Telecommunication technology serves several fields in the world. One of the most significant fields is the emergency services to provide a fast connection between the case, the vehicle and emergency treatment office. This paper is a part of a long-term project to design a reliable communication system service to be used for emergency services of a specific city. The hardware devices of this system are intended to work within an mm waves frequencies. In the current research, as a starting point, an exhaustive study accomplished to pave the way to the main goal of the project. The system uses OFDM technology to improve the performance of the system. Other requirements for error correction are also included in the model such as convolutional, hamming coding and interleaving. The system development is supported by a Matlab interface software to simulate the job of an IoT real-time network covering both vehicles and the control centres.

The usability of mobile technology has been found to affect the attitudes of users and their willingness to use it, and furthermore to influence the effectiveness of communication. Accordingly, when mobile technology is developed as a communication medium, the product should be designed to be easy to operate and fit into users' everyday lives. This would mean that more people would be willing to adopt the technology, resulting in more effective communication.

The dorsal wings of the Mother-of-pearl butterfly, Protogoniomorpha parhassus, display an angle-dependent pink, structural color. This effect is created by light interference in the lower lamina of the wing scales, which acts as an optical thin film. The scales feature extremely large windows that enhance the scale reflectance, because the upper lamina of ridges and crossribs is very sparse. Characteristic for thin film reflectors, the spectral shape of the reflected light strongly depends on the angle of light incidence, shifting from pink to yellow when changing the angles of illumination and observation from normal to skew, and also the degree of polarization strongly varies. The simultaneous spectral and polarization changes serve a possibly widespread, highly effective communication system among butterflies for intraspecific communication during flight.

Patient safety is one of the important issues in the hospital. Hospital was an institution that full of activity and human being. Workers, patients, visitors, and the community required the protection from health and accident. Communication influenced to medicine error as 19%. Effective communication should be a thing to be observed. In addition, effective communication is also the element of the patient safety target. The purpose of this research was to analyze the effectiveness of the communication as an effort to apply patient safety in the hospital x in Padang. The research was a qualitative study. The subject of study was 7 informant which chosen by purposive sampling. The research instruments conducting with in-depth interviews, the guidelines based on an instrument of hospital accreditation. Direct observation and review of documentation is used to support the data. The communication in X Hospital in Padang conducted orally and by telephone. A communication system used SBAR (situation, background, assessment, recommendation) and TBK (wrote, read, and confirming) do to improve the effectiveness of the communication. Effective communication is expected to reduce medical error. Communication with SBAR and TBK techniques need confirmation sheets as physical evidence. But the confirmation sheets were not yet available in X Hospital. The communication procedure to enhance effective communications in X hospital use SBAR and TBK. However the confirmation sheets were the obstacles in imply the effective communication. Suggestions that can given is the medical and nursing committee monitor and evaluate the application of effective communication.
