Abstract Objective To describe in detail an innovative program based on telemedicine for semi-automated prioritization of referrals from Primary Care (PC) to Rheumatology, for reproducibility purposes, and to present the results of the implementation study. Methods The context and situation were carefully analyzed, paying attention to all processes in place, referral numbers, waiting times, and number of complementary tests prior to discharge from Rheumatology. The composition of the team, aims, users, scope, and implementation phases were defined. Eight process indicators were established and measured before and 32 months after the program implementation. Results The program, which includes IT circuits, algorithms based on response to specific guideline-based checklists, e-consultation, and appointments based on priority, was fully implemented in our health area after a pilot study in two PC centers. After implementation, 6185 rheumatology referrals showed an e-consultation response delay of 8.95 days, and to first face-to-face visit (after e-consultation) of 12.6 (previous delay before program implementation was 83.1 days). Resolution by e-consultation reached 20% (1195 patients did not need seeing the rheumatologist to have the problem solved), and 1369 patients (32%) were discharged after the first visit. The overall resolution rate was 44.0% (2564 discharges/5830 e-consultations). From a random sample of 100 visits, only 10% of patients needed additional complementary tests to make a diagnosis and decision by Rheumatology (20.9% decrease from previous period). Conclusion A careful analysis of the situation and processes, with implementation of simple IT circuits, allows for the improvement of the efficiency and resolution of problems in Rheumatology.

Background: The achievement indicators of the healthy Indonesia program with a family approach (PIS-PK) at the Nagan Raya District Health Center was still low. The implementation of the PIS-PK program was only training, preparation, analysis of the initial healthy family index. In contrast, further intervention and analysis have not run optimally, so the existing data has not been used appropriately.Objective: The purpose of the study, to analyze the implementation of the healthy Indonesia program with a family approach at the Public Health Centers (PHC) in Nagan Raya Regency.Method: This research design is a cross sectional study conducted in Nagan Raya Regency in 2021. The data were collected using a questionnaire with a sample size of 70 officers. The measurement of the variables of government support, infrastructure, community support, human resources for health workers, monitoring and evaluation, was measured using a questionnaire sheet. Data analysis used Chi-Square statistical test and Binary Logistic Regression with a significance level of 95%.Results: The results was showed that there was a relationship between community support (p= 0.010, OR = 3.72), facilities and infrastructure (p= 0.019, OR= 3.2),, government support (p= 0.00, OR= 6.15), health personnel resources (p=0.008, OR= 4.8), monitoring evaluation (p= 0.007, OR= 4.52) with the implementation of the PIS-PK program. Based on the multivariate test, the dominant variable associated with the PIS-PK program was government support.Conclusion: The good government support is 6.15 times related to the success of the PIS-PK program implementation program compared to less government support.

AbstractLivestock sector is the backbone of Indian agriculture and plays a crucial role in the development of the rural economy. More than one-fifth (23%) of agricultural households with area less than 0.01 hectare reported livestock as their principal source of income (GoI Government of India (2014) Key indicators of situation of agricultural). Livestock is one of the fastest-growing sectors of Indian agriculture. While the share of overall agriculture and allied sectors in Gross Value Added (GVA) declined from 18.2% in 2014–15 to 17.8% in 2019–20, the share of livestock sector in GVA increased from 4.4% to 5.1% in the same period (GoI Government of India (2021) The economic survey (2020–21). Ministry of Finance. Government of India). Livestock sector accounts for 31% of the gross value of output in agriculture and allied sector (GVOA). Within livestock, milk is the biggest component with 20% share in GVOA. In fact, milk is the largest agriculture commodity in terms of value of output worth INR 772,705 crores in 2018–19 which was more than the value of cereals, pulses, oilseeds and sugarcane combined worth INR 623,462 crores (MoSPI. Around 70 million of rural households are engaged in milk production, most of them are landless, marginal, and small farmers (NCAER. (2020). Analyzing Socio-Economic Impact of National Dairy Plan—I. As a source of livelihood for million of poor households, dairying also supplements their dietary sources of protein and nutrition thus playing a critical role in the country’s food security needs.

Abstract Indonesia is located at the meeting point of three tectonic plates, making it at-risk to geological disasters such as volcanic eruptions and earthquakes. Earthquake disaster can cause a variety of crucial dangers, such as earthquakes, landslides, liquefaction, tsunamis, and other natural disasters, as one took place in Palu City in 2018. This study aims to identify key parameters that could increase Palu resilience in the face of calamity in the future. This study start with a literature review to determine the concept, parameters, and variables of resilience Palu City against disasters. These parameters and variables were then compared to the current condition. The findings of the literature review generated four main parameters for disaster-resilience cities: disaster risk reduction (improvement of infrastructure design and multi disasters-based land use planning), community recovery, efficient program implementation, and monitoring-evaluation. Furthermore, the comparison of these four parameters to reconstruction activities reveals that Palu city’s post-disaster reconstruction has not fully resulted in efforts to achieve the concept of a disaster-resilience city. This is because post-disaster management efforts in Indonesia are in accordance with applicable regulations, emphasizing recovery rather than mitigation in the following catastrophic events.

The chapter assesses the nature and effects of climate change on sustainable development in Nigeria. It observes that climate change has a multifarious effect not only on the environment but also on the socio-economic life of the people. Therefore, if sustainable development is to be realized in the country, climate change should be properly managed through extant public policies. However, if government track records on policies and program implementations is anything to go by, the future of sustainable development is gloomy. This makes an interrogation of the interface between climate change and sustainable development germane. The chapter observes that while government has shown willingness to manage climate change for the sustainability of the environment and its people, certain limitations stand on its path. These include poor policy or program implementation, inadequate funding of climate change management, poor sensitization program on environment management, among others. However, there are opportunities that can be harvested at the state and individual levels.

Introduction. Successful employment of university graduates is necessary for the productive solution of socio-economic problems of modern society. It is a particularly urgent task in the context of the global economic crisis and the significant changes of labor and employment area caused by it. Many students are not able to get a job, which means a significant lack of qualified specialists with higher education, who are strategic resources for the progressive development of society. This article aims to develop and give scientific justification for the extracurricular program of the Formation of University Graduates Employment Culture based on a modular approach. Materials and methods. The study involved 564 senior students of Russian universities (bachelor’s degree, master’s degree). Online survey was conducted to identify problem areas and prospects for employment. The parameters and characteristics of the formation of student’s employment culture are diagnosed using a set of valid diagnostic techniques. The reliability of the data obtained was checked using the Pearson’s chi-squared (χ2) test. Results. The author’s program for the formation of university graduates' employment culture was developed in the course of the study. The essence of the program is the development of students’ skills of job search, self-presentation, self-promotion, self-image, CV writing, effective communication, teamwork, creative problem solving, forecasting the trajectory of employment after graduation. A significant increase in the formation of student’s employment culture level was recorded as a result of the program implementation in the experimental group (χ2emp = 26.554) compared with the students of the control group who did not show positive dynamics in the level of the measured personal characteristics (χ2emp = 0.334) during the experimental work. Discussion and conclusion. The study has resulted that the effectiveness of the formation of university graduates' employment culture increases with the use of modular structuring for extracurricular programs (communicative, facilitation, socio-legal, administrative, psychological and pedagogical, project, information and interactive modules).

Abstract This research is based on the purpose of Regional Regulation No.10 of 2017 which is to realize road traffic and transportation in Pekanbaru Kota can be safe, comfortable and efficient which has not been reached. the purpose of this research is to determine the implementation and what factors hinder implementation the policy the provision of road equipment in Pekanbaru Kota Distric. This research uses Grindle theory, namely the content variables of this policy include: group interests, types of benefits, changes to be achieved, location of decision making, program implementation, resources used. The policy environment includes: Power, interests, and strategy of policy actors; Characteristics of the institutions; Group compliance level. This study used descriptive qualitative method. The results of this study indicate that the implementation or application of the road equipment provision policy in Pekanbaru Kota District is seen from the process or workflow is good, but there are several obstacles, namely: road facilities that are less maintenance so that the benefits of this policy have not been maximally realized. The factors that hindered this policy were limited budget, bad behavior of public elements and poor maintenance of road equipment.   Keywords : Implementation of Policy, Traffic, Road Equipment.

This study aims to evaluate the Equality Education program at the Salafiyah Islamic Boarding School (PKPPS). The research was conducted in Ma'had Zaadul Ma'ad Palembang. The research time starts from October 2020 to April 2021. The research subjects are students of the Salafiyah Wustha level. This type of research is an evaluation research using the CIPP evaluation model (context, input, process, product). Evaluation is carried out to see the level of conformity of program implementation with the criteria set out in the PKPPS Technical Guidelines. The results showed that the PKPPS program at the Salafiyah Wustha level in terms of the context, process, or product dimensions was in accordance with the criteria so that the program needed to be continued. However, if viewed from the input dimension, it only reached a sufficient level of conformity. The researcher's recommendation for policy makers is to limit a maximum of 30 students per study group, educators who have not received a bachelor's degree to be directed to continue their education, educators are expected to teach subjects according to academic qualifications, the need for infrastructure is not fulfilled, and damaged infrastructure needs to be repaired. The components of the Salafiyah Wustha PKPPS program that need to be disseminated are mainly related to increasing the number of students, namely a distinctive vision and mission, the establishment of programs based on community needs, and the use of online media in the study of the Kitab Kuning.

<p>This study aims to determine the Development Strategy of Superior Madrasah in MAN 2 Medan Model and the Supporting and Inhibiting Factors of Excellent Madrasah Development Strategy at MAN 2 Medan Model. This study uses a qualitative research method that aims to understand a social phenomenon by prioritizing the process of deep interaction and communication between researchers and the phenomenon under study. The data obtained in this study are descriptive analysis, in which data collection is carried out by means of observations and interviews, and documentation studies. Then the data is presented in descriptive narrative form. The location of this research was carried out at MAN 2 Model Medan. The results showed that the superior madrasa development strategy carried out an effort to plan and manage madrasas that functioned to direct and develop madrasas in achieving their educational goals, because superior madrasas were intended as centers of excellence. The strategy for developing superior madrasah at MAN 2 Model Medan involves many related parties, starting from the guardians of students, teachers, madrasa heads and vice principals, as well as committees. A plan must have implementation, for the implementation of the strategy for developing the Madrasah Aliyah MAN 2 Medan Model is carefully calculated because implementation is one of the keys to the success of a superior madrasa development strategy so that the strategies implemented can run effectively so as to achieve success in program implementation For this reason, MAN 2 Model Medan has taken more actions to accelerate the implementation of the mutually agreed plan. Supporting factors in the superior madrasah development strategy are of course interrelated with the madrasa development strategy program, namely the partnership factor because partnerships have a very large effect on the development of madrasah.</p>

The paper presents the analysis and determines factors effecting the budget program implementation, which leads to decrease the efficiency and effectiveness for budget outcomes provided to public. The importance of a municipality budget program is related to the standards of population living, thus obstructing the implementation of programs cause a direct negative impact upon people’s life. Municipalities seek to optimize the use of resources and allocate them to the planned programs in order to obtain the best results in terms of quantity. Distribution of financial allocations to the planned projects is one of the most important steps in preparing the budget. A negative impact of some factors on the budget programs implementation is proved. There was used a questionnaire to investigate the managers and employees from the related department as accountants, administrators, engineers, and auditors in municipalities of the middle Euphrates of Iraq. Basically, there were interviewed the department managers to design factors affecting the implementation of budget programs and preparing questioners for their employees. There was suggested the hypothesis for the research and determined the factors influencing budget programs trajectories rather than quality or quantity. Among the most important recommendations are emphasized the protection of municipal departments from political parties’ interference, increasing coordination between the municipal departments and the central and local governments, and rehabilitating the controlling system.
