Chapter 20 explores the strategic reasons why entities may challenge public health laws, and uses the R.J. Reynolds Tobacco Company v. FDA case to walk through the steps of a legal challenge to a public health law. The chapter also identifies the attorneys involved in defending public health laws on behalf of local, state, and federal government entities and explains how legal technical assistance from public health organizations can support their efforts. Finally, the chapter defines the role of amicus curiae briefs and how they may effectively contribute to the defense of public health laws and regulations.

AbstractThe Targeted Agenda Program (TAP) has been introduced for the first time during the 15th World Congress on Disaster and Emergency Medicine (15WCDEM) in Amsterdam in 2007 to stimulate interaction between the participants before, during and after the congress. A TAP process consists of 11 steps, starting with defining a relevant issue and ending with the publication of a TAP report based on expert opinions. Seven TAP groups participated during the 15WCDEM. The TAP issues referred to: (1) the need for health impact assessment of disasters; (2) the golden standard for preparedness for a chemical, biological, radiological and nuclear disasters; (3) the role of acute psychosocial first aid; (4) the 10 most important issues for policy makers to minimize health effects of floods; (5) the search for a golden standard in the treatment of wounded combatants; (6) the preparedness of health organizations for consequences of extreme weather conditions; and (7) the health problems of high-vulnerability groups during disasters. This article describes the motivation and operational aspects of the TAP and advocates that this concept can play an important facilitating role in focus, networking and enhancement of knowledge in the field of disaster health.

Information technology competency and organizational agility: roles of absorptive capacity and information intensity

PurposeScholars have examined the possible relationship between information technology (IT) and organizational agility. Although the general-level effect of IT is undisputed, empirical research on how different types of IT contribute to various aspects of organizational agility remains scarce. Therefore, this study aims to propose an integrated framework of internal capability and external environment to address this research gap.Design/methodology/approachThis study investigates the potential mediating effects of absorptive capacity and the moderating effects of information intensity in the IT‒agility relationship. With a dataset comprising 165 organizations in China, this work provides empirical evidence that the effects of absorptive capacity and information intensity are multifaceted and nuanced, thereby revealing the latent mechanisms of IT competency and organizational agility.FindingsAbsorptive capacity partially mediates the effects of IT knowledge and IT operations on market capitalizing agility and fully mediates their effects on operational adjustment agility. However, no direct or indirect effects of IT objects are found on both types of organizational agility. Information intensity also positively moderates the effects of IT operations and IT objects on absorptive capacity. However, no significant moderation is found with regard to IT operations.Originality/valueThis study provides novel insights by demonstrating clearly the different mediating roles of absorptive capacity in the relationship among various types of IT competency and diverse aspects of organizational agility. This work also underscores the moderating role of information intensity in shaping absorptive capacity through IT competency.

<p><strong>Purpose: </strong>The purpose of this research is to identify the types of OA (sensing agility, decision-making agility and acting agility) and its role in promoting OE at the Telecommunication sector in Egypt.</p><p><strong>Research Design/Methodology:<em> </em></strong>To assess positive OA, refer to (OA questionnaire, Jaworski and Kohli 1993) and OE (OE survey Kandula, 2002; Hesseblin &amp; Gohanston, 2002). The data of the study was collected from the employees at Telecommunication sector in Egypt. Out of the 290 questionnaires that were distributed to employees, 250 usable questionnaires were returned, a response rate of 86%. Multiple Regression Analysis (MRA) was used to confirm the research hypotheses.</p><p><strong>Findings:</strong> OA factors have an impact on OE is investigated. In other words, sensing agility, decision-making agility and acting agility significantly correlated with OE. The study findings support the view that OA and OE are related constructs. In other words, the research has found that the study subjects do agree that OA directly affects the dimensions of OE at Telecommunication sector in Egypt.</p><p><strong>Practical implications:</strong> The study suggests that the Telecommunication sector in Egypt can improve OE by influencing its OA, specifically, by developing sensing agility, decision-making agility and acting agility. The study provided that it is necessary to pay more attention to the dimensions of OA as a key source for organizations to enhance the competitive advantage which is of prime significance for OE.</p><strong>Originality/value: </strong>The study observes that there is a critical shortage of OA and that a greater understanding of the factors that influence the OE is needed. Therefore, this study examines the relationship between OA and OE at Telecommunication sector in Egypt. This research dealt with OA in terms of its concept and dimensions, in addition to dealing with the role of OA in promoting OE at Telecommunication sector in Egypt.
