Today in the global world economic crisis and pandemic of Covid/SARS-19, question of development and functioning of the controlled from distance student studies institutions of higher education, is actual as never. Crisis of Covid-19 except the World pandemic inflicted a sledge-hammer blow on the economy of institutions of higher education, they suffered the most serious financial character. Insufficient level of providing of realization of researches, imperfection of organizational structure and organization of management scientific and scientific and technical activity in institutions of higher education is stipulate the necessity of revision and improvement of existent control system by scientific projects in institutions of higher education with the specific terms of educating. The method of distribution of scientific project is reasonable authors between the scientific collectives of establishments of education that takes into account the skilled providing and loading of performers not only, and has a mechanism of estimation of successful implementation of project in general. Envisaged possibility of estimation of both static and dynamic constituent of scientific potential of institutions of higher education, as an index of firmness and development of organization, taking into account the personal achievements of employees of educational institutions of higher education. Economic method of distribution of bonus fund of employees on results implementation of scientific projects in educational institutions of higher education, as an additional motivational lever of influence on certain project. By authors certainly as an additional motivational instrument, worked out method of distribution of bonus fund on results implementation of scientific projects in educational institutions of higher education, that allows to take into account the personal deposit of performers, command of project, necessary resources in the conditions of vagueness. The mechanism of stimulation in the conditions of specific limitations allows to perfect the system of bonuses of educational personnel, and to differentiate scientific personnel with by the use of facilities of project management.

In the article, the author examines the problematic aspects of project management, the study is devoted to the development of a method for distributing research projects among teams of executors of scientific projects in private higher educational institutions, which takes into account the specifics of staffing the project and the specifics of distributing the workload among scientific and scientific-pedagogical workers of educational institutions. The proposed method is necessary for the management of a hanging educational institution for a qualitative assessment and making rational management decisions at the stage of appointing a leader and a team of executors of scientific projects, determining the resource base and limitations in this particular scientific project. A method for assessing the scientific potential of scientific and pedagogical departments of private educational institutions has been developed, which, in addition to the intellectual component, takes into account the peculiarities of comprehensive support for the implementation of scientific projects. It is possible to assess both the static and the dynamic component of the scientific potential, as an indicator of the sustainability and development of a private higher educational institution, taking into account the personal achievements of scientific and pedagogical workers. As an additional motivational tool, a method for distributing the bonus fund based on the results of the implementation of a scientific project has been developed, which makes it possible to take into account the personal contribution of the project performers. So, the incentive mechanism under the conditions of specific restrictions makes it possible to improve the bonus system, differentiate the scientific personnel of the educational institution, determine the level of professionalism of each executor of scientific projects using the project management methodology. Thus, a promising model for the management of scientific projects in private higher educational institutions has been developed as a part of the system for managing scientific projects. The content of the components of this model, in contrast to the existing ones, have been optimized taking into account the experience of project-oriented management.

Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

Introduction. Higher education has been constantly upgrading, competition in the educational services market is intensifying in recent years. This leads to an increase in the role of marketing in the activities of higher education institutions. It is necessary to constantly look for new ways to improve the efficiency of the management of higher education institutions. Such an opportunity exists only with the constant use of marketing and the improvement of its tools. In connection with the mentioned, important and actual tasks of the present time is research and improvement of the methodology of developing an advertising campaign of higher education institutions in order to enable educational institutions to overcome existing problems in their marketing activities and develop this trend in the future. Methods. Commonly used methods of research are used in the course of the research: dialectic, monographic method, abstract and logical, method of scientific generalization, and specific methods of statistical processing of information. Results. The article deals with the general situation on the domestic market of educational services. The specifics of advertising activity of educational institutions are revealed, in particular, the necessity to study this issue, due to its urgency and lack of elaboration, is substantiated. Advertising activity is considered as a necessary condition and factor of sustainability, the competitiveness of the educational institution and its success in the education market. It is indicated on the preconditions of reorientation of priorities of educational activity into the sphere of improvement of marketing activity and advertising process of an educational institution, as well as tasks, which should carry out advertising activity in the field of educational services. Discussion. Further research is planned to be carried out in order to assess the effectiveness of the use of modern marketing tools by higher education institutions. This article analyses data on five years of India rankings to assess its impact on performance parameters of institutions of higher education on four (out of five) broad categories of parameters, namely i) Teaching, Learningand Resources; ii) Graduation Outcome; iii) Outreach and Inclusivity; and iv) Perception. The analysis on data onfour years of India Rankings, i.e. 2017 to 2020 on various performance parameters of HEIs in engineering discipline provides an interesting insight and reveals that participating institutions are making strenuous effort to improve their performance on various parameters or sub-parameters identified under NIRF. The analyses reflect that performance of  remaining  eligible  institutions  has  improved  on  most  of  the  ranking  parameters  in  comparison  to  the100  top-ranked  institutions  over  a  period  of  four  years  of  ranking,  i.e.  from  2017-2020.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.
