to improve urban service delivery. It also provides examples of best practices from India and the world in combating climate change through adaptation and mitigation approaches.Abstrak. India mengalami urbanisasi pada tingkat yang mengkhawatirkan dan dampak perubahan iklim menjadi terlihat setiap hari. Urbanisasi yang cepat dan perubahan iklim memiliki konsekuensi langsung dan tidak langsung yang parah, seperti antara lain meningkatnya kemiskinan, ketimpangan, pengungsian besar-besaran, masalah kesehatan masyarakat, dan tantangan tata kelola kota. Makalah ini mengidentifikasi beberapa masalah paling mendesak yang dihadapi oleh perkotaan India dalam konteks perubahan iklim. Makalah ini juga merinci intervensi yang dilakukan di tingkat lokal, nasional, dan internasional untuk melawan dampak perubahan iklim. Selain itu, secara kritis makalah ini mengevaluasi peran organisasi pemerintah, terutama dalam menjalankan fungsi pengaturan dan perencanaan. Makalah ini berpendapat bahwa pelaksanaan reformasi kelembagaan akan memungkinkan pemerintah menjangkau sektor swasta untuk membantu meningkatkan pelayanan perkotaan. Makalah ini juga memberikan contoh praktik terbaik dari India dan dunia dalam memerangi perubahan iklim melalui pendekatan adaptasi dan mitigasi.Kata kunci. This research focussed on the export development of cocoa bean with respect to its export growth, values and competitiveness. Based on this deve-lopment, the aim of this research is to propose alternative development strategies of export business for cocoa bean in the future. The Analysis Hierarchie Process (AHP) framework of export business of cocoa bean was arranged consecutively from formulation of focuss or goals, identification of affecting factors and actors, deter mination of actor objectives, and recognition of alternative strategies needed. Each component of goals, factors, actors, objectives, and alternative strategies were valued on the basis of their importance using Saaty scales. Results of interviews with experts were analyzed using AHP technique. The development of cocoa bean export from 2000 to 2006 showed the competitiveness position of Indonesia in the world market was fairly good. In order to increase the growth and values of cocoa bean export, the experts consider the role of government as regulators and facilitators is very important. The government became the main actor for the export development through de/regulation related to the cocoa bean commodity. The objectives of actors could be achieved by combining strategies (i) provision of fund in national and regional budget, as well as other sources (ii) implementation of recomended technologies of cocoa, (iii) acceleration of replanting program, (iv) improvement of research productivity in producing high yielding plant materials, (v) development of transportation facilities from farms to harbours, (vi) development of farmers’ organization and partnerships as well as strategic alliance, and (viii) pests and diseases control. This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.
