The use of new technologies and information systems within healthcare practice provides several advantages and functionalities for healthcare institutions. However, the use of these advanced technologies is not an easy task and the literature has documented several cases of resistance to adopting such technologies by the healthcare staff. Furthermore, governmental reports stated that Iraq healthcare sector is enduring challenges in this regard. For this reason, the current study explored the opinions of healthcare professionals using semi-structured interviews to highlight the important factors and issues that influence the use and adoption of new technologies within Iraq public healthcare sector. To our best knowledge, this empirical study is the first to employ a qualitative approach to address the issue of healthcare information system adoption in Iraq healthcare domain. Twenty six themes have emerged in the findings of this qualitative study which can be helpful for healthcare seniors in order to overcome the present challenges related to the adoption of healthcare information systems and to improve the healthcare practice in general.


The paper shows the relevance of studying the factors taken into account when choosing automation tools and information systems by enterprises of different activities in different regions of Russia. The growing pace of technological change requires a balanced development of information technology in different regions in order to maintain the flexibility of the entire system and ensure the economic security of the country. The choice of information systems in the public and private sectors of the economy is different. The presence of significant geographical disproportions in the distribution of costs for information technology in the regions of Russia is revealed. Classification of the factors influencing the decision-making on the choice of information systems is carried out. The necessary conditions for the creation and successful development of information technology centers have been identified; those conditions include the availability of free resources for electricity generation, a developed research and educational center and the human resources potential of the territory in the field of ICT (Information and Communication Technologies). Partially identified imbalances are associated with the multistructural nature of the Russian economy and with territorial expanse; they are objective in nature and are subject to adjustment. The expediency of creation of interregional system involving cooperation ties with the purpose to develop information technology centers in different regions of Russia is shown.

One of the key challenges in the healthcare sector is to adapt Health Information Systems to requirements coming from changing societies. In recent years, governments and international healthcare organizations defined a series of requirements for new generation Health Information Systems: they have to preserve past investments on legacy systems, but must also integrate new technologies, include the patient among their users, and ensure that clinical information are available at all times, even in places far from where information are physically stored. This paper proposes a multi agent-oriented architecture for Health Information Systems, which uses international standards for communication and management of clinical documents. The architecture tries to effectively model a generic healthcare organization, and aims at being easily extensible and adaptable to the particularities of specific healthcare systems. The authors present two experimental scenarios to test the proposed multi-agent health information system. In the first, they show how to model a specific use case, a radiology workflow, using agents and well-known standards; in the second one the authors demonstrate how a mobile application can use the services provided by the agents to support the medical staff in an emergency situation.

This work presents a conceptual model aimed at explaining factors affecting the formation of effective patient-doctor-computer communication at the primary care clinic. The authors define a new construct – patient-doctor-computer communication (PDCC), aimed to replace the traditional concept of dyad patient-doctor communication (PDC). PDC has been characterized as one of the most significant factors affecting healthcare outcomes. To better understand PDCC and its antecedents, the authors integrate theories from the patient-centered care and the Information Systems domains and suggest that the characteristics of the EMR, the user (doctor) and the task determine the doctor's perception of fit between the EMR and the medical task, which in turn positively affects PDCC. The suggested conceptual model contributes to both theory and practice. On the theoretical side, it opens several new research trajectories. For practice, the model implies that there is a need for a tighter collaboration between experts from both the information systems and medicine domains in designing EMR systems that are aligned with and support the medical task at hand.
