The Guidelines on Building a Market-Oriented Green Technology Innovation System, which was released by China in 2019, has become a powerful signal to guide the development of green technology innovation (GTI). In the current digital strategy of China, the public media has become a key factor for promoting the transparency of enterprise environmental information. This paper measures the GTI efficiency of the listed paper enterprises in China as well as incorporating media attention into the research framework to explore the influencing factors of GTI of the listed paper enterprises in China during the digital economy era. The results showed that a positive media report had a positive impact on GTI and has become a new driving factor in promoting sustainable production in the digital era. Government support and openness also have a positive impact on GTI. However, negative media reports, environmental regulations, and technological innovation abilities have an inhibitory effect on the GTI efficiency of paper making enterprises.

Based on the perspective of environmental regulation, this paper selects panel data of 30 provinces in China from 2011 to 2016, establishes Hansen panel threshold regression model, and investigates the impact of FDI on environmental technology innovation of industrial enterprises in China under the threshold of environmental regulation. The results show that FDI has a significant inhibitory effect on the environmental technological innovation of industrial enterprises; the effect has a significant dual threshold of environmental regulation, with the intensity of environmental regulation across the threshold, the negative impact of FDI gradually weakened; market demand and industry scale have a significant positive impact, the role of technological progress is not significant. The findings of this paper provide a certain reference for the rational use of environmental regulation policies, the maximization of FDI technology spillover, the promotion of environmental technology innovation of industrial enterprises, and the realization of “win-win” of environment and economy.

This study applies 3-stage data envelopment (DEA) of 24 listed companies in the development zone of Hubei Province from 2012 to 2017 based on the panel data; we used the DEA-Tobit model and regression analysis method on the sample in order to measure the factors affecting the innovation efficiency of listed companies and the efficiency of corporate innovation. The results demonstrated that the innovation efficiency of listed companies in the development zone of Hubei Province is relatively low. It is necessary to improve the innovation system of the development zone and give the full initiative to the role of corporate innovation as a mainstay. The four environmental variables of the number of enterprises, government subsidies, foreign direct investment in the development zone, and fixed asset investment have a significant impact on innovation efficiency. The enterprise size, operating capacity, and state-owned shares of the company have a significant positive impact on the innovation efficiency. But the number of years of the establishment has a significant negative impact on innovation efficiency. Moreover, the quality of the workers is not significant. Therefore, we must increase government investment in innovation to expand the scale of listed companies in the development zone, improve the environment for foreign investment, further strengthen the construction of talented people of companies, and enhance the original ability of innovation.

Based on provincial data from 2010 to 2016, this paper uses regression model to analyze the factors affecting the green technology innovation efficiency and discuss the impact from the perspective of law construction and banking efficiency. The result shows that the law construction significantly improves the green technology innovation efficiency while the banking efficiency has the opposite result. Therefore, it is necessary to optimize financial structure and strengthen the legal protection of technological innovation, and ultimately promote high-quality development.

Abstract As an important production factor, land resources significantly impact green technology innovation (GTI). However, the misallocation of land resources caused by the government's "second-hand" land supply strategy has become increasingly prominent, which will adversely affect GTI by affecting the allocation of innovative elements. Based on the research data of 252 cities in China from 2008 to 2017, this paper uses panel space measurement estimation and panel threshold estimation empirical methods to test the theoretical hypothesis of the impact of misallocation of land resources on GTI. The study finds that local or neighboring land resources' misallocation has a hindering effect on local GTI. Furthermore, the misallocation of land resources has a threshold effect on the impact of GTI. The relatively high level of local economic development and environmental regulation reduces the restraining effect of the misallocation of land resources on GTI, and vice versa. Therefore, local governments should optimize the allocation of innovative elements, accelerate the construction of an efficient and market-oriented green technology innovation system, reduce the excessive intervention in land resources, and enhance the vitality of innovation entities to improve the level of green technology innovation.

Industrial green technology innovation has become an important content in achieving high-quality economic growth and comprehensively practicing the new development concept in the new era. This paper measures the efficiency of industrial green technology innovation and regional differences based on Chinese provincial panel data from 2005 to 2018, using a combination of the super efficiency slacks-based measure (SBM) model for considering undesirable outputs and the Dagum Gini coefficient method, and discusses and analyses the factors influencing industrial green technology innovation efficiency by constructing a spatial econometric model. The results show that: firstly, industrial green technology innovation efficiency in China shows a relatively stable development trend, going through three stages: “stationary period”, “recession period” and “growth period”. However, the efficiency gap between different regions is obvious, specifically in the eastern > central > western regions of China, and the industrial green technology efficiency innovation in the central and western regions is lower than the national average. Secondly, regional differences in the efficiency of industrial green technology innovation in China are evident but tend to narrow overall, with the main reason for the overall difference being regional differences. In terms of intra-regional variation, variation within the eastern region is relatively stable, variation within the central region is relatively low and shows an inverted ‘U’ shaped trend, and variation within the western region is high and shows a fluctuating downward trend. Thirdly, the firm size, government support, openness to the outside world, environmental regulations and education levels contribute to the efficiency of industrial green technology innovation. In addition, the industrial structure hinders the efficiency of industrial green technology innovation, and each influencing factor has different degrees of spatial spillover effects.

This study offers a RAGA-PP-SFA model to measure green technology’s innovation efficiency in the high-end manufacturing industry. The study’s aim is to solve the shortcomings of traditional SFA methods that are unable to improve multi-output efficiency. The RAGA-PP-SFA model presented here is based on the multi-emission and multi-output characteristics of high-end manufacturing innovation activities. Using panel data from 2010 to 2015 on China's high-end manufacturing industry and considering factors such as environmental regulation, government subsidy, and market maturity, this paper empirically examines and compares the efficiency of green technology innovation versus traditional technology innovation, as well as regional heterogeneity in China's high-end manufacturing industry. The study ultimately found a low level of green technology innovation efficiency in China’s high-end manufacturing industry. However, an overall rising trend shows that the green development of China's high-end manufacturing industry has achieved remarkable results. Green technology innovation efficiency in high-end manufacturing industries across various regions was generally lower than the efficiency of traditional technology innovation. Both types of efficiency showed a pattern of “high in the east and low in the middle and in the west”. High-high efficiency is primarily found in the east, whereas the west is characterized by low-low efficiency. There are significant differences between regions, pointing to an equal rate of development. Government subsidies and enterprise scale had a significant negative impact on green technology innovation efficiency in regional high-end manufacturing industries, while market maturity and industrial agglomeration had a significant positive impact. Based on the study’s findings, environmental regulation and openness to the outside world play insignificant roles in green technology innovation efficiency.
