European Union regional policy is implemented through structural funds, such as the European Regional Development Fund (ERDF), which support investment in peripheral regions of the EU. We studied the effects of EU regional policy on key economic variables using a rare natural experiment setting. In 2007, parts of regions that were previously covered by the ERDF programme for Western Finland were reallocated to the ERDF programme for Northern Finland, with higher support intensity per capita. This area reallocation was caused by the newly adopted EU legislation regulating the classification of regional statistical areas. With a detailed postal code area dataset and a difference-in-differences estimator, we discovered desirable regional policy effects on unemployment and the number of jobs.

In this paper we highlight and discuss a Swedish equality paradox in two different spheres: entrepreneurship and politics. We focus on the EU Structural Funds and women entrepreneurs' access to resources through the European Regional Development Fund (ERDF). Combining human geography and political science, we draw upon network and partnership theory posing questions concerning the room for manoeuvre for women entrepreneurs to gain access to relevant networks, to create new networks in order to establish relations with EU related partnerships, and to gain access to the process of allocating EU structural fund financial resources.

This paper focuses on how the slow but steady development of the EU regional policy was shaped by the gradual emergence of a territorial perspective in its strategic design. In particular, it examines the origins of regional policy, shedding light on its first stage of formulation, from the Treaty of Paris to the adoption of the European Regional Development Fund (1951-1975). Notably it analyses some underlying factors influencing its elaboration: the idea and vision of transnational spatial planning promoted by the Council of Europe, the exchange of ideas within the European Commission expert groups on town and country planning and the territorial studies relating to the first EEC enlargement. This cultural milieu contributed to a common outlook on the equilibrium of the European regions, thus planting a seed that would ripen into the “territorial cohesion” model recently included in the Lisbon Treaty.http://dx.doi.org/10.14195/1647-6336_12_2

- The article describes the different stages which marked the elaboration of the EEC regional policy starting from the preliminary studies in the Sixties to the formal inclusion of this domain in the Single European Act (1986). The creation of the European Regional Development Fund (1975) and its reforms are crucial events in the definition of the EEC regional policy which highlight the slow and difficult passage from a system redistributing money among Member States to the launch of new form of supranational territorial solidarity. The ERDF, that was initially linked to the need to rearrange the financial benefits of membership/accession to the EEC for some members States (in particular, Italy and Great Britain), was later rearranged in order to allow more autonomous policy choices at the Community level (Community programmes). This article examines the transformation of the European Economic Community's (EEC) regional policy paradigms from the early 1970s, when negotiations for the creation of the European Regional Development Fund (ERDF) began, until the approval of the Single European Act. The article identifies this period as the beginning of a deep transition from demand-side "interventionist" and "neo-mercantilist" models — typical of certain regional policies used up to that time by member states (primarily by Italy) — towards more openly neoliberal models. My analysis of the harsh conflicts within the Regional Policy Committee (the national technocracies' representative body in charge of managing the ERDF) and between the committee and the European Commission demonstrate that this outcome was not at all taken for granted. It was determined, above all, by the overload of objectives of EEC regional policy in a context of scarce resources, and by the progressive lack of trust in the role of public intervention.

This article aims to assess the effects of the implementation of infrastructural investments within the Regional Operational Programme for the Podkarpackie Province for the years 2007-2013. The article was prepared based on the examination method of documents that included the Regional Operational Programme for the Podkarpackie Province for the years 2007-2013, the Annual Report (for 2014) and Periodical Report (for the second half of 2015) on the implementation of the Programme, Monitor Regionalny, The report – the situation at the end of July 2015. The conducted analysis shows that most assumed material project indicators, i.e. output and result indicators, were achieved. As a result of the implementation of the Programme 924 km of regional roads were modernized, 76 km of regional roads were built, 107 units of municipal transport fleet were purchased and modernized, a 58 km broadband network was built, 13 406 entities have gained access to the broadband Internet, 157 units of fire engines were purchased within the projects in the field of the protection against forest fires and other threats, 190 369 persons were connected to the water supply network, 78 343 persons were connected to the sewage system, 59 educational facilities were modernized, 20 lifelong learning schools were supported, 26 health care centres were modernized, 19 social welfare institutions were modernized, and 40 sports and leisure facilities were built. It is worth noting that by the end of July 2015, projects using all available allocation of funds were contracted and the beneficiaries of the Programme were paid more than 94% of the funds within the available allocation, which puts the Podkarpackie Province on the third place on the background of the country. AbstractIn order to support economic development across all European Union regions, €351.8 billion –almost a third of the total EU budget– has been set aside for the Cohesion Policy during the 2014–2020 period. The distribution of this budget is made through five main structural and investment funds, after long and difficult negotiations among the EU member states. This paper analyzes the problem of allocating the limited resources of the European Regional Development Fund as a conflicting claims problem. Specifically, we attempt to show how the conflicting claims approach fits this actual problem, and we propose alternative ways of distributing the budget via (i) claims solutions or (ii) the imposition of bounds (guarantees) to each of the regions. By applying this approach we also show that there is a claims solution that performs better than the others by reducing inequality and promoting convergence to a greater degree. It is clear that political bargaining will always be part of the allocation process. However, having an intuitive initial proposal may help politicians to find the best agreement. To that effect, we propose the use of a claims solution as a way to find an initial proposal for future policy changes concerning the allocations of the EU structural funds.

On April 2,1998, three years after the ruling of the Court of First Instance, the European Court of Justice issued its appeal decision in the Stichting Greenpeace case. The Court of First Instance had denied locus standi under Article 230(4) (Article 173(4)) of the EC Treaty to Greenpeace, two local environmental groups and a series of individual applicants to challenge the decision of the European Commission to continue providing Community structural funds under the European Regional Development Fund (ERDF) to Spain to build two power stations in the Canary Islands.

Supranational funding such as that from the European Union has become a key ingredient of the economic development of many major cities. Set across comparatively short time frames, these schemes are constantly evaluated and realigned to reflect current priorities, becoming increasingly competitive as cities deploy every strategy available to mitigate the effects of urban austerity. In the United Kingdom, European Union funding is currently allocated through a multi-level structure involving the state, subregional structures and cities, all conforming to supranational (i.e. European Union) guidelines. Considering this, this paper explores the extent to which funds such as the European Regional Development Fund can be effectively drawn down to focus upon issues deemed to be locally important. The paper achieves this through a case study of policy making in Liverpool, United Kingdom which, having successfully used Objective One funding to support an economic recovery in the 1990–00s, is now fully engaged with European Regional Development Fund agendas. In doing so, the paper explores how successful European Regional Development Fund-funded schemes are developed, drawing out the experiences of key stakeholders working at each level of the funding process. This allows for a reflection on the effects of Britain’s decision to leave the European Union and, moreover, makes a series of policy recommendations as to how future funding strategies might be improved.
