In the article, the author investigates the insufficiently studied topic of transformation of the organization of economic activity of the economic councils of individual territories at the suggestion of N.S. Khrushchev at the Presidium of the Central Committee of the CPSU in 1957 using comparative historical, quantitative methods, analysis and synthesis. As a result, on the basis of the adopted Law On the further improvement of the management of industry and construction, a territorial management system was created, suggesting that the management of industry and construction should be implemented on a territorial basis on the basis of economic administrative regions. Initially, 70 economic administrative regions were formed, including Chuvash, Mari and Mordovia, in each of which a Council of National Economy was created. The economic councils were state bodies for the management of enterprises, construction projects and organizations of the Union-republican industry located on the territory of the economic administrative region. The article defines the first results of the activity of the Union of National Economy of the Mari, Mordovian and Chuvash ASSR in 1957; the personnel situation, which has become one of the main problems in the development of economic councils, is presented; disclosed the main planned performance indicators of the SNKh, which, on the whole, received a satisfactory assessment. However, despite the positive growth of the main economic indicators, serious difficulties and miscalculations were observed in the work of the economic councils, which were indicated, among other things, by the Council of Ministers of the RSFSR. On the basis of documents from the State Archives of the Russian Federation, regional archives and research literature, the author of the article highlighted the main successes and failures in the activities of the SNKh of the republics of the Middle Volga region. The author concluded that for the national regions, the period of activity of the economic councils was a breakthrough in the national economic complex. The Mari, Mordovian and Chuvash economic councils have done significant work to develop the industry in the peripheral regions of the country, significantly enlarging the existing ones and building new powerful and promising enterprises.

The scale and deep heterogeneity of the national economy of Ukraine in the regional context make the relevance of scientific research in this thematic area. The purpose of the article is to determine the economic specialization of the regions of Ukraine by key economic activities contributing to the formation of gross value added, as well as outlining the potential risks to the national economy, taking into account the situation on world commodity markets. The results of the research showed that one of the consequences of the unstable dynamics of industrial production in Ukraine under the influence of geopolitical and macroeconomic factors is the reduction of industrial specialization of the economy of a number of Ukrainian regions. Thus, in 2017 the manufacturing was the leading economic activity (with the highest share in the gross value added created) in 11 regions, compared to 15 in 2012. So Poltava, Donetsk, Dnipropetrovsk and Zaporizhzhya regions are considered to be “highly industrial”. At the same time, the agrarian specialization of the economy of Ukraine and its regions deepened – in 2017 agriculture became the leading type of economic activity in 11 regions (compared to 7 in 2012). The most “agrarian” in Ukraine (with a share of agriculture in gross value added over 30%) in 2017 became the Kherson, Kirovohrad and Khmelnytsky regions. Increasing the level of “agrarianization” of the national economy in the context of volatility of agricultural commodity prices on the world markets poses significant risks for the socio-economic development of Ukraine and its regions. These risks are exacerbated by the high amplitude of fluctuations in the volume and structure of domestic agricultural products and the low degree of processing of raw materials. To improve the structure of domestic commodity exports (in the direction of increasing its share of products with a higher degree of processing) and to deepen its diversification, a number of measures should be carried out aimed at stimulating export activity of enterprises (industrial and agro-industrial), carrying out technical and technological re-equipment of industrial and export production bases, creation of new high-tech industries on the basis of the implementation of powerful innovation and investment projects.

Offenses have a negative impact on the socio-economic development of the country and make a threat to the security of the national economy. Systematic analysis of the offenses in the sphere of economic activity with the quantitative as-sessment of their reimbursement and identification of the main trends during the research has been carried out. The offenses in the field of economic activity are the object of the research. The research subjects are scientific, methodological and applied aspects of the offenses analysis in relation to the main types of economic activity in the national economy. It has been noted that the criminal situation in our country is characterized by increasing in the economic crimes. Economic crimes are becoming systematic and have organized character. The high level of correlation between the unemployment situation and the negative crimes trends has been discovered. Economic crimes include economic, political, legal, socio-psychological and organizational reasons and conditions. The complex monitoring system in order to solve problem of the combating economic crimes has been proposed. The effectiveness of such system can be achieved in two main ways. The first way concerns the development of measures that is aimed at the economic crimes preventing. Thus, we have the reduction of the crimes number. The second way involves the development of measures for the disclosure of the committed offenses of economic nature and the achievement of full reimbursement for the incurred losses. However, an important component of the complex system should be the ability to monitor, forecast and identify these sectors of the economy in which the possible offenses in the strategic foresight should be expected. The continuous monitoring with forecasting enables to develop and implement the appropriate preventive measures. Studies of the economic activities with their efficiency in the formation of GDP of Ukraine have been conducted. Dynamics of the committed offenses on the types of economic activity has been analyzed. The quantitative assessment of the material losses reimbursement of these offenses has been provided. The main causes of the committed offenses in the economic sectors have been considered. The national measures for the prevent economic crimes are: strengthening of the role and increasing of the trust to the government and its institutions; paradigm shift of the decision-making mechanism in the field of credit and financial system; development of the special mechanisms for preventing of the destabilizing tendencies both at the level of regional development and at the level of national economy. The complex monitoring system allows to identify sectors of the national economy in the aspect of strategic forecasting. Monitoring enables to develop the preventative measures which are aimed at the improving of the environment, creating of the preconditions for the economic growth and improving of the well-being of population.

Mass media play a significant role in society, performing the role of "fourth power". The format of relations between the media and society is made in accordance with the political regime. In the conditions of a totalitarian state, which was the USSR, the media were always at the center of attention, because it was they who provided an ideological basis for the ruling political party and the vigilance of the journalist staff was an extremely important part of this "attention". The article attempts to identify the main areas of the CPSU's personnel policy regarding media coverage of journalists, the presence / absence of essential features of party leadership in the staff in general and journalists-specifically, the current assessment of the effectiveness of the Communist Party leadership and its impact on the media. The archival documents of the Central State Archives of Public Associations of Ukraine (Fund of the Central Committee of the CPU) and a number of published documents, sufficiently diverse in their format, were processed: memoranda, information, preparatory documents for plenums, meetings, resolutions of the republican and local party leaders. The conclusions summarize the main historical lessons that will help society, the authorities of today and the media to build relationships that are inherent in the democratic stage of civilization development.

Abstract The function of project risk management (PRM) is to understand the uncertainty that surrounds a project and to identify the potential threats than can affect it as well as to know how to handle these risks in an appropriate way. Then, the measurement of the performance of PRM becomes an important concern, an issue that has not yet been addressed in the research literature. It is necessary to know how successful the application of the PRM process is and how capable is the process within the organization. Regarding construction projects, it is essential to know whether the selected responses to mitigate or eliminate identified risks were suitable and well implemented after the execution of the project. This paper presents a critical analysis of the relevance of measuring the performance of PRM and the benefits of doing so. Additionally, it presents a preliminary and pioneering methodology to measure the performance of PRM through the evaluation of the adequacy of responses applied to mitigate risks as well as to evaluate the resulting impacts as indicators of the effectiveness of these actions at the end of the project. This knowledge will allow construction companies to incorporate good practices, generate lessons learned, and thereby to promote a continuous improvement of the whole PRM process.

The paper briefly explains the importance of quantitative procedures of risk analysis in large and medium scale projects for the sustenance of project economic sustainability. Globally, several construction projects are being descoped and tend to close out before attaining the initial project deliverables due to cost and schedule overruns. The quantitative methods can sieve the key factors and forecast the tangible impacts that can lead to schedule or cost variance in a project. It can guide the project stakeholders for timely decision making and mitigate the risks associated to achieve the project goals. Today, the quantitative methods are pivotal to analyze the impacts of Covid-19 crises in Construction industry which are increasingly apparent. The spillover effect of economic activity from one area to another is due to the inter-sector linkages, which have implications for economic growth. This study examines and presents empirical evidence on the effects of economic growth in the districts of Siak, Pelalawan, Kampar, Kuantan singingi, and Bengkalis, which have spatial impacts on the economic growth of Pekanbaru City. Through quantitative methods with secondary data from the Regency / City Central Statistics Agency in Riau Province, the data used is the Gross Regional Domestic Product from 2010 to 2019, then analyzed using the Multiple regression method. The study results show that Kampar, Kuantan singingi, Pelalawan, and Siak districts have a significant effect on the economic growth of Pekanbaru City, while Bengkalis does not affect. Not all of the natural resources owned by each district can provide a spillover effect of growth. However, a dominant sector in absorbing labor will provide a spillover effect of economic growth from one region to another. Keyword: Regional Spillover Effect. Economic Growht, Multiple Regression. Housing industry is one of the most dynamic, risky, and challenging industries. In Malaysia, this industry has a poor reputation for managing risks, with many major projects failing to be completed within the allotted time. Due to the inherent risks involved in construction projects, it is essential to recognize the risks that cause problems associated with abandoned housing projects. Therefore, this study aims to identify the risks that contribute to issues of abandoned housing projects and to propose mitigation strategies. The methodologies used in this study are combination of qualitative and quantitative methods of literature review, questionnaire survey, and interview. The results show that many risks are involved in housing project, including risks related to environmental impacts, construction, politics, law, management, finance, materials, and economy, of which the probability of risks from unexpected ground condition, project delays, bureaucracy, contractual disputes between developer and landlord, weakness in management by inexperience developer, and financial crisis is very high. It was also found that all relevant parties involved in housing industry are required to have extensive cooperation in advance and should perform systematic risk management strategies in order to mitigate the risks leading to problems associated with abandoned housing projects.
