Today, in the global world economic crisis and the Covid / SARS-19 pandemic, the development and functioning of business companies are more relevant than ever. In addition to the global pandemic, the Covid-19 crisis has dealt a devastating blow to the economy and business of the company, and enterprises have suffered severely financially. Development within the framework of proactive management of companies is based on following the required level of their competitiveness. This approach is adapted for business companies and connects together the dynamics of the external and internal business environment, the level of competitiveness of the organization, the level of innovative development, the system of goals of the business organization and the system of goals of business development programs. The conceptual model of content management of the business development program is analyzed, which establishes the compliance of the program objectives with the main factors of the competitiveness of companies and determines the value of projects as ensuring the achievement of these goals, takes into account the possibility of each project’s contribution to the achievement of several goals, as well as the influence of systemic effects in shaping the value of the program and justifying the necessary the amount of resources to provide it. Methods for assessing the values ​​of companies as the degree of compliance of their results with the set business goals. The method is based on the operations and properties of companies, allows to take into account the uncertainty of the conditions and results of the implementation of business companies, forming a two-parameter assessment of the value of the project - the business contribution to the achievement of each goal and the degree of this contribution. This approach, in contrast to the existing ones, makes it possible to take into account the achievement of goals to a greater extent in the following procedures for determining the content of the business. It has been established that synergy in business development programs is manifested in cost savings and an increase in the final value of projects by companies. Authors identified the main sources of the formation of the effect of business synergy associated with costs. Formalized the formation of the synergistic effect in terms of the theory of companies’ projects, arising from the joint implementation of projects within the program, allows with a greater degree of reliability to assess the achievement of the goals of business companies and the necessary resources in conditions of uncertainty.

 The article examines strategic approaches to the analysis of external and internal factors of the business concept, which makes it possible to formulate further tactical and strategic goals, as well as adjust the initial vision, balance it with specific existing facts in conditions of high uncertainty. The comparative analysis of external and internal factors of classical business models is carried out. The advantages and disadvantages of the selected methods of business modeling of innovative development are determined. The qualitative analysis of such business models as SNW-analysis, SWOT-analysis, and MCC matrix is ​​considered, carried out. The assessment of the methodology from the point of view of optimization of implementation in the conditions of innovation space of “VUCA world” – the world without landmarks. It is emphasized that according to the requirements of the world of VUCA, SWOT-analysis and MCC matrix can be called more universal. SNW-analysis should be considered as a deep and detailed study of the results of SWOT-analysis.

 The article examines the conceptual support of the management mechanism of the integrated infrastructure of the agro-industrial complex. It is proved that the conceptual guidelines of the mechanism of management of the integrated infrastructure of the agro-industrial complex should take into account the principles of the strategy of its sustainable development. It is substantiated that the basic mechanism in the management system of the agro-industrial complex is an interconnected set of tools used by business entities in the process of solving certain tasks under the management's influence on the object, with the planned result. The structural and functional aspect of the management mechanism of the integrated infrastructure of the agro-industrial complex is studied. A typical scheme of the management system in the agro-industrial complex has been developed. The peculiarities and specifics of the mechanism of management of the integrated infrastructure of the agro-industrial complex are clarified. The secondary role of infrastructure in the system of social reproduction, on the one hand, and the need for its modern accelerated development, on the other, determine the main contradictions of the management mechanism of integrated infrastructure of the agro-industrial complex. -industrial policy in the context of the spread of the COVID-19 pandemic, the imbalance of the reproductive structure of the complex, the underdevelopment of major industries and segments of the agro-industrial complex of the country. It is substantiated that development management in the agro-industrial complex covers normative, legal, organizational, structural, functional, production, investment, innovation, economic, social and environmental aspects. The priority of the agro-industrial development management system in the context of the spread of the COVID-19 pandemic and the aggressive policy of the external environment is to ensure sustainable socio-economic growth, increase socio-economic standards and ensure food security.

 The article investigates the theoretical and methodological principles of providing diagnosis in the formation of the mechanism of economic security in the publishing industry. The tools of the diagnostic function in the formation of the mechanism of economic security in the publishing industry are studied. The stages of realization of the estimating function of diagnosing at formation of the mechanism of economic safety in the publishing branch are offered. The basic characteristic features of methodical maintenance of diagnosing at formation of the mechanism of economic safety in publishing are defined. The stages of realization of the recommendatory function of diagnosing at formation of the mechanism of economic safety in publishing are substantiated. Elements of diagnosing economic security of the publishing industry are determined. A model of diagnostics in the process of forming the mechanism of economic security of the publishing industry has been developed. The methodical support of diagnosing within the procedure of formation of the mechanism of economic security in the publishing branch is offered, which takes into account the synthesized elements focused on knowledge of financial, economic and social threats in the intra-industry environment for detection of pathological changes in the publishing branch. the impact of factors on sectoral economic security. The complex nature of diagnostics in the formation of the mechanism of economic security in the publishing industry allows us to trace the dynamics of controlled and uncontrolled factors, intra-industry processes and phenomena in the relationship, give them an objective and unbiased assessment, explore direct and inverse relationships between factors, processes, phenomena and elements that affect the economic security of the publishing industry. It is proved that diagnostics is a part or function of the process of forming the mechanism of economic security of the publishing industry, it is a methodical tool for establishing the nature and scale of the influence of controlled and uncontrolled factors on the intra-industry economic system. Diagnosis in the process of forming a mechanism of economic security in the publishing industry should provide a preliminary assessment of the development of relevant processes, phenomena and events, which is based on information about their actual state and affect economic security in the intra-industry environment.

The article examines the main issues of managing financial flows between enterprises and between the state and enterprises based on blockchain technology. Three important functions of the financial services sector based on blockchain technology are considered: at the enterprise, the registration of transactions, confirmation of the personal identity (legal address) and the conclusion of contracts. The operations on the cryptocurrency market, carried out by their participants at their own risk, are described. The article studies approach to the formation of the behavior of business entities in the context of sustainable development, which can be used as an effective tool for increasing the competitiveness of goods (services) in Ukraine.

A generalized vision of the modern formation and development of the economic potential of an industrial enterprise is proposed. Comparison of the concepts of “production potential” and “economic potential” is carried out. We came to the conclusion that today it is more relevant in research to use the concept of economic potential, as the most generalizing indicator of the stability of an industrial enterprise in the modern economic environment. Summarizing the existing approaches to the concept of “potential”, the economic potentials of the country, industry, enterprise are highlighted. The study of individual components of the economic potential of an enterprise and the justification of measures for its development cannot give a positive result, if only because the influence of its components as part of an integral system has not been studied and substantiated. There is an understanding that economic potential can be included as an element in a system of a higher order – in the aggregate potential of an enterprise. Moreover, it can be assessed by two groups of indicators: which directly characterize the economic potential itself and the production and economic activity of the enterprise. The definition of an economic enterprise is directly related to the objectives of the enterprise and includes the following stages: assessment of the structure, dynamics and efficiency of the use of production resources; determination of the level of competitiveness of the main types of products; analysis of real production reserves and loss of economic resources of the enterprise; selection of the main strategy and tactic for developing the potential of the enterprise; planning the development of enterprise potential; implementation of planned activities. The main components of the economic potential of the enterprise are determined: financial potential, human resources, production potential, scientific and technological potential. The development of each component of the economic potential must be considered in conjunction with the potentials of the domestic and foreign markets, competitors, and the country as a whole. Understanding such a division of the components of economic potential also provides for the division into smaller components, and so on. The study, based on the analysis of approaches to clarify this concept, shows that in relation to an individual enterprise, the concept of “economic potential” is characterized not so much by its production capacity as the integrated ability of individual components to meet consumer needs, while rationally using available resources and take into account interests of external economic entities. The economic potential of the enterprise depends on the optimal combination of certain types of economic resources that are involved in the production process, the level of organization of production and labor, the effectiveness of the management system.

The article studies the theoretical and methodological foundations of value-added tax accounting at the enterprise. The main stages of the accounting process related to the calculation and payment of value-added tax are considered. The basic principles of application of the system of accounting accounts in terms of value-added tax are determined. The current methodology for displaying value-added tax in financial and tax reporting is analyzed. The ways of reforming the accounting of value-added tax are proposed.             The relevance of the problem of accounting for value-added tax is due to the significant importance of this tax for the state budget, as well as the relatively complex methodology for its calculation. The main purpose of this article is to study the basics of the accounting process of the enterprise for value-added tax. The main unsolved problem of scientists is the lack of a unified concept regarding the reform of value-added tax accounting.

The article addresses the study of the relationship between the dynamics of product prices and the financial stability of the focal enterprises within a supply chain. Accelerating the changes of the external environment leads to an increasing need of new management instruments to save and develop an enterprise. Ensuring financial sustainability is an important task for each enterprise, particularly in the context of the parameters’ variability of the multidimensional environment. Financial sustainability directly depends on the profit and profitability of an enterprise, which gives grounds for finding the relationship between the financial sustainability indicators of an enterprise and inputs and outputs prices, as factors affecting profit. This study focuses on supply chains for the production and sale of sunflower oil. This type of economic activity is constantly in the spotlight of domestic scientists, as Ukraine's share in world production of sunflower oil is about 34%, and in world exports - more than 55%. An enlarged approach to the structure of the supply chain is used in this study. The following links in the domestic market of Ukraine were identified: producer of agricultural products (sunflower seeds), sunflower oil manufacturer, and final consumer. The analysis carried out in the study demonstrates that some parameters of the enterprise’s financial sustainability show the different types of response to the prices’ change that have been witnessed within the supply chain. That is a reason of the desirability of the further researches on the influence of prices’ dynamics on financial sustainability of focal enterprises in a supply chain. Besides, the further study of this theme will contribute to improving the methodology of complex measurement of the enterprise’s financial sustainability.

Prospective methods of education are fixed under the influence of the fourth industrial revolution. It has been established that the financing of public goods requires hybrid forms of management and development with the involvement of public and private capital.
