From the spatial planning aspect the river Sava is the meeting area of numerous spatial, natural and economic determinants. Appropriate and purposeful planning has an inestimable importance due to the fact that it is the only way for the rational utilization of the river basin. It should be emphasized that rational utilization also includes the overall protection of mentioned area. Special attention should be dedicated to the problem of defining spatial plan borders, because of the specific characteristics of the area. Namely,current spatial plans of the river Sava basin are outlined in a way that Sava river is their border instead of their skeleton. That approach, induced by cross-border issues between the neighbouring countries, especially Croatia and Bosnia and Herzegovina, disables the rational utilization, development and protection of the area. The preconditions of purposefully planning process of the Sava river are evaluation and determination of the common utilization of criteria and elements of the area. The latter refers to political circumstances since the river Sava flowsthroughseveral neighbouring countries. Consequently, it is a question of a spatial planning which, in case of the Sava river, has above-national importance because every faulty step jeopardizes balanced and sustainable development of a wide area. Taking into consideration the whole complexity of above mentioned, the main aim of this paper is to give contribution to the understanding of the spatial planning process in the way that planning, by itself, results in the sustainable management and development of the Sava river area.

The applicability of nitric acid, palladium nitrate and a mixture of palladium and magnesium nitrate as matrix modifiers was estimated for the accurate and reproducible determination of cadmium (Cd), lead (Pb) and arsenic (As) in sediments of the Sava River by electrothermal atomic absorption spectrometry, ETAAS. Decomposition of the samples was done in a closed vessel microwave-assisted digestion system using nitric, hydrochloric and hydrofluoric acids, followed by the addition of boric acid to convert the fluorides into soluble complexes. The parameters for the determination of Cd, Pb and As in sediments were optimized for each individual element and for each matrix modifier. In addition, two sediment reference materials were also analyzed. In determination of Cd and Pb, nitric acid was found to be the most appropriate matrix modifier. The accurate and reliable determination of Cd and Pb in sediments was possible also in the presence of boric acid. The use of a mixture of palladium and magnesium nitrate efficiently compensated for matrix effects and enabled the accurate and reliable determination of As in the sediments. Quantification of Cd and As was performed by calibration using acid matched standard solutions, while the standard addition method was applied for the quantification of Pb. The repeatability of the analytical procedure for the determination of Cd, Pb and As in sediments was ?5 % for Cd, ?4 % for Pb and ?2 % for As. The LOD values of the analytical procedure were found to be 0.05 mg/kg for Cd and 0.25 mg/kg for Pb and As, while the LOQ values were 0.16 mg/kg for Cd and 0.83 mg/kg for Pb and As. Finally, Cd, Pb and As were successfully determined in sediments of the Sava River in Slovenia.

Regionalization of Serbia, as an instruments whose adequate use would contribute to a decrease in interregional differences in development of certain parts, represents a complex task, which is only to some extent finished by adopting bigger territorial parts in Serbia. This work is made for the purpose of presenting the problems with regional planning process deriving from inconsistency which exists between administrative territorial organization into districts of the Republic of Serbia and functional areas of regional centers defined by The Spatial Plan of the Republic of Serbia, issued in 1996, then functional urban areas presented in The Strategy of Spatial Development of the Republic of Serbia in 2009-2013-2020 and in The Draft Law of Spatial Plan of the Republic of Serbia in 2010-2014-2021. Moreover, the work compares the above mentioned spatial areas with planned regions, for which the drawing up of regional spatial plans is scheduled, namely with statistical macroregions, whose defining is one of the recently adopted decisions in the Republic of Serbia. The aim of pointing out to the above mentioned inconsistency in so far used concepts of regionalization, is to contribute to the quality of regional planning of development, as well as to finding solutions which would refer to establishing borders of smaller, meso-regional totalities, and also to the determination of authorities of both middle levels of administration in our country. .

PurposeThis paper aims to explore the involvement of various actors in the preparation of Palu City's spatial plan before the multi-hazard events of 2018. In addition, it evaluates the extent to which disaster risk reduction (DRR) is mainstreamed in the spatial plan.Design/methodology/approachThe study uses qualitative methods of analysis with a risk-based planning approach and stakeholder analysis.FindingsIt is critical that DRR is mainstreamed in spatial planning from the preparation to the implementation. Disasters can take place when there is a knowledge gap in the planning process. This results in developments in disaster-prone areas and even in high-risk areas. Therefore, mainstreaming DRR into spatial planning requires national guidelines that offer planners at the local level clear and detailed guidance on what they must prepare, consider and do in a risk-based spatial planning process.Practical implicationsSpatial planning that does not mainstream DRR can lead to catastrophic consequences in the form of casualties and losses when multi-hazards occur.Originality/valueThe study provides evidence-based findings on the importance of mainstreaming DRR into spatial planning, particularly in areas prone to multi-hazards, which can be optimized through a risk-based planning approach.

For the infrastructural corridor's area, of the national importance, is predicted making spatial plans of area of special use, as the most complex instruments for the developing and arranging management of these areas. These plans should have an integrative and problem-oriented approach towards development planning and arrangement of such an area, and it is obliged to include: a complex evaluation of state and function of infrastructural system in the corridor; an analysis of infrastructural corridor influence on the development of the planning area and its surrounding; an alternative conception of long-term protection, improvement, organization and use of the planning area; a choice of the priorities and assumption of the realization phases; instructions for the implementation of the plan etc. The approach in making of this category of plans, as well as, experiences in planning, arrangement and use of multimodal corridors, have been considered on the example of Spatial plan of the infrastructural corridor E-75 section Belgrade-Nis area.

In spatial planning processes, the different aspects of human interactions involving political circumstances, social, economics, historical and cultural objectives can be understood through maps or spatial visualisations, because those media can illustrate abstract phenomena into visual images. Spatial data has a role to play in spatial governance by providing thematic spatial information and analysis at all authority scales. Furthermore, spatial data and information are prerequisites for any participation in planning deliberation helping to create consensus.This paper investigates the role of spatial data and information in Indonesian spatial planning process using archival research method. The empirical studies take a qualitative approach in analysing the results of data collection from fieldwork observation through collecting legal documents and internal institutional reports. Synchronization and consistency between development plan and spatial plan must be ensured in every interrelated spatial policy, so that the various implementation efforts do not lead to conflict. Furthermore, spatial data and information has a crucial role in translating the development strategies into the implementation of the development programme for the implementation of the government's agenda.

In Indonesia the implementation of the spatial plan is only a small part of the plan. The impact of incompatibility with spatial planning is the deterioration of environmental quality. Tanah Datar District has a growth rate of settlements of 0.8 percent/year period 2000-2017. The purpose of this research is to determine index consistency of spatial plan and determination of policy direction of development of settlement area. To determine the consistency index of spatial planning to do a comparison between land use with the spatial plan. Land use map produced from Landsat ETM + 8, and map spatial plans resulting from the RTRW period 2008-2028 In Tanah Datar District. In addition, to determine the direction of the policy of settlement development using the ISM method. The number of elements analyzed by 10 elements, with 24 experts. The results show that around 43,7 percent of settlement development is incompatible with the spatial plan. Therefore, it is necessary for government policy to be consistent with spatial planning and law enforcement on spatial violation
