Many disaster risk reduction (DRR) initiatives, including land use planning, tend to ignore existing long-term inequalities in urban space. Furthermore, scholars working on urban disaster governance do not adequately consider how day-to-day DRR governing practices can (re)produce these. Hence, following a recent interest in the political dimensions of disaster governance, this article explores under what conditions the implementation of DRR land uses (re)produce spatial injustice on the ground. We develop a theoretical framework combining politics, disaster risk, and space, and apply it to a case study in Santiago, Chile. There, after a landslide disaster in the city’s foothills in 1993, a multi-level planning arrangement implemented a buffer zone along the bank of a ravine to protect this area from future disasters. This buffer zone, however, transformed a long-term established neighbourhood, splitting it into a formal and an informal area remaining to this day. Using qualitative data and spatial analysis, we describe the emergence, practices, and effects of this land use. While this spatial intervention has proactively protected the area, it has produced further urban exclusion and spatial deterioration, and reproduced disaster risks for the informal households within the buffer zone. We explain this as resulting from a governance arrangement that emerged from a depoliticised environment, enforcing rules unevenly, and lacking capacities and unclear responsibilities, all of which could render DRR initiatives to be both spatially unjust and ineffective. We conclude that sustainable and inclusive cities require paying more attention to the implementation practices of DRR initiatives and their relation to long-term inequities.

Cabeça Veada is the name of a relatively small exploitation cluster for ornamental limestones occupying an area of 98 ha in the Portuguese Natural Park of Serra de Aire e Candeeiros, which is also a Natura 2000 Network protected area. Supported by comprehensive geological, mining and environmental studies, a specific methodology was developed in order to address the compatibility between the long term sustainability of this industry with the preservation of existing protected natural values. The obtained land use map should allow the Cabeça Veada mineral resources to be adequately included in the municipal land use planning process.

Abstract The present paper focuses on spatial management regulations in order to carry out investment in the field of airport facilities. The construction, upgrades, and maintenance of airports falls within the area of responsibility of local authorities. This task poses a great challenge in terms of organisation and finances. On the one hand, an active airport is a municipal landmark and drives local economic, social and cultural development, and on the other, the scale of investment often exceeds the capabilities of local authorities. The immediate environment of the airport determines its final use and prosperity. The objective of the paper is to review legislation that affects airports and the surrounding communities. The process of urban planning in Lodz and surrounding areas will be presented as a background to the problem of land use management in the vicinity of the airport. This paper seeks to address the following questions: if and how airports have affected urban planning in Lodz, does the land use around the airport prevent the development of Lodz Airport, and how has the situation changed over the time? It can be assumed that as a result of lack of experience, land resources and size of investments on one hand and legislative dissonance and peculiar practices on the other, aviation infrastructure in Lodz is designed to meet temporary needs and is characterised by achieving short-term goals. Cyclical problems are solved in an intermittent manner and involve all the municipal resources, so there’s little left to secure long-term investments.

The potential of property rate has been least tapped by decentralized governments in Ghana. This paper investigates the property rating system in Ghana through a case study of Offinso South Municipality (OSM). Questionnaires were used to gather empirical data from property owners in the municipality. The paper finds that there is inadequate property tax administration system and high public disdain for the property tax in OSM, with a significant association between compliance with the property tax and land use regulations in OSM. The paper suggests that the Offinso South Municipal Assembly (OSMA) should improve its land use planning system to facilitate voluntary compliance with the property tax. OSMA should also address accountability and transparency problems in the property tax system in order to increase public confidence in the tax regime. The OSMA should also improve on the property tax collection modes by computerising the billing and collection processes.

Our objectives were to develop a method that would be appropriate for long-term ecological studies, but that would permit rapid surveys to evaluate biotic complementarity and land-use planning in Amazonia. The Amazon basin covers about 7 million km². Therefore, even a sparse coverage, with one sample site per 10.000 km², would require about 700 sampling sites. Financial considerations limit the number of sites and investment at each site, but incomplete coverage makes evaluation of biotic complementarity difficult or impossible (Reddy & Dávalos 2003). Our next challenge is to install similar systems throughout Amazonia. The cost, based on modification of Al Gentry's original design is moderate (less than US$ 50.000 per site if it is not necessary to immediately identify all vascular plants in plots) and we can obtain RAP results for most taxa in the short term at much lower cost. However, biological surveys will only be relevant if the local people participate and the surveys serve as much to teach the local communities about the value of their natural resources as they serve to teach the international community about biodiversity. Therefore, we want to see each site run as a long-term ecological research project by local people and institutions. Biological surveys are an important tool in land-use planning, but only the local people can implement those plans.
