The paper provides information on Russian technical regulation regarding fire safety in construction. Additionally, the experience of TSNIISK named after V.A. Kucherenko, JSC Research Center of Construction in the development of documents for standardization of fire safety in construction (national standards, set of rules) is summarized.

The purpose of the study is to analyse the quantitative and qualitative composition of registered and registered in Ukraine in 2020 agricultural and forestry tractors (hereinafter - tractors) and to identify areas for improvement of technical regulatory elements for their commissioning and operation. Research methods. The methodological basis of the work is the analysis and generalization of data on registered and registered tractors, as well as certain elements of technical regulation (technical regulations, standards, procedures for assessment and confirmation of conformity). Results. To summarize the structure of data on tractors, an analysis of their quantitative and qualitative composition, namely new (2018-2020 years of production) and first commissioned in 2020 in Ukraine wheeled and tracked tractors, based on the report of the State Food and Consumer Service of Ukraine for 2020 [Register ( open data), 2020]. The results of the analysis showed that for the first time in Ukraine mostly new tractors are registered (96 %) and only about 4 % - imported, used tractors. Analysis of the distribution of registered new tractors by origin showed that about 60 % of new tractors are Chinese tractors, the vast majority of which are small tractors, about 22 % ― Belarusian production, domestic serial tractors are a small percentage ― within 6 %. Some elements of technical regulation used for putting into operation and operation of tractors in terms of their efficiency (technical regulations, procedures for confirmation of conformity and registration) are analysed. The results of the research are generalized and the directions of improvement of the elements of technical regulation on the commissioning and operation of tractors in Ukraine are determined. Conclusions. Taking into account the results of research on the structure and origin of tractors placed on the market and put into operation in Ukraine, analysis of the provisions of current regulations, it is determined that the issue of putting into operation and operation of single models of tractors, agricultural and forestry trailers remains unresolved. , trailer vehicles (hereinafter - vehicles), in particular the type of which is not approved in Ukraine, as well as used, converted, etc. Therefore, the current technical legislation governing the introduction of mass-produced vehicles covered by the Technical Regulation approving the type of agricultural and forestry tractors, their trailers and replaceable trailers, systems, components and individual technical units [CMU Resolution № 1367 of 28.12.2011] (hereinafter ― the Technical Regulation of type approval 1367/2011) must be supplemented by regulations, which establish the requirements and procedures for confirming the conformity of individual models of vehicles. This will allow for a more complete settlement of the issue of admission to traffic of safe vehicles.

Статья посвящена некоторым проблемам сотрудничества в рамках ЕАЭС и БРИКС в сфере технического регулирования цифровых технологий. На основе проведенного исследования сделан вывод о ключевой роли совершенствования технического регулирования указанных союзов в целях развития современной технологической основы национальных экономик, что особо важно для государств в условиях обостряющейся конкуренции. The article is devoted to some problems of cooperation within the EAEU and BRICS in the field of technical regulation of digital technologies. On the basis of the study, it is concluded that the key role of improving the technical regulation of these unions in order to develop the modern technological basis of national economies is made, which is especially important for states in the context of intensifying competition.

International scientific and technical relations are describedthrough the prism of bilateral and multilateral cooperation between the two states through regionalinterstate associations, in particular the Shanghai Cooperation Organization. The author pays specialattention to the issue of legal regulation of international scientific and technical regulation, the mainmechanism of which is bilateral and multilateral treaties and agreements. At the same time, one of the important forms of cooperation is the development of coordinated measures to harmonize the regulatoryframework of Russia and Kazakhstan in the field of science and technology.

Современный рынок молочной продукции претерпевает существенные изменения, в основе которых лежит тенденция на удешевление продукции. Российские молочные продукты, произведенные из классического сырья по традиционным технологиям, зачастую подвергаются фальсификации продуктами с пониженными массовыми долями жира и белка, заменой молочных компонентов и живых заквасочных культур вследствие отсутствия системы идентификационных характеристик. Реформой технического регулирования, проведенной в Российской Федерации в 2000 году, правила идентификации как способ отнесения продукта к определенной группе продукции посредством сопоставления его характеристик с установленными были законодательно закреплены на федеральном уровне. В настоящее время идентификация служит неотъемлемой частью оценки (подтверждения) соответствия продукции и является главным средством борьбы с фальсификацией. Критериями идентификации выступают регламентированные показатели продукта. Технический регламент Таможенного союза 033/2013 «О безопасности молока и молочной продукции» включает понятие «национальный молочный продукт», однако критерии идентификации этой группы продукции отсутствуют. Целью исследования был поиск уникальных характеристик российских молочных продуктов для их идентификации среди аналогичной продукции. В качестве метода был применен ретроспективный анализ литературы с глубиной поиска до 1930-х гг. Установлено, что в качестве критериев идентификации молочных продуктов использовали не только сырьевой и технологический признаки, но и упаковку. Выявленные критерии будут положены в основу формирования системы идентификации российских молочных продуктов. The modern dairy market is undergoing significant changes, which are based on the trend towards cheaper products. Russian dairy products made from classical raw materials using traditional technologies are often falsified by products with reduced mass fractions of fat and protein, replacing dairy components and live starter cultures due to the lack of an identification system. The reform of technical regulation carried out in the Russian Federation in 2000, the identification rules as a way of classifying a product as a specific product group by comparing the characteristics with the established ones were legally fixed at the federal level. Currently, identification is an integral part of the assessment (confirmation) of product conformity and is the main means of combating falsification. Identification criteria are regulated product indicators. The technical regulation of the Customs Union 033/2013 «On the safety of milk and dairy products” includes such a concept as «national dairy product», however, there are no criteria for identifying this group of products. The aim of the research was to search for unique characteristics of Russian dairy products and classical technologies that distinguish them from similar products. As a method, a retrospective analysis of the literature with a search depth of up to the 1930s was used. It was established that not only raw and technological characteristics, but also packaging were used as criteria for identifying dairy products. The identified criteria will be the basis for the formation of an identification system for Russian dairy products.

From 2021, cosmetic products are subject to technical regulation of the Ministry of Health, which is responsible for ensuring the implementation of Technical Regulations, approval of guidelines for their application, national standards in accordance with the requirements of Technical Regulations. It was adopted in early 2021. For the first time in Ukraine, the technical regulations for cosmetic products apply to cosmetic products the principles of technical regulation, powers to comply with which are vested in the relevant Ministry of Health. The aim of this work is to develop a methodology for implementing the Technical Regulations for cosmetic products as an object of authority of the Ministry of Health. As research materials the processes of technical regulation of cosmetic products are studied, logical, investigation methods of research, and also a method of the content analysis are used. Results. An analysis of the practice of regulating the circulation of cosmetic products in a number of foreign countries, identified and systematized potential risks in the implementation of the principles of its technical regulation. Based on the analysis of causal relationships in the process of implementing the requirements of the Technical Regulations for cosmetic products, the methodology of its practical application is proposed. Conclusions. The tendencies of regulatory policy in relation to cosmetic products in a number of foreign states and Ukraine are established. The analysis of the main provisions of the Technical Regulations for cosmetic products is carried out and the methodology of its introduction is developed

Aim. To develop the сoncept of implementation of specifications on cosmetic products in Ukraine.Materials and methods. As research materials the processes of technical regulation of cosmetic products were studied, logical, research methods, as well as the method of content analysis were used.Results. The analysis of the practice of regulating the turnover of cosmetic products was performed; it allowed identifying potential risks in the process of implementing specifications on cosmetic products in Ukraine. Based on the results of the systematization of the impact factors on implementation of the normative legal act the model of its implementation plan was developed, and the main procedures for applying the general provisions of the document were described.Conclusions. Taking into account the problems of implementation of specifications on cosmetic products the concept of implementation regulating the rules of the turnover of cosmetic products at the Ukrainian consumer market has been proposed.

Objective: To compare the characteristics of hydraulic potential in worn steel pipes with internal deposits subjected to cleaning by mechanical and chemical methods. Methods: Calculated dependencies are used for hydraulic calculation of new metal pipes and pipes with internal deposits. Results: A calculated dependence was obtained to determine the value of the inner diameter of pipes with any thickness of the layer of internal deposits. The concept of an efficient pipeline is introduced and a comparison made of the values of head losses in new pipes and in pipes with internal deposits. A specific practical example is considered. For the given example, compare the values of energy consumption of pumping equipment for two methods of cleaning the inner surface of pipes. Measures are indicated to ensure the efficiency of operation of water supply networks. Practical importance: It is shown that the chemical method of technical regulation of the hydraulic characteristics of new steel pipes provides an extension of the period of their further use.

The food allergy and allergen control are important for global health concerns. Latent allergens are a paramount problem in the specialized food products. Cross-contact and post-cleaning contamination are the main sources of these problems. According to the norms of the Technical Regulation Custom Union N 027/2012 and the Codex Stan 118-79 standard, the gluten content in food products should not exceed 20 mg / kg of the product. The purpose of this study was to analyze raw materials for the gluten-free food products manufacture to justify the HACCP system implementation. The samples of gluten-free flours were selected as research objects to assess the cleanliness of storage, transportation and production facilities in factories producing gluten-free products. In this study, we analyzed the samples of gluten-free flours to assess the cleanliness of storage conditions, transportation and industrial premises in gluten-free factories. The results showed that when using raw materials stored under improper conditions an increase in the gluten content in the final product is observed. We concluded that the gluten-free flours storage conditions in a room with gluten-containing raw materials are unacceptable, because the final product will have high gluten content. Thus, this product cannot be marketed as gluten-free. In addition, we analyzed the washes from the equipment after baking cookies from these flours. We found that in order to comply with regulations, it was necessary to conduct 3 consecutive washing
