Purpose of the study: Intelligent Transport System (ITS) is being developed, researched, and built to solve traffic congestion in recent years. Many studies and seminars were organized but the results were still limited and fragmented. To build a smart city with intelligent transport system always starts from the planning work. Methodology: Methods of aggregating and statistical data from the Ministry of Transport to ITS and the overall planning of urban transport; Review and propose optimal solutions for integrated urban planning of ITS. Main Findings: The role of urban transportation and the current status of ITS development planning in urban planning in Vietnam. On that basis, it is necessary to integrate existing master plans into an urban development master plan that covers socio-economic development planning, land use, and urban construction. It is based on the planning of smart and modern urban transport development. Applications of this study: The paper proposes content to integrate ITS planning in urban planning in 4 steps to ensure sustainability and updates. Novelty/Originality of this study: The paper presents an overview of ITS system and ITS planning and its relation to urban planning in which, in addition to the traditional planning content, some new contents of ITS planning need to be integrated to meet for building and managing the city in a new age. This study is to affirm the need for integrating urban development master plans based on intelligent transportation system planning.

This paper addresses motion control of a cooperative intelligent transport system (C-ITS) of nonholonomic mobile robots navigating a dynamic environment while maintaining a locally rigid formation. We consider the design of acceleration-based control inputs that govern the motion of cooperative intelligent transport system (C-ITS) using the artificial potential fields method for the avoidance of obstacles and attraction to designated targets. The control scheme utilizes a new leader-follower strategy using Cartesian coordinates to accomplish a collision-free locally rigid formation of an autonomous and intelligent transportation system. The concepts of virtual parking bays and minimum distance technique (MDT) are utilized to attain prescribed orientations of the formation at the final destination. The robustness of the control scheme is established by considering the effect noise on the formation, while the effectiveness of the proposed nonlinear control laws is demonstrated through computer simulations.

The physical development of urban communities and cities, as well as the advancement of communication and information world, increased the need for advanced technologies. Nowadays, many urban planners and managers, especially the mangers of the intelligent transport system and smart government, are concerned with the transformation of physical cities to electronic cities and finally too smart cities in the real world. Making electronic cities smart requires the full participation of urban management organizations in different sectors. In addition, the required frameworks should be designed and implemented based on the close relations of these organizations with each other. This study aimed to investigate the key factors in transforming Birjand city into a smarter city by focusing on two components of the intelligent transport system and smart government. In smart government, a structure is recommended that is appropriate for launching and preparing the policies and regulations that need to be covered by different dimensions. In smart transportation component, one of the most important and valuable solutions to the problems of transportation is the intelligent transport system (ITS).  In this context, measuring potentials and implementing strategic planning can play a key role in increasing service delivery and reducing problems. This research design is an applied study. It intends to introduce the principles and dimensions of the intelligent transportation system and explore the potentials and strategic planning opportunities in Birjand city using a descriptive-analytical method. The data were collected by the library - documentary method. Furthermore, the study was conducted as field-survey research (interviews and questionnaires). In continuation, the strengths and weaknesses, opportunities and threats (SWOT) of the intelligent transportation system were determined and analyzed using the SWOT strategic planning model. Finally, appropriate strategies were presented.
