The article analyzes the relationship of the system of technical regulation in construction and regulatory relations for the provision of public services. Changes in the current system of legal regulation in the sphere of water supply of apartment buildings are considered. The article shows that the subject of rationing belongs to several areas of regulation, which requires improvement of the methodological basis for the design of in-house systems of hot and cold water supply of an apartment building and the creation of legitimate methodological tools. Recommendations on the formation of methodological procedures, the implementation of which will provide the legal legitimacy of the methods of hydraulic calculation. The method of determining the calculated (limit) costs of cold and hot water in centralized systems of drinking water supply of an apartment building.

Background and Objectives: Legionella is one of the most important water-related pathogens. Inside the water supply systems and the biofilms, Legionella interact with other bacteria and free-living amoeba (FLA). Several amoebas may serve as hosts for bacteria in aquatic systems. This study aimed to investigate the co-occurrence of Legionella spp. and FLA in drinking water supply systems. Materials and Methods: A total of 268 water samples were collected from apartment buildings, hotels, and public buildings. Detection of Legionella spp. was performed in accordance with ISO 11731:2017 standard. Three different polymerase chain reaction (PCR) protocols were used to identify FLA. Results: Occurrence of Legionella varied from an average of 12.5% in cold water samples with the most frequent occurrence observed in hot water, in areas receiving untreated groundwater, where 54.0% of the samples were Legionella positive. The occurrence of FLA was significantly higher. On average, 77.2% of samples contained at least one genus of FLA and, depending on the type of sample, the occurrence of FLA could reach 95%. In the samples collected during the study, Legionella was always isolated along with FLA, no samples containing Legionella in the absence of FLA were observed. Conclusions: The data obtained in our study can help to focus on the extensive distribution, close interaction, and long-term persistence of Legionella and FLA. Lack of Legionella risk management plans and control procedures may promote further spread of Legionella in water supply systems. In addition, the high incidence of Legionella-related FLA suggests that traditional monitoring methods may not be sufficient for Legionella control.

The article is devoted to the practical implementation of changes in the current system of legal regulation in the fi eld of water supply and sanitation of apartment buildings. The results of the analysis of operational and design standards of water consumption are presented. The necessity of adjusting the normative and technical documents in terms of improving the methodological foundations of designing indoor cold and hot water supply systems for an apartment building and creating a legitimate methodological toolkit is shown. This paper articulates the complexities of adaptively managing Delaware River water resources to meet shifting priorities of drinking water supply, drought mitigation and flood mitigation, as well as conflicting stakeholder interests. In particular, the paper examines the short-term and long-term programs that comprise the Delaware River Basin Commission's (DRBC) and the 1954 US Supreme Court Decree parties' successful adaptive management approach that seeks to balance the growing list of demands for water resources management, including drinking water supply, drought management, flood control and cold water fisheries protection. Review of the DRBC's adaptive governance approach reveals the critical complexities of designing experimental, yet science-driven management approaches and effectively engaging various sets of stakeholders in the associated decision-making processes.

Статья посвящена разъяснению Изменений в Свод Правил 30.13330.2016 Внутренний водопровод и канализация зданий. Актуализированная редакция СНиП 2.04.01-85 . Приведены результаты анализа взаимосвязи системы технического регулирования в строительстве и системы регулирования отношений по предоставлению коммунальных услуг. С целью создания легитимного методического инструментария сотрудниками Академии строительства и архитектуры Самарского государственного технического университета разработаны Изменения в СП 30.13330.2016, которые позволят уточнить содержание нормативного документа и конкретизировать отдельные элементы проектирования и расчета внутренних систем водоснабжения многоквартирного дома. Рассмотрена методология проектирования систем хозяйственно-питьевого водоснабжения многоквартирных домов. Приведены методические процедуры и их практическая реализация при проектировании внутренних систем хозяйственно-питьевого водоснабжения многоквартирного дома.The article is explaining the amendments to Code of Rules (CR) 30.13330.2016 Water supply and drains of buildings. Revised edition of SNiP 2.04.01-85 . The results of the analysis of the interconnections of the system of technical regulation in construction business and the system of regulating the provision of public services are presented. In order to create a legitimate methodological toolkit, the experts of the Academy of Civil Engineering and Architecture, Samara State Technical University developed amendments to CR 30.13330.2016 that will clarify the content of the regulatory document and specify certain elements of the design and calculation of the internal water supply systems of an apartment building. The methodology of designing drinking water supply systems for apartment buildings is considered. Methodological procedures and their practical implementation in the design of internal drinking water supply systems of an apartment building are given.

Introduction. A review of the judicial practice of securing land use rights on the territory of sanitary protection zones (SPZ) of sources of centralized household drinking water supply of the population, a comparative analysis of Russian and foreign approaches to the legal regulation of sanitary protection of sources of centralized household drinking water supply (starting now - SPZ). The computational methods for assessing the spread of pollutants and determining the size of the boundaries of the 2 nd zone of the WSS for water sources, analysis of the degree of protection of aquifers of drinking water supply sources, which can become an alternative to expensive measures to prohibit economic activities in the territory of the SPZ, have been updated. The data on the water pollution of the sources of the centralized drinking water supply of the population of the Russian Federation, the Moscow River, on the effect of surface runoff polluted with persistent organic substances on the sanitary state of surface waters are presented. Material and methods. Methods of the survey, comparative analysis were applied to assess the legal regulation of sanitary protection of sources of centralized drinking water supply to the population in urbanized areas, hygienic assessment of water pollution, correlation and regression analysis. Results. The data of field studies of surface water bodies and groundwater in the Russian Federation indicate the low efficiency of wastewater treatment to ensure water quality safety in the sources of centralized drinking water supply to the population. On the one hand, the low efficiency of groundwater protection and the ability to protect groundwater due to natural conditions are shown. Judicial practice confirms the need to establish the security of a water supply source from wastewater when justifying health hazards and violations of current regulations. Conclusion. The analysis of the legal regulation of the protection of sources of centralized economic water supply to the population and treatment, wastewater disposal showed that the issues of the legal status of the territory of the SPZ of water sources are not developed. The need to standardize approaches to the organization of SPZ and the methods used to ensure the protection of sources of centralized drinking water supply to the population was not evaluated.
