Globalization has eroded borders, fostered mobility, and deepened inequality virtually everywhere. The waning of the state as the world’s default political unit has had myriad consequences; among the most challenging may be the simultaneous expansion of supranational norms of human rights and contraction of legal, enforceable citizenship. The upheavals of the Arab Spring provided eloquent testimony to both the appeal of rights-based political discourse, as protesters across the region called for “bread, freedom, and social justice,” and the catastrophic consequences of reliance on weakened and ineffectual states to enforce such rights. The baleful landscape of the Middle East today suggests a warning for the rest of the world: enfeebled states may herald the demise of universal human rights.

Chapter 3, by Susan Waltz, addresses several of these challenges as well as other themes in a distinct way, drawing upon experiences before and after the Arab Spring from several countries in the region including Egypt, Morocco, and Tunisia. She first draws attention to the apparent gaps between a set of universal human rights standards enshrined in international treaties, the practice of transitional justice with its focus on gross human rights abuses, and the expectations which have been raised of transitional justice, including of addressing questions of economic injustice. She then interrogates different facets of the problem of “impact” of transitional justice.

Resumo: Neste trabalho analisam-se as exigências por direitos humanos enunciados a partir de uma perspectiva universal, segundo a qual esses direitos se constituem dentro de obrigações gerais e são válidos para todas as pessoas do mundo. Mas podemos falar em direitos humanos considerados gerais e absolutos mesmo quando não se consegue especificar o detentor e o destinatário dos direitos em uma relação obrigacional específica? Com base em um procedimento de observação e na explicitação de algumas exigências por direitos humanos no mundo contemporâneo, aborda-se a natureza dos direitos a partir da correlação obrigacional entre direitos e deveres, bem como a distinção entre direitos especiais e direitos gerais, destacando que os direitos humanos são reivindicados como direitos gerais e universais, embora não se possa afirmar que sejam universais em si mesmos. A hipótese  neste artigo é a de que os direitos humanos são reivindicados “como se” fossem “gerais” dentro de obrigações específicas, seja em um conflito entre cidadãos e o Estado, seja a partir das relações dos países na comunidade internacional. Quando não estão especificados em obrigações concretas, esses direitos apresentam dificuldades quanto à sua efetividade justamente porque não se consegue identificar e especificar sujeitos e destinatários – que não são exatamente o Estado ou o cidadão deste ou daquele país, mas, sim, a pessoa humana. Nesse sentido, ainda estamos longe do ideal de universalização dos direitos humanos na comunidade internacional, e esses direitos só podem ser exercidos quando incorporados a um ordenamento jurídico ou, ao menos, inseridos em práticas morais e sociais.Palavras-chave: Direitos humanos. Obrigações específicas. Abstract: This paper discusses the claims by human rights from a universal perspective, according to which human rights constitute general obligations and are valid for all people of the world. Can we talk about human rights considered general and valid for all human beings even when we can not specify the holder and the addressee of rights in a specific obligational relationship? Based on a procedure of observation and explanation of some claims for human rights in the contemporary world, this article aims to approach the nature of these rights from the obligational correlation between rights and duties, as well as the distinction between special rights and general rights, highlighting that human rights are claimed as general rights, emphasizing its “universal” character, although we can’t ensure that these rights are universal in themselves. Our hypothesis is that human rights are claimed “as if” they were “general” within specific obligations, whether in a conflict between citizens and the state, as based on the relations of countries in the international community. When not specified in concrete obligations, human rights have doubts as to its effectiveness precisely because it is not easy to identify and specify recipients and subject of rights – which are not exactly state or country, but rather the human person. In this sense, we are still far from the ideal of universal human rights in the international community, and these rights may be exercised only when incorporated into a law, or at least, embedded in moral and social practices.Keywords: Human Rights. This chapter provides an overview of LGBT politics in the Middle East and North Africa region, with a specific focus on Egypt, Lebanon, Tunisia, and Turkey. It argues that LGBT movements in these countries must be understood within the context of how the state is engaged in a broader range of authoritarian and/or state-centered regulations of social movements after the period of the Arab Spring. It also illustrates how the current regulation of LGBT rights has historical roots in the understanding of sexual identities during the colonial era. The chapter argues, therefore, that the understanding of LGBT rights as part of a “progress” or “democratization” narrative is simplistic and does not account for the historical and structural conditions that created the contexts and possibilities for contemporary LGBT organizing.

The purpose of this chapter is to present new empirical research on the Arab Spring and, specifically, to focus on the attitudes of residents of one country in the Middle East towards the Arab Spring. This research was conducted in the United Arab Emirates (UAE), which has been one of the main migrant destinations in the world for the last two decades. This allows for comparisons regarding attitudes towards the Arab Spring across individuals from different regions of origin such as GCC, South Asia, and Western countries. The attitudes of university students are important because the Middle East and North Africa (MENA) region has experienced a substantial increase in the 17 to 23 years of age population. Existing reports suggest that, by far, those involved in Arab Spring protests were young individuals. The analysis places particular emphasis on the correlation of attitudes towards the Arab Spring with three key aspects: religiousness, attachment to the GCC countries, and attachment to country of origin.

This papera aims to describe how international communication dynamics of America to response of Arab Spring. Arab Spring is an event that shocked the world when the Middle East flared up. The demonstrators took to the streets to demand an authoritarian regime downgrade and replace it with democracy. The democratization process that took place in the Middle East was in the world spotlight. America is considered a country that intervenes so that democratization can be realized in the Middle East. This is supported by various American interests in the Middle East. By using research library data search methods, the authors get the results of the form of intervention carried out by America to realize democratization in the Middle East.

Digital media played a key role in a number of uprisings that later became known as the Arab Spring. Now that this moment of resistance has largely given way to a tumultuous and unsettled regional order, we can ask what role these media forms are playing in the new ecology of the postuprisings Middle East. I would argue that we are witnessing a period of experimentation—journalists are attempting to generate both revenue and dissent under circumstances that range from unsettled (Tunisia) to increasingly repressive (Jordan), while proto-state actors and transnational jihadis are exploiting social media to attract supporters and influence diverse audiences. What is clear is that in many states the digital arrangement that characterized the 2000s—activist bloggers squaring off openly with recalcitrant and often clueless states—is gone. States are now more aware of and careful about the strategies they employ vis-à-vis digital dissent. In places such as Egypt, some of the most vocal activists are in prison. In Jordan, they have returned to producing journalism that skirts the line between tolerated and forbidden. Across the region digital media activists are grappling with disillusionment about the trajectory of the Arab Spring, while digital spaces are sites for transnational contestation, including by the most successful challenger to the state system since Jamal ʿAbd al-Nasir in the 1950s, the Islamic State (IS). ʿAbd al-Nasir famously used radio to breach the information firewalls erected by new Arab states. IS has similarly employed the technologies of the day to execute a plan of even greater ambition and reach—far from reaching out only across national boundaries within the subsystem, IS militants have crafted a transnational media operation of remarkable scope, one that has drawn tens of thousands of recruits not only from the Middle East but also from Europe, the United States, and Asia.

Abstract This chapter asks what processes of dealing with the past have been set in motion and how they relate to the search for justice and the quest for remembrance on a more global scale. In the aftermath of the “Arab Spring,” the affected countries have been going through transitions of various forms that are significantly re-configuring the MENA region. In this context, a number of new civil society actors, political elites, and international norm entrepreneurs are engaging with the lengthy histories of repression in the respective countries as well as with the violence that occurred during the Arab Spring in order to reckon with the legacy of human rights abuses (Sriram, Transitional justice in the middle East and North Africa, Hurst, London, 2017). These transitions to justice are not without obstacles and challenges, though. The objective of her chapter is therefore not to tell the stories of various transitional justice and memory projects in post-Arab Spring countries, but to situate such practices in time and space.

As an ancien régime, East Asia has been considered a region that bucks the trend of the so-called ‘humanization of international law’, where the primacy of the interests of individual has become the norm. As such, the Association of Southeast Asian Nations (ASEAN), the only institutionalized transnational body in the region, not only embodies a political statement against the Western backed liberal order, but also harkens back to the decolonization era, summoning Bandung’s post-colonial ideals where the state is the only and, thus, ultimate expression in international affairs through the espousal of equality and non-interference paramountcy. This article argues that this post-colonial arrangement has failed to serve its supposed ultimate beneficiary, that is, subaltern groups such as the persecuted Rohingya. The Rohingya have been denied their human rights even by their post-colonial fellows. To bring sobriety into the fold, the article uses the ingenuity of the Malaysian Human Rights Commission Suruhanjaya Hak Asasi Manusia Malaysia (SUHAKAM), as a node to cross-cultural legitimation, as a call for an ‘indigenized pragmatism’ embracing universal human rights that transcend the boundaries of nationalism-based political discourse rather than refugee rights due to their evocation of foreignness.
