International development assistance is increasingly being seen as operating within complex adaptive systems. Evaluators have been developing new methods and approaches that are compatible with the dynamic and unpredictable realities of complex adaptive systems, which are composed of many separate but interacting agents and groups. However, these new methods are not easily implemented in a conventional commissioned end-of-program evaluation. This article builds on what is known about how complex adaptive systems’ properties affect program performance to propose eight evaluation questions. The findings from the questions will reveal if implementers were aware of and responded effectively to complex adaptive systems’ properties. The eight questions can be incorporated within a conventional evaluation to create a plausible narrative for program impact and inform the design and implementation of other programs.

<p>GO is a new object-oriented programming language developed at Google by Rob Pike, Ken Thompson, and others. GO has the potential to become a major programming language. GO deserves an evaluation.  Design patterns document reoccurring problems and their solutions. The problems presented are programming language independent. Their solutions, however, are dependent on features programming languages provide. In this thesis we use design patterns to evaluate GO. We discuss GO features that help or hinder implementing design patterns, and present a pattern catalogue of all 23 Gang-of-Four design patterns with GO specific solutions. Furthermore, we present GoHotDraw, a GO port of the pattern dense drawing application framework JHotDraw. We discuss design and implementation differences between the two frameworks with regards to GO.</p>

This research primarily focuses on construction of the program evaluation proposal for the flexible work arrangements. In order to make the program evaluation design, this paper specifically discusses evaluation questions and data collection analysis regarding three kinds of evaluations including needs assessment, implementation evaluation, formative evaluation, and summative evaluation. Furthermore, the expected positive effects and main functions of the flexible work arrangements program evaluation are also suggested.

This article illustrates how the logic model and a course on program evaluation at a large health sciences centre were instrumental in preparing staff to evaluate their own programs. Staff and physicians need basic skills in program evaluation. The logic model is a simple yet useful tool in helping to identify key measurables. A short course to teach the theory and practice of logic models, evaluation design, choice and design of measures, and data analysis has been shown to be a practical solution in preparing staff and physicians to evaluate their own programs.

The design and implementation of alcohol and drug education efforts and programs are discussed by presenting necessary concepts for effective programming. Philosophy and policy statements, which form the support basis for educational efforts, are outlined. Specific prevention goals and the interpretation of these goals into program content and methodology are presented. Significant aspects of program evaluation and the need for improved approaches and further research in this area conclude the focus on alcohol and drug education programs.
