<span lang="EN-GB">Based on data of China's 31 provinces for the year 2003-2014 with panel threshold regression method, we studied the relevance of R&amp;D investment and technological innovation from the perspective of financing environmental. The results show that, R&amp;D funding and technological innovation are significantly positive correlated, and the financial structure and financial support are also significantly positive correlated with the scientific and technological innovation, and the realization of technological innovation and foreign investment intensity are significantly negative correlated. The R&amp;D investment and technological innovation have a higher correlation with higher market-driven degree and financial support degree. While the correlation between R&amp;D investment and technological innovation is lower with foreign investment degree.</span>

Technological innovation state funds supporting small and medium enterprises (SMEs) are not common in the developing countries like Vietnam, but are common in the developed nations like the European countries and Korea. The financial and non-financial support of these funds has contributed significantly to the development of many SMEs. Learning from the funds which have successfully facilitated SMEs in innovating and developing advanced technologies is meaningful to the Vietnamese sicence and techonology management bodies and state funds. This article will review the experience of some typical fund in supporting SMEs, thereby providing some lessons for technology innovation Funds of Vietnam to create a more favorable environment for SMEs to access funds.

Based on the panel data of 278 prefecture-level cities in China from 2008 to 2018, this paper adopts DID method to verify the impact of “the Belt and Road initiative” on pollution level of these cities, the results are still robust through the placebo test and PSM-DID, the mechanism is also analyzed. The study found that “the Belt and Road initiative” has a significant effect on the emission of wastewater, waste gas and dust of cities in China; the mechanism test shows that “the Belt and Road initiative” has significantly reduced urban environmental pollution by promoting foreign investment, upgrading industrial structure and technological innovation.
