Deusto International Tuning Academy is undertaking a large-scale study to analyse the impact Tuning projects may have had in participating universities. More particularly, the study hopes to provide an unambiguous answer regarding the presence or absence of the implementation of a competence-based student-centred approach in the different world regions where Tuning projects have taken place. The present article focuses only on Latin America where two Tuning projects have been developed. It describes the findings of the first two stages of the study. After reporting the data, the authors argue that there is evidence of a Tuning impact in each of three intended impact domains: (1) understanding of the importance of a shift from content- to competence-based education; (2) provision of institutional support necessary to facilitate this change; and (3) appropriate teaching, learning and assessment within the general framework of the study plans and degree profiles.

AbstractSeveral studies suggested that transcription factor (TF) binding to DNA may be impaired or enhanced by DNA methylation. We present MeDeMo, a toolbox for TF motif analysis that combines information about DNA methylation with models capturing intra-motif dependencies. In a large-scale study using ChIP-seq data for 335 TFs, we identify novel TFs that are affected by DNA methylation. Overall, we find that CpG methylation decreases the likelihood of binding for the majority of TFs. For a considerable subset of TFs, we show that intra-motif dependencies are pivotal for accurately modelling the impact of DNA methylation on TF binding.

Voluntary mergers of local jurisdictions in Europe gained in importance in the last two decades. A debated but rarely analyzed issue in this field is the impact of different local characteristics on the probability to merge. The article contributes to this debate by assessing the importance of local determinants in two stages of a merger process. The quantitative study of a large-scale territorial reform in the Swiss canton of Fribourg shows that factors linked to the functional dimension of local government, such as economic hardship, explain the start of a merger process but not the decision taken at the ballots. Here, factors associated with the political dimension of local government, such as political power considerations, offer a better explanation. These findings might be explained by the variation of different political actors’ strength along the two stages of a merger process.

Abstract The main purpose of the present article is to present some reflections and doubts that have emerged during and after the Global History Conference held in Rio de Janeiro in 2016. For that purpose, the importance of the spatiality and temporality for the studies of the so-called "global turn" will be discussed and analyzed. Another point that will be discussed along this article is the impact of the globalization on the field of History and on its subfields. Finally, there will be a discussion on how Global History has been produced in Latin America and its similarities and differences with the Global History produced in Europe

The impact of individual scientists is commonly quantified using citation-based measures. The most common such measure is the h-index. A scientist’s h-index affects hiring, promotion, and funding decisions, and thus shapes the progress of science. Here we report a large-scale study of scientometric measures, analyzing millions of articles and hundreds of millions of citations across four scientific fields and two data platforms. We find that the correlation of the h-index with awards that indicate recognition by the scientific community has substantially declined. These trends are associated with changing authorship patterns. We show that these declines can be mitigated by fractional allocation of citations among authors, which has been discussed in the literature but not implemented at scale. We find that a fractional analogue of the h-index outperforms other measures as a correlate and predictor of scientific awards. Our results suggest that the use of the h-index in ranking scientists should be reconsidered, and that fractional allocation measures such as h-frac provide more robust alternatives.

SUMMARYRobots running on water have attracted the attention of researchers in the last decades as an alternative to conventional aquatic propulsion mechanisms. Up to now, a large scale robot capable of running on water has not been realized. Bouncing on water is a prerequisite for running on water. For this reason, the development of a water bouncing robot represents a necessary first step. The paper presents the model of a 2-degree-of-freedom water bouncing robot inspired by the pogo-stick, a device for jumping off the ground in a standing position. An analytical model of the impact force between “robot's foot” and water is provided for both water-entry and water-exit phases. Such a model has been integrated in a dynamic simulation of whole robot. The model represents a useful and general framework to gain an insight into the parameters that characterize the efficiency of robot.

Abstract Introduction Preparations of health systems to accommodate large number of severely ill COVID-19 patients in March/April 2020 has a significant impact on nuclear medicine departments. Materials and Methods A web-based questionnaire was designed to differentiate the impact of the pandemic on inpatient and outpatient nuclear medicine operations and on public versus private health systems, respectively. Questions were addressing the following issues: impact on nuclear medicine diagnostics and therapy, use of recommendations, personal protective equipment, and organizational adaptations. The survey was available for 6 days and closed on April 20, 2020. Results 113 complete responses were recorded. Nearly all participants (97 %) report a decline of nuclear medicine diagnostic procedures. The mean reduction in the last three weeks for PET/CT, scintigraphies of bone, myocardium, lung thyroid, sentinel lymph-node are –14.4 %, –47.2 %, –47.5 %, –40.7 %, –58.4 %, and –25.2 % respectively. Furthermore, 76 % of the participants report a reduction in therapies especially for benign thyroid disease (-41.8 %) and radiosynoviorthesis (–53.8 %) while tumor therapies remained mainly stable. 48 % of the participants report a shortage of personal protective equipment. Conclusions Nuclear medicine services are notably reduced 3 weeks after the SARS-CoV-2 pandemic reached Germany, Austria and Switzerland on a large scale. We must be aware that the current crisis will also have a significant economic impact on the healthcare system. As the survey cannot adapt to daily dynamic changes in priorities, it serves as a first snapshot requiring follow-up studies and comparisons with other countries and regions.
