In Indonesia the implementation of the spatial plan is only a small part of the plan. The impact of incompatibility with spatial planning is the deterioration of environmental quality. Tanah Datar District has a growth rate of settlements of 0.8 percent/year period 2000-2017. The purpose of this research is to determine index consistency of spatial plan and determination of policy direction of development of settlement area. To determine the consistency index of spatial planning to do a comparison between land use with the spatial plan. Land use map produced from Landsat ETM + 8, and map spatial plans resulting from the RTRW period 2008-2028 In Tanah Datar District. In addition, to determine the direction of the policy of settlement development using the ISM method. The number of elements analyzed by 10 elements, with 24 experts. The results show that around 43,7 percent of settlement development is incompatible with the spatial plan. Therefore, it is necessary for government policy to be consistent with spatial planning and law enforcement on spatial violation

This research is aimed at exploring an appropriate solution for various conflicts in land use, particularly in optimizing the utilization of the neglected land in Gili Terawangan, Lombok Island.  This solution is required to avoid potential horizontal conflicts among people, companies and government since 1993. Conflict over land in Lombok Island in general and Gili Terawangan particularly shows several factors; first, the wrong policy in the area of land (especially in tourist areas); second, the infirm attitude of the Party and the Government Land Office in the enforcement of laws; third, the jealousy of Gili Terawangan natives as cultivators; fourth, less responsibility employers (who acquire cultivating right); fifth, the absence of law protection for Gili Terawangan natives; sixth, the arrogant attitude of law enforcement officers. The comprehensive and final resolution to the conflicts of land use could only be achieved if: (i) the people, who already control and use or manage the land from time to time, are provided certainty on managing and optimizing the land based on the principles of welfare, justice, equity, efficiency and sustainability; (ii) the selection and determination of the companies that will be granted the right to cultivate (HGU) and the right to build (HGB) should be conducted based on the transparent principle. In this respect, the government could establish an independent team that involves all components of society and higher education.Key words: land dispute, tourism area, agrarian law.

The problem in this study is related to the number of developments, especially those aimed at their designation, which is not by the existing regional spatial plan. This is because many developments are located in disaster-prone areas, coastal border areas, and protected areas. This also triggers changes in land use that are quite large from time to time. This study aims to determine the use of utilization with a regional spatial plan. This study uses quantitative methods to determine developments based on data in the Sangihe Islands Regency, analyzing image data and knowing the level of suitability of land use with the RTRW. The method of analysis in this study uses a method of spatial analysis based on geographic information systems (GIS) using supervised classification, scoring, weighting, overlay. The variables in this study include land use, spatial planning, and adjustments. The results show that the land area in the Regional Spatial Plan is suitable for land use in particular for an area of ​​3,202.65 hectares and not suitable for an area of ​​17,946.03 hectares from the total area of ​​the existing land use.

The impact of land use change will lead to a reduction of the land that is supposed to be for the groundwater recharge area. The area which is previously as a protected area, becoming a cultivated area. Determination of groundwater recharge areas is needed to ensure the availability of groundwater in Purworejo regency. The objective of this study is at determining the suitability of land use for groundwater recharge areas. The method was developed by using spatial analysis tool based on rating and weighting value of some parameters, i.e. rock permeability, rainfall, land use, soil type, slope, and depth of groundwater depth. Results conduct that the groundwater recharge area covers around 42,192 ha. Most of the groundwater recharge areas are located in the protected area, but there are several occupied by cultivated areas.

Rapid increases in energy prices, federal policies of energy independence and further projections of energy shortages are encouraging development of sources of energy such as strip mining for coal. A key issue faced by the owner of surface and sub-surface (mineral) rights to land is determination of the price or fee (royalty) that should be extracted from a miner who wants access to the subsurface resource. This is a crucial problem because productivity and income potential of the surface resource may be altered during the mining process. Although extracting coal through strip mining is an obvious example of this phenomenon, the same issue is confronted in surface extraction of other minerals or in placement of easements or restrictions on land use options available to surface property-right owners.

Intensive agriculture causes nutrient leaching and accelerates erosion processes, which threatens the good quality status of surface waters, as proposed by the European Union (EU) Water Framework Directive. The purpose of this study was to define the impact of two alternative agricultural land-use change scenarios defined in a Municipal Spatial Plan on surface water quality by using the Agricultural Policy/Environmental eXtender (APEX) model. As experimental area, we chose a small Kožbanjšček stream catchment (1464 ha) situated in the Goriška Brda region in Slovenia. The area, due to favorable conditions for vineyards, is facing increasing deforestation. The change of 66.3 ha of forests to vineyards would increase the sediment, nitrate, and phosphorus loads in the stream by 24.8%, 17.1%, and 10.7%, respectively. With the implementation of vegetative buffer strips as a mitigation measure of the current situation, we could reduce the sediment, nitrate, and phosphorus loads by 17.9%, 11.1%, and 3.1%, respectively, while a combination of the two land-use change scenarios would result in a slight increase of the above-mentioned loads, corresponding to 0.61%, 2.1%, and 6.6%, respectively, compared to the baseline situation. The results confirm that, as we can increase pollution levels with deforestation, we can also reduce water pollution by choosing proper types of land management measures.

Spatial plan is the result of spatial planning which is done through the process and procedure of arranging and determining based on the prevailing laws and regulations. The phenomenon that often happens is the deviation of existing land use with spatial plan. Sumedang Regency is experiencing a fairly rapid development, so there is an increase in human resource activity that implicate the widespread space needs and consequently deviation of land use is very vulnerable. The purpose of this study to determine the extent of deviation of land use occurs as well as what factors affect the occurence of irregular use of land. The analysis used in this study using GIS approach, Principal Component Analysis and Multiple Regression Analysis. The result of analysis shows that there are 25 types of deviation of existing land use and the most dominant is deviation into wetland (18,364 ha), dryland field (8,405 ha) and widened land (7,741 ha). While the factors that influence the occurence of deviation of land use are population and settlement, availability of land, infrastructure and accessibility, and sosioeconomic condition of society

AbstractLaw No. 26 Year 2007 on Spatial Planning (UUPR) mandated that all levels of government administration, ranging from the national, provincial, district/ city are obligated to prepare Spatial Plan (RTR). Until 2012, Central Kalimantan is one of the provinces which have not completed its Spatial Plan; one of the reasons was the lack of spatial integration of forestry spatial planning and provincial spatial planning of Central Kalimantan.The absence of spatial integration of forestry and provincial spatial planning of Central Kalimantan has the implication in triggering conflicts of land use. Forest areas were converted into oil palm plantations without any official procedures. There are 282 units of oil palm companies, occupying 3.9 millions hectares of forest area, with non-procedural procedures to convert forest area into oil palm plantation.To resolve this problem, the Government has revised the regulation of forest conversion by issuing PP No. 60/2012, provides opportunities for oil palm plantations, which under the Law of Forestry located in forest area but based on RTRWP of Central Kalimantan lies on APL or cultivation area, given the opportunity to re-apply the permit/license.  IntisariUndang- Undang No. 26 Tahun 2007 tentang Penataan Ruang (UUPR) mengamanatkan bahwa semua tingkatan administrasi pemerintahan, mulai dari nasional, provinsi, kabupaten/kota diwajibkan menyusun Rencana Tata Ruang (RTR). Kalimantan Tengah sampai dengan tahun 2012 merupakan salah satu Provinsi yang belum menyelesaikan Tata Ruang, salah satu penyebabnya karena belum adanya padu serasi antara tata ruang kehutanan dengan tata ruang Provinsi Kalimantan Tengah.Implikasi dari tidak adanya padu serasi antara tata ruang kehutanan dengan tata ruang provinsi Kalimantan Tengah adalah terjadinya konflik dalam penggunaan ruang, dimana terjadi penggunaan kawasan hutan tidak prosedural untuk perkebunan sawit di dalam kawasan hutan di Provinsi Kalimantan Tengah sebanyak 282 unit perusahaan sawit seluas 3,9 juta hektar.Upaya penyelesaian permasalahan penggunaan kawasan hutan untuk perkebunan sawit di Provinsi Kalimantan Tengah diakukan dengan revisi kebijakan tentang alih fungsi hutan PP nomor 60 tahun 2012 yang memberikan kesempatan bagi perkebunan sawit yang berdasarkan Undang-Undang Kehutanan berada di dalam kawasan hutan namun berdasarkan RTRWP Provinsi Kalimantan Tengah berada di kawasan APL maupun budidaya, diberikan kesempatan untuk mengurus perijinannya.

The innovative method of assessment of the motorway impact on agricultural land presented in this study allows to estimate all losses related to the directions of this impact. The basis for the determination of losses is the analysis of land use variability and bonitation classes as well as the location of access roads to the land along the axis of the planned motorway. The applied measure of the motorway's impact on agricultural land is the change in land value, at which determination only the diversity of its suitability for agricultural production is taken into account. The developed method of determining the impact of the motorway on agricultural land was presented on the example of the A4 motorway section between the villages Jasień and Bobrowniki Małe. The existing motorway section was evaluated and then the obtained data were compared with the results obtained for the alternative version of the motorway running on the same section.

Abstract: The industry has a great influence on the economy of Semarang Regency by becoming the largest contributor to Gross Regional Domestic Product (GRDP). The rapid industrial development from 2011-2017 has an impact on the decrease of agricultural land area, besides that industrial development has implication on land use mismatch of Spatial Plan. This study describes the results of descriptive qualitative analysis with spatial approach from the impact of industrial development on land use change and land use suitability for industry in 2017 against Spatial Plan. The analysis shows that, first, the impact of industrial development on land use change in Semarang regency in 2011-2017 resulted in the amount of agricultural land decreased by 253,32 Ha. The biggest land use change occurred on industrial land use that is 146,10 Ha (28,84%). Second, the use of land for industry in 2017 of 288,05 Ha has been in accordance with the spatial plan is in accordance with the industrial designation area, while the land with an area of 202,02 Ha is used for industries that are not in accordance with the industrial designation area. Keywords: Land Use Change, The Industry, The Suitability of The Spatial Plans Intisari: Industri telah memberikan pengaruh terhadap perekonomian Kabupaten Semarang dengan menjadi penyumbang terbesar pada Produk Domestik Regional Bruto (PDRB). Pesatnya perkembangan industri dari tahun 2011-2017 berdampak pada penurunan luas tanah pertanian, disamping itu perkembangan industri tersebut berimplikasi pada ketidaksesuaian penggunaan tanah tehadap Rencana Tata Ruang Wilayah (RTRW). Kajian ini menjelaskan mengenai hasil analisis secara deskriptif kualitatif dengan pendekatan keruangan dari dampak pembangunan industri terhadap perubahan penggunaan tanah serta kesesuaian penggunaan tanah untuk industri tahun 2017 terhadap RTRW. Hasil analisis menunjukkan bahwa pertama, dampak pembangunan industri terhadap perubahan penggunaan tanah di Kabupaten Semarang tahun 2011-2017 mengakibatkan jumlah luas tanah pertanian mengalami penurunan sebesar 253,32 Ha. Perubahan penggunaan tanah terbesar terjadi pada penggunaan tanah untuk industri yaitu seluas 146,10 Ha (28,84%). Kedua, penggunaan tanah untuk industri tahun 2017 seluas 288,05 Ha telah sesuai dengan RTRW yaitu sesuai dengan kawasan peruntukan industri, sedangkan tanah dengan luas 202,02 Ha digunakan untuk industri yang tidak sesuai dengan kawasan peruntukan industri. This study aims to see the impact and benefits as an outcome of a policy, where this policy is in the form of spatial planning (Regional Planning). As known RTRW is a product that can be regarded as "the book of development" in every region both in the provincial and regional levels. One of them is as a decision tool for investors (investors) in increasing local development investment, spatial planning (RTRW) is also expected to maintain the environment, in order to support the sustainability of regional development. In reality, there are still many conflicts of interest in the implementation process of regional development, especially between economic and environmental interests. Often the interests of regional sustainability are placed at a lower level (less priority) than investment / economy. Land conversion that is inconsistent with district / city spatial planning RTRW is relatively still occurring, especially for economic purposes. Lack of policy called spatial plan in this case RTRW Province and Regency in responding to existing condition in field. How can a product that is said to be "Scripture" a regional planning is powerless in fulfilling the space for investment in the form of industry, commercial, housing and so forth. There are several results that can be concluded in this study. Basically, the importance of the environment at least can be used as the basis or priority of the main decision makers above economic interests and other politic interests. The current Spatial Plan / RTRW document still holds a big question whether at the time of compilation it follows the norms and rules in a plan (data accuracy, through input process from the community).
