The aim of the work is to research and develop methods for synthesizing aperture in hyperspectral systems for remote sensing of the Earth to reduce weight and size characteristics by applying methods of program-algorithmic processing of the input signal and implementing the synthesized aperture. A method of neural networks for deconvolution on the construction of a radial basis network is developed. A method has been developed to increase the synthesis of apertures in hyperspectral systems for remote sensing of the Earth. A method for increasing the spatial resolution of images obtained by optical systems for remote sensing of the Earth is described. A method for radiometric calibration of output data has been developed, which allows universalizing the analysis of spectral characteristics. In the process, to achieve the goals were used: methods of spectral optics, mathematical analysis and statistics, methods of processing images and signals. The project results contribute to the reduction of overall weight and cost characteristics and the possibility of synthesizing the aperture at the exit of the polychromator, which will avoid the use of expensive camera lenses in hyperspectral systems of remote sensing of the Earth. The developed methods for synthesizing aperture in hyperspectral systems of remote sensing of the Earth differ from the existing ones in that the receiving device for the video signal does not contain structural changes, and they contain the function of the algorithmic apparatus, which includes the analysis of the functions of the scattering point, the deconvolution of the recorded signal is performed by the method of neural networks after the stage learning.

Abstract The authors examine the impact of the development of image-based remote sensing systems on the activities of state administrations in the cartographic production and making of geographical information publicly available in the Eastern Bloc countries. A convergence of cartography, secrecy, and power occurred during the Cold War. Through investigation of facts relevant to the acquisition image data of the Earth surface performed by the USA and the USSR, it aims to examine the key questions of why the logic behind the development of cartography in the Eastern Bloc countries after World War II was distorted. The lack of logic was reflected in the fact that the amount of information actually presented on maps decreased with an increase in the information about the surface of the Earth acquired by the means of remote sensing systems. It was suggested that image data in the member states of the Eastern Bloc, in spite of their restricted use and a drop in the informational value of maps, was the main factor behind the creation, detail, and geometric accuracy of civilian maps. Proving this thesis involved analyzing the correlations between the achievements in the field of remote sensing and the quality of maps developed during the Cold War in the Eastern Bloc states.

O b j e c t i v e s. The task of improving the software package for detecting thermal anomalies based on meteorologicalsatellite data developed by the unitary enterprise "Geoinformation Systems" was solved.M e t h o d s. In the period from 2015 to the present, the work on practical testing and improvement of the software for natural fires detection has been carried out. For this purpose, satellite images of the territory of Belarus obtained from NOAA series spacecraft were used. Special attention was paid to the problem of improving the accuracy of determining the coordinates of fires and reducing the time required for initial data processing.Re s u l t s. A retrospective analysis of the main stages of improving the software for natural fires detection and obtained during practical tests generalized results are provided. The description of the web service developed on the basis of the software for detecting natural fires is presented.Co n c l u s i o n. The information can be useful for the specialists and researchers who are engaged in the detection of thermal anomalies (fires) using remote sensing data from meteorological satellites.

The paper describes the development of compression algorithms for hyperspectral aerospace images based on discrete orthogonal transformations for the purpose of subsequent compression in Earth remote sensing systems. As compression algorithms necessary to reduce the amount of transmitted information, it is proposed to use the developed compression methods based on Walsh-Hadamard transformations and discrete-cosine transformation. The paper considers a methodology for developing lossy and high-quality compression algorithms during recovery, taking into account which an adaptive algorithm for compressing hyperspectral AI and the generated quantization table has been developed. The conducted studies have shown that the proposed lossy algorithms have sufficient efficiency for use and can be applied when transmitting hyperspectral remote sensing data in conditions of limited buffer memory capacity and bandwidth of the communication channel.
