An automated system for monitoring emissions of pollutants at the sources of industrial enterprises is presented, capable of performing the functions of continuous monitoring in real time of the composition and volumes of emissions of pollutants into the atmosphere from stationary sources of pollution of industrial enterprises. The system is able to predict the possible onset of unfavorable environmental situations in residential areas adjacent to polluting enterprises and transmit the values of the volumes and composition of emitted pollutants to the State Fund for State Environmental Monitoring Data.

Problem setting. The budget has a horizontal and a vertical structure. Yes, Art. 9 and 10 of the Budget Code of Ukraine stipulate that the relevant budget includes revenues and expenditures of the latter. According to Art. 13 of the same Code, the components of the budget are general and special funds, i.e. the legislator establishes the vertical structure of the budget (both state and local) [2, p. 49]. Analysis of recent research. The study of the vertical structure of the budget, components of its special fund at one time were the subject of research by such scientists as: V. Demyanyshyn, O. Dmytryk, N. Nechyporuk, V. Pihotsky and others. At the same time, at the present stage of development of budgetary legal relations in Ukraine, this issue remains out of the attention of scientists. Thus, the purpose of the article is to analyze the legal regulation of the elements of the special fund of the budget. Article’s main body. The article focuses on the consideration of the components of the special budget fund. It was emphasized that now more than ten funds are allocated as part of the special fund, which include such as: the State Road Fund, the State Fund for Radioactive Waste Management, the State Fund for the Development of Water Resources, etc. The analysis of the legal regulation of each of the above funds as components of a special fund budget. Conclusions and prospects for the development. Based on the analysis, we state that in the current conditions of development of budgetary and legal relations there is a need to make certain changes to the current budget legislation to improve its quality and unanimity of law enforcement. In particular, in the context of legal regulation of the components of the special fund of the budget it is necessary to: clearly define the procedure for selecting projects (areas) that will be financed from the relevant fund; apply measures of budgetary and legal influence for misuse of the fund, as one of the features of the elements of the special fund of the budget is the presence of a clearly defined purpose.

The article summarizes the arguments and counterarguments within the scientific discussion on the resource management of the State Fund for Regional Development of Ukraine (Fund). The main purpose of the study is to assess the effectiveness of resource management of this Fund from the standpoint of improving the effectiveness of state financial support for regional development in Ukraine. Systematization of literature sources and approaches to solving the problem of effective use of state budget funds to finance regional development goals showed that in general there is a positive assessment of the feasibility of the State Fund for Regional development in Ukraine, but there are significant shortcomings and problems in financing regional development measures. The urgency of solving this scientific problem is that being a significant budgetary resource for the implementation of goals and objectives of regional development, the Fund is not used effectively due to improper management. The study of the peculiarities of the resource management of the State Fund for Regional Development of Ukraine in modern challenges was conducted from the standpoint of assessing compliance with national legislation of budgetary discipline, economic and social feasibility and taking into account the following factors: ensuring full compliance with budget legislation of Ukraine; absence of violations of terms of distribution of means of fund; absence of violations in planning, selection and approval of investment programs and regional development projects; directing the established share of Funds resources to the economic development of the regions; timely and full development of resources at the planned facilities; an effective system of internal control over the effective use of budget funds; based on the results of the study, conclusions were prepared. The methodological tools of the study were the methods of economic and statistical analysis, grouping, comparisons, index analysis and factor analysis. The research period is 2016—2020. The article presents the results of the empirical analysis, which showed that there are systemic problems in the organization of resource management of the State Fund for Regional Development. The study empirically confirms and theoretically proves that it is necessary to update the provisions of Article 241 of the Budget Code of Ukraine to determine the resources of this Fund in the amount of at least one percent of the total fund of the State Budget of Ukraine; the distribution of the fund’s funds should take into account territorial differentiation according to the regional human development index; identification of additional criteria for selection of regional development projects that will ensure the achievement of positive economic changes in the regions; organize an effective system of internal control and internal audit. The results of the study can be useful for use in research and in the activities of state, regional and local governments in terms of taking into account the peculiarities of the management of the State Fund for Regional Development in Ukraine.

The liberalization of the electricity market, in terms of creating a guarantee of free choice of energy supplier for the consumer, requires public authorities to intervene in the prices of energy transmission and distribution services. However, the question is how much intervention is necessary and in what situations it can occur. This article looks at the regulation of household electricity prices in Poland (tariff setting) and then, by presenting the legislative changes in 2018 and 2019, shows how much state intervention in the Polish electricity market has come to pass since then, in particular, intervention in the setting of energy prices. The article assesses these measures and analyses the provisions of the Act on the compensation of energy companies by a state fund in relation to state aid issues. It also attempts to answer the question of whether the intervention was necessary or whether the President of the Energy Regulatory Office, within the scope of his powers, could have prevented the effects of a sudden increase in energy prices for households. The article also raises the question of the future of energy prices and raises questions about market disturbances.

Member states of European Union have large stock of residential buildings that require urgent renovation in order to reach carbon neutrality by 2050. In our paper we provide a preliminary evaluation of preconditions of such goal within the context of shrinking regions. Our data originates form renovation subsidy database of large renovation programme managed by state fund and form Nation Statistical Bureau. First we estimate the potential of apartment buildings occupation within the next 30 years. We exclude buildings that are going to be abandoned due to the demographical and migration reasons. Next we calculate the potential of construction sector to deliver required amount of renovations. We observe that the in our case current renovation rate must at least be increased by factor of three in order to comply with the carbon neutrality goal. This, however, is very challenging because supply of renovations’ construction is limited and overstimulated demand could increase construction prices significantly while rendering the effect of state incentives inefficient. Therefore an urgent technological change in renovation delivery is required to reach carbon neutrality goals.
