Assessment of the Level of Environmental Risk in River Ecosystems of the Arctic Zone of Russia

The methodological approaches and the results of assessing the environmental risk level in river ecosystems of the Arctic region of Russia was presented. Assessing of the environmental risk level in ecosystem includes identifying possible negative consequences of anthropogenic impact, which are appeared in a violation of the structural organization of biocenoses. An intensification of the ecological devolution of individual communities of aquatic organisms is observed in modern conditions of anthropogenic impact and climatic variations in the Arctic ecosystems of rivers. The tendency to increase the ecological devolution level as the anthropogenic impact intensifies during the transition from less polluted Arctic rivers to more polluted ones (dirty) has been revealed. The ecological devolution level varies from absence (anthropogenic stress) to its appearance in the form of elements of ecological devolution. The results of the final assessment of the environmental risk level in the ecosystems of the Arctic region of Russia according to the ecological devolution level showed that the studied sections of the rivers are characterized by a low and medium level of risk. Further enhancement of anthropogenic impact on the catchments of Arctic rivers can lead to disruption of the ecological state of aquatic ecosystems and intensification of ecological devolutions processes which may increase the level of environmental risk.

Tourism is the key factor of human presence in the Arctic region. The number of tourist visits has been growing extensively since the end of XX century. The Arctic region is not regarded only as prospective region for oil and gas industry but now it is also recognized as the region with high potential for tourism development. The research is dedicated to the assessment of the spatial distribution of human presence within the Arctic region on the basis of statistical analysis of population and tourist visits in different parts of the Arctic. Taking into account the uncertainty of regional Arctic borders definition, which are commonly determined in accordance with given purposes and tasks, we assessed the population and tourist visits for the Arctic Zone of the Russian Federation as administrative union as well as for the Arctic region as physic-geographical region.The growing number of tourists in the Arctic region influences future development prospects of the region. In 2017 the Arctic region with population of 4.3 million people was visited by 10.2 million tourist. While the favorable environmental conditions of Arctic ecosystems exist, the Arctic region should be considered as the source of nature resources for tourism and various recreational activities. Modern technologies enable the development of travel industry in the region, and therefore the industrial paradigm of “conquer” and “utilization” should be replaced with the axiological paradigm of “Arctic beauty” and recreational resource value.

The article deals with problematic issues related to dangerous natural and man-made phenomena in the Arctic zone of the Russian Federation, potential and real risks of their occurrence, as well as negative consequences for the environment. The main directions and organizational and legal measures of environmental risk management in the Arctic territory are highlighted, taking into account its specifics. The article substantiates proposals for improving legislation in the field of environmental safety, sanitary and epidemiological, environmental legislation and strategic planning documents aimed at sustainable environmental development of the Arctic.

AbstractThe ongoing disproportionate increases in temperature and precipitation over the Arctic region may greatly alter the latitudinal gradients in greenup and snowmelt timings as well as associated carbon dynamics of tundra ecosystems. Here we use remotely-sensed and ground-based datasets and model results embedding snowmelt timing in phenology at seven tundra flux tower sites in Alaska during 2001–2018, showing that the carbon response to early greenup or delayed snowmelt varies greatly depending upon local climatic limits. Increases in net ecosystem productivity (NEP) due to early greenup were amplified at the higher latitudes where temperature and water strongly colimit vegetation growth, while NEP decreases due to delayed snowmelt were alleviated by a relief of water stress. Given the high likelihood of more frequent delayed snowmelt at higher latitudes, this study highlights the importance of understanding the role of snowmelt timing in vegetation growth and terrestrial carbon cycles across warming Arctic ecosystems.

This article examines the image of the Arctic Region as a large geopolitical actor with clear division of the zone of political influence of modern countries. The article reviews the negative aspects of lobbying for the interests of separate countries, which impact situation in the region, as well as negative consequences substantiated by the absence of standardized international legislative regulation of security regime and presence of external actors in the region. Within the framework of this study, the authors carried out a legal and economic analysis of the current geopolitical situation, as well as existing aspects of normative regulation of this branch in the region, as well as concluded on the possibility of joint development of the bottom of the Arctic shelf and realization of projects in the sphere of natural resource management of the Arctic Region. The scientific novelty consists in a brief, but in-depth substantiation of typical characteristics of the current system of international relations, as well as in the complex analysis of significance of the Arctic region on the agenda of world politics, and determination of “Arctic policy” as a separate vector in strategy of the leading countries of the world. The authors consider legal characteristics and existing approaches towards determination of legal status of the Arctic territories, which vary in different political-legal traditions. United Nations Convention on the Law of the Sea of 1982 is the framework document that serves as the basis of national justification of claims in the Arctic Region. The main conclusion consists in the description of the existing conflict of laws, which can be overcome successfully only in terms of mutual, joint, fruitful cooperation of the key political actors that are involved or have political aspirations in the Arctic Region.

The article deals with the problem of the development of the domestic nuclear icebreaker fleet in the context of the implementation of nuclear logistics in the Arctic. The paper analyzes the key achievements of the Russian nuclear industry, highlights the key areas of development of the nuclear sector in the Far North, and identifies aspects of the development of mechanisms to ensure access to energy on the basis of floating nuclear power units. It is found that Russia is currently a leader in the implementation of the nuclear aspect of foreign policy and in providing energy to the Arctic region.
