Local government is a political power close to citizens and constitutes a mainstay of democracy. Because of their mission, the guidelines promoted by local government must be embedded in strategies of accountability and public communication. In that sense, it is worthwhile to ask if “local government accountability is being an inclusive concept?” In Portugal, transparency of municipalities is being accessed through the Municipality Transparency Index (MTI). The study aim was to investigate whatever MTI measures accessibility. This study examined the availability of local government information on the website for a sample of 86 Portuguese municipalities and presented the results of a quantitative evaluation of the web accessibility based on W3C guidelines, using an automated tool. Based on the main concepts of transparency and accessibility, it explored static association between MTI and web accessibility. This study contributed to the discussion about transparency as a social value and is of great importance for local policy makers and civic movements in favor of disabled people.

AbstractFew Americans demand that their local policy-makers take action to address the effects of large earthquakes, even in ‘high-risk’ areas. This poses an important political problem. If policy-makers do not perceive a mandate to prepare for catastrophe, certain areas of the country may be vulnerable to loss of life and economic productivity. Why do Americans not demand more from their policy-makers? We propose a simple answer – many Americans do not accurately appraise the likelihood that they will experience a major earthquake. In a unique survey of West Coast adults, we compared respondents’ perceived likelihood of experiencing a major earthquake to their actual geocoded hazard. We uncover a wide disconnect between actual and perceived earthquake hazard, even in areas where earthquakes are comparatively more common. Critically, and in contrast to previous public policy research, we show that threats in the physical environment can shape policy opinion, but only under certain circumstances. We show that accurate appraisals of hazard significantly increase the likelihood that respondents will support preventative local policy measures. Our results shed new light on the opinion dynamics of public attitudes toward natural disasters and ameliorative policy efforts and highlight the policy importance of communicating earthquake hazard to at-risk constituencies.

Abstract. France has a moderate level of seismic activity, characterized by diffuse seismicity, sometimes experiencing earthquakes of a magnitude of more than 5 in the most active zones. In this seismicity context, Grenoble is a city of major economic and social importance. However, earthquakes being rare, public authorities and the decision makers are only vaguely committed to reducing seismic risk: return periods are long and local policy makers do not have much information available. Over the past 25 yr, a large number of studies have been conducted to improve our knowledge of seismic hazard in this region. One of the decision-making concerns of Grenoble's public authorities, as managers of a large number of public buildings, is to know not only the seismic-prone regions, the variability of seismic hazard due to site effects and the city's overall vulnerability, but also the level of seismic risk and exposure for the entire city, also compared to other natural or/and domestic hazards. Our seismic risk analysis uses a probabilistic approach for regional and local hazards and the vulnerability assessment of buildings. Its applicability to Grenoble offers the advantage of being based on knowledge acquired by previous projects conducted over the years. This paper aims to compare the level of seismic risk with that of other risks and to introduce the notion of risk acceptability in order to offer guidance in the management of seismic risk. This notion of acceptability, which is now part of seismic risk consideration for existing buildings in Switzerland, is relevant in moderately seismic-prone countries like France.

AbstractDrawing on an empirical analysis of Finnish local policy-makers’ views on land use planning aims in rural areas, this paper investigates local responses to the new national planning regulations set out by the Government. According to the new norms, a dense settlement structure should be promoted not only in urban centres but also in rural areas in order to curb climate change and improve the viability of communities. Based on the data obtained from an internet-based survey conducted by a regional newspaper in western Finland before municipal elections in 2008 and 2012, this paper shows that the majority of the local policy-makers challenge the new norms. They do not believe that sustainable development can be promoted by constraining building rights in the rural region characterised by a dispersed settlement structure.

Community satisfaction is an important determinant of the perceived overall quality of life, and can be defined as a function of opportunities a community provides to its residents. Although measurable at a specific point in time, it does not only reflect current communal activities, but also past developments and their path dependency. In this paper we identify and empirically verify factors influencing community satisfaction in post-socialist urban settlements. In the process we are using the Slovenian post-socialist cities of Nova Gorica and Velenje as illustrative examples, and the average Slovenian community satisfaction in urban settlements as a benchmark. This unique combination of data allows us to derive important lessons for community residents, community planners, and local policy-makers.
