This note examines aspects of colonial commonality between British colonised East Africa and India. Community development as a rural development programme, its presence in academic institutions and its use as an expression in development discourse are some of these commonalities. With the passage of time, British East Africa and India have diverged on some of these commonalities. In India, community development began with great developmental hopes in 1952, but it ended miserably and was soon abandoned as a rural development programme. While it vanished from India’s development lexicon, community development still retains a place in the development discourse of Botswana. It also seems to resonate in the mainstream life of some East African countries unlike in India. But one commonality still continues. Community development finds some place in the halls of academe in both Botswana and India today. To discuss these aspects of colonial commonality, this article moves back-and-forth among Botswana, India and British East Africa. This article needs to be read in the historical context of de-colonisation struggles over developmental ideas in British East Africa and India and the role of the native elites in this process.

Apulia Region has many resources for rural tourism development. The reviewpaper analyses opportunities of Apulia region (south-eastern Italy) in rural tourism.The paper describes financial instruments of the European Union (EU), mainly theEuropean Agricultural Fund for Rural Development (EAFRD), allowing ruraloperators to develop innovative and unique rural tourism offer. An important shareof the EAFRD is dedicated to diversification including rural tourism. The papersheds also light on opportunities offered by 2007-2013 Rural DevelopmentProgramme (RDP) of Apulia region and the role of Local Action Groups (LAG).The manuscript illustrates as well tourism statistics evolution in the period 2007-2013. The paper ends with perspectives offered by the new RDP 2014-2020, thatwas just approved; it specifically focus on new financing measures for strategies todevelop incoming rural tourism in Apulia region and cooperation networks amongLAGs.

This study was conducted to examine the role of transport system in rural development in Ehime Mbano L.G.A of Imo State. It has been observed that untarred/seasonal roads and foot track dominates in the study area. Lack of good roads in the study area has great negative impacts on the socio-economic activities of the rural communities. The observations of the area show that transport system has been faced with numerous problems due to poor road maintenance and bad road, lack of fund to construct good roads and poor road network. A total of 500 questionnaires were administered to the respondents in the selected areas of Ehime Mbano L.G. A of Imo State. The hypothesis formulated was tested using Chi-Square techniques. The result implies that the provision of transport services in rural areas is to a large extent satisfactory. Also, the result of the findings indicates that transport system has a significant impact on rural development in Ehime Mbano Local Government Area of Imo State. The findings equally, reveal that transport system has played significant role in the development of Ehime Mbano Local Government Area of Imo State. The study concluded that there is a significant relationship between the causes of road accident on urban/rural road and the problems of transport system in Ehime Mbano Local Government Area of Imo State. The study recommended that the government and private organizations should organize public awareness programs on the dangers of inexperience driving alongside the positive role of transport system on rural development.

This study examined the role of local government in community development in Nsukka Local Government Area of Enugu State, Nigeria. A total of 420 people participated in the study. The study sample of 420 persons comprised 220 community development officers selected from the study area and 200 adult educators randomly selected from Enugu State. The entire population of the study was used due to the size. A 21-item structured questionnaire developed by the researchers was used as the instrument for data collection. Mean and standard deviation were used to answer the research questions. The study revealed that the budget allocation sent by the government to the responsible departments in the local government is not always received as and when due for the effective implementation of community development projects. It was concluded that a higher monitoring authority should be set aside to monitor and supervise the existence of checks and balances between the regulations of the local government areas.
