Resumo A proposta deste artigo é destacar algumas reflexões realizadas sobre o programa de inclusão digital denominado Acessa SP, do governo do Estado de São Paulo, tendo por base os dados coletados em pesquisa de pós-doutorado, em dois assentamentos rurais: Haroldina, no município de Mirante do Paranapanema, e Gleba XV de Novembro, no município de Rosana. A pesquisa de campo se fundamentou na metodologia etnográfica. O resultado da pesquisa mostrou que há muitos desafios a serem enfrentados para que se atinjam as metas do programa, ou seja, promover melhoria nas condições de vida dos usuários, por meio das tecnologias.Palavras-chave inclusão digital, assentamentos rurais, Acessa SP, tecnologias, desafios.Abstract The purpose of this article is to highlight some reflections made on the digital inclusion program called Access SP, by the state government of São Paulo, based on data collected in postdoctoral research in two rural settlements: Haroldina, in the municipality of Mirante do Paranapanema, and Gleba XV Novembro, in the city of Rosana. The field research was based on ethnographic methodology. The results showed that there are many challenges to be faced for the achievement of program goals, i.e. to promote improvement in the living conditions of users through technologies.Keywords digital inclusion, rural settlements, Acessa SP, technologies, challenges.

This article will unfold a longe durée spatial biography of the urban area of Bixiga (São Paulo, Brazil) to probe the particular role of space in the conflation of different cultural practices and territorial claims. The extended case study bridges indigenous, colonial, and postcolonial urbanization as they amalgamated an intricate assemblage of material and cultural strata. Combined historical urban analysis and fieldwork allow to uncover how the resulting urban milieu integrates discrepant urban worlds, perpetually iterating between centrality and marginality, innovation and degradation, oppression and resistance. Building on Foucault’s (1984) conception of heterotopia, Bixiga will surface as an allotopia, a place that accommodates, cumulates, and celebrates a multitude of differences. It sheds light, this way, on more insurgent histories of urbanism, where urban space is piecemeal forged through contentious struggles over space in the city.

Este artigo apresenta os resultados de pesquisa desenvolvida no Departamento de Geografia da Universidade de São Paulo, com o objetivo de compreender os limites e possibilidades da aplicação da lei 10.639/2003 para o ensino de Geografia. Para tanto, realizou-se estudo de caso, acompanhando, por 6 meses, o trabalho de uma docente de geografia em uma escola pública da rede estadual de São Paulo. Durante este período, foi possível observar as ações didáticas desenvolvidas pela docente, com o intuito de problematizar e recriar o currículo de geografia, articulando-o com os debates sobre a geografia da África e a Questão Negra no Brasil e no Mundo. Apesar das dificuldades apresentadas, o trabalho desenvolvido pela docente acompanhada demonstrou a importância de se construir outras formas de compreensão do conhecimento e da geografia que possibilitem a superação de uma visão de mundo eurocentrada e que tem, em seus fundamentos, o racismo. Atuando de forma crítica em relação ao currículo, a docente pode construir ações didáticas que, ao dialogarem com a geografia da África e com a questão negra, possibilitassem aos alunos um outro olhar sobre si mesmos, suas identidades e geografias.

Abstract There are numerous studies regarding water pricing, demand and elasticity for certain regions. However, in Brazil, there are no studies on these matters, even though there is a need to explore the behavior of Brazil's population, especially because the nation is susceptible to extreme water events. São Paulo State, Brazil's most important economic region, has recently experienced a severe water scarcity status. In an attempt to control water demand, the São Paulo Water Agency (SABESP) implemented a ‘bonus and onus’ program. In this context, the aim of this study was to analyze the SABESP programs in terms of their structures and results using a panel model. The econometric results showed that (i) the bonus program was successful and more effective than the onus program, and (ii) water consumption reduction was more significant in regions supplied by water reservoirs where the relative water level was lower, although inhabitants of other regions also reduced their water consumption.

This article aims to present possibilities of the use of participatory methodologies, such as Social Learning tools, in the promotion of geoconservation. The reflections presented here were built upon "Module III - Social Learning" of the continuing education course for teachers "Education, Environment and Social Learning: socio-educational practices for sustainability and geoconservation", developed in the city of Guarulhos, São Paulo, Brazil. The course was promoted within the scope of the Gold Cycle Geopark Project and its results subsidized a postdoctoral research, a master's research, specialized publications in the area, and contributions to Education for Geoconservation. The methodological proposal was based on five public schools in Guarulhos and involved teachers from different areas of knowledge. In addition to the pedagogical and management teams of the schools, different social actors took part in the initiative, such as: representatives of the community, partner universities and municipal secretariats of the city. The main objective of the course was to develop collaborative socio-environmental proposals for the promotion of citizenship, sustainability and protection of local geoheritage by the school.

Nas duas primeiras décadas do Século XXI, as conferências projetaram-se como importante instância de estruturação de políticas para as mulheres no Brasil. Nesse contexto, por meio de um estudo de caso qualitativo, analisamos os discursos e argumentações da 5ª Conferência Municipal de Políticas para as Mulheres da Cidade de São Paulo, com o objetivo de debater em que medida instituições participativas contribuem para a inclusão de grupos marginalizados. Por meio dessa análise, depreendemos a articulação de diferentes discursos, personagens discursivas, cenografias, modos de enunciação e meios de persuasão, a fim de obter a adesão às diferentes teses defendidas. Concluímos que esses espaços participativos, que foram planejados a partir de uma concepção de democracia mais inclusiva, podem reproduzir formas de desigualdade e exclusões.AbstractIn Brazil, over the first two decades of the 21st century, participatory conferences became an important instance of structuring policies for women. In this context, through a qualitative case study, we analyze the speeches and arguments of the 5th Municipal Conference of Policies for Women of the City of São Paulo, with the purpose to investigate in which measures participatory institutions contribute to the inclusion of marginalized groups. Through this analysis, we enlighten the articulation of different discourses, aiming to obtain adhesion to the different theses defended. Also, we identified discursive characters, scenographies, and modes of enunciation. We conclude that these participatory institutions may reproduce forms of inequality and exclusions, even though they are meant to adopt a more inclusive conception of democracy.

Purpose The purpose of this paper is to analyze the identification, evaluation and treatment of risks, as well as the appetite and corporate maturity in relation to enterprise risk management in the urban bus market of the city of São Paulo, Brazil. Design/methodology/approach A qualitative case study was formulated in two stages: the first one includes an interview with a bus market specialist and the second stage comprehends eight interviews with executives from bus chassis and coachwork manufacturers and bus fleet operators of this market. Findings The results show that larger companies tend to manage their risks in a more structured way when compared with smaller ones, although there are some exceptions. The most critical risks evaluated concerns to the political type followed by the economic/financial, strategic, environmental, social, operational, technological, image and ethical types; and the risk appetites are generally consistent with the risks criticality level. Practical implications This case study of an important sector in the economy can be emblematic for the adoption of good practices of risk management by managers. Originality/value Risk appetites are generally consistent with criticality and the main forms of treatment are to reduce, share and follow, linked to participation in representative associations.
