The Influence of the Society Self-supporting Development Program (SSDP) Towards Regional Development in Serdang Bedagai Regency

Regional Development policy is the whole authority of the Head of the region where the development of the region has a direct impact on society. The direct contribution in policy implementation is anticipated. That is, the principal orientation in improving society’s welfare, so the government policy should reflect the profitable’s development between government and society by presenting the participation in the region. Serdang Bedagai district which is Government people’s participative development policy is “Development Movement Governmental / Gerbang Swara”(The Society Self -Supporting Development Programme / SSDP). Gerbang Swara as a movement is to raise society to build self-support in the which the means and infrastructure needed by society starting from the village and sub-district. There is the participation of society in regional development policy in the participative models by attacking Bedagai Government. The research before shows us there are many problems in the local participation in regional development. The development could be bottom-up development, not top-down development. This research would not criticize the fails or the success of regional development from the research before. This Research is the main strengthening of the model of the which applied in regional development and use the explanatory design and apply survey methods in Serdang Bedagai district. The results of hypothesis testing on each path coefficient Significantly influence the development of the planning region with the direction of the positive relationship. The decision making insignificantly influence on the regional development and going to the negative relationship. Whereas, the dissemination influential is significant on the regional development and going to the positive relations. The implementation influential is significant on the regional development and going to the positive relations. The evaluation process influential is significant on the regional development and going to the positive relations. Conversely, the utilization influential is insignificant on the regional development and going to the positive relations. Although in variable this research is positive and significant but, there are several variables which have no influence or significant impact on regional development.

Abstract The regional development policy appears as a coherent set of planned measures - enlisted in the National Development Programme and in the National Regional Development Plans - and promoted by the authorities of the central end local administration, based on the principle of partnership with various actors (private, public or volunteers), in order to assure a dynamic and sustainable economic and social growth, by an efficient valorification of the regional and local potential. The definition of the regional development policy in Romania needs to answer two pressures, namely: one of general order, which imposes the acceptance of the EU rules and objectives and the coordination of the regional development policy with the way the regional development policy is understood and applied at the level of the community countries; the second, of particular order, springs from the situation Romania experiences, namely its still insufficient preparation to face the extremely competitive environment of the “unique market” within the EU. To implement a regional development policy compatible and comparable to the EU policy in this domain, according to the “Green Charter of Regional Development in Romania”, elaborated by the Government of Romania and the European Commission, even since the year 1997, eight development regions have been defined (which must not be viewed as administrative-territorial units, as they do not have juridical personality, so that they must not be mistakenly taken for the counties).

The purpose of this study is to describe the analysis of regional development policy mix use Jabon, from policy making, policy, to implementation and evaluation of policies. This study is also to expose social and economic impact of regional development policy mix use Jabon. Using qualitative research, with the informant as many as six people. The informants field staff of Settlement and Regional Infrastructure (Infrastructure) Planning Agency (Bappeda), Head of a Sub Jabon, staff Kupang Village, the Village Head Tambakkalisogo, Kedungpandan Village Head, and Head of DusunTelocor. The results of this study indicate that first, all policy was appropriate and good. Second, the formulation of policies have done well with the needs of the community. Third, in the implementation of regional development policy mix use Jabon from 2003 to 2016 was still limited to the construction of the road and not in accordance with the concept created. Evaluation until now has not been done by the government of Sidoarjo. Social impact is a positive impact in terms of education and health services increased. There are also negative impacts, road construction makes the location of prostitution in the area Telocor increasingly crowded. Economically there has been no impact is felt by the public.

Legally defined regional development is the process of identifying, promoting, managing and exploiting the development potential of the planned regions and areas with specific development needs. The policy of regional development is a system of goals, instruments and measures aimed at reducing regional disparities and achieving balanced and sustainable development of the Republic of North Macedonia. Following the adoption of the Law, activities and measures for its full implementation were carried out both at the central and regional level, creating necessary pre-conditions for achieving the policy objectives of balanced regional development: reduction of disparities in development levels between the eight planning regions, and reduction of the disparities in development levels within the planning regions. Experiences that are the result of more than twelve years of implementation of measures and activities to support balanced regional development allow identification of the main factors that enhanced successful implementation of regional development policy on a regional level in North Macedonia, at the same time identifying the conditions that constrained it. Both of these groups of factors are important for the answer to the questions: (i) Are the institutions on the regional level functional? and (ii) what should be improved? Therefore, this paper aims to give an overview of the institutions in charge of planning and implementation of the regional policy of the Republic of North Macedonia at the regional level – Council for Development of the Planning Regions and Centres for Development of the Planning Regions.
