The article deals with the main issues of digitalisation of Kazakhstan’s education as a key policy of the state. The ongoing reforms are based on the development of human capital. The purpose of this publication is to highlight the results of the theoretical and experimental parts of the study. The methods used in this paper include analysis of psychological, pedagogical, socio-economic and technical literature on the research problem comparatively. From the results, it is worth noting a new level of communication between the teacher and the student, which goes beyond the classical one. These include communication features such as WhatsApp, Zoom, Messenger, email and Instagram, among others. In this regard, improving digital literacy at all levels of the education system is becoming a priority. Some recommendations made are to fill the network with a variety of information and to use modern information and communication technologies to provide a whole range of tools for communication between teachers and students.     Keywords: Internet, social networks, mobile application, IT technologies, human capital, education, smart devices.

RESUMO: Pesquisar a inserção das tecnologias digitais da informação e comunicação nos contextos formativos envolve problematizar as percepções, apropriações e significações de professores e alunos sobre a questão. Este texto buscou identificar as produções científicas brasileiras (teses e dissertações) a respeito do letramento digital na formação de professores, realizadas entre os anos de 2010 a 2018. Utilizamos a revisão sistemática como procedimento metodológico, com o auxílio do software Parsifal. Pontuamos as seguintes equações para verificar nos trabalhos: quais objetivos de pesquisa essas produções revelam? Que perspectivas de letramento digital e quais procedimentos e instrumentos metodológicos os pesquisadores adotaram? Quais resultados dos processos de letramento digital trabalhados na formação de professores foram revelados? Como resultados, validamos 37 trabalhos, que apontam as configurações das propostas de formação com usos das tecnologias digitais que procuram responder às novas dinâmicas sociais para as quais os alunos-professores precisam estar aptos. De acordo com as pesquisas encontradas, os cursos de formação inicial ou continuada têm inserido as tecnologias digitais em suas práticas, mas as possibilidades de usos ainda são muitas. PALAVRAS-CHAVE: letramento digital; formação de professores; revisão sistemática.   ABSTRACT: Researching the insertion of digital information and communication technologies in the formative contexts involves problematizing teachers and students’ perceptions, appropriations and meanings about the issue. This text sought to identify the Brazilian scientific productions (theses and dissertations) regarding digital literacy in teacher education, between the years 2010 to 2018. We used the systematic review as a methodological procedure, with the help of the Parsifal software. We scored the following equations to verify the work: which research objectives do these productions reveal? What perspectives of digital literacy and what procedures and methodological instruments did the researchers adopt? What results of the digital literacy processes worked on in the training of teachers were revealed? As results, we validated 37 works, which point out the settings of training proposals with uses of digital technologies that seek to respond to the new social dynamics that student-teachers need to be able to. According to the research works found, the initial or continued training courses have lent themselves to insert the digital technologies, but the possibilities of uses are still many. Purpose of the study is carrying out the analysis of current trends in education in the conditions of digitalization. In the put modern economic and technological conditions new modern approaches to development of key competences of digital economy, ensuring mass digital literacy of experts and personalisation of educational process are required. For realization of the specified purpose the passport of the Federal project “Shots for Digital Economy” is approved on May 28, 2019. According to target indicators of the Project by 2024 have to be trained on online to programs of development of digital literacy; 120 thousand people have to be accepted on training in programs of the higher education in the sphere of information technologies; about 8 programs of the higher education for the benefit of digital economy are created. The research problem – to establish as far as realizuyema goals.Materials and methods. For the purpose of the description of the current situation methods of descriptive statistics are used. The analysis of information collected during the sociological poll organized and held by PPS of department of statistics together with ANO Council for Questions of Management and Development at Department of work and social protection of the population of the city of Moscow is provided. Methods of visualization of data are applied to evident data presentation. Data processing was carried out with application of MS of Excel and a package of the IBM SPSS Statistics application programs.Results. The carried-out analysis allowed to define top trends in education. The revealed trends proved need of improvement of quality of education with application of information and communication technologies. Results of a research show about demand in labor market of experts in the sphere of information and communication technologies, including among persons with limited opportunities. The world rankings testify to low positions of Russia on the level of involvement of the experts having the specified skills.Conclusion. At the same time, the programs implemented by the state in education will allow to build a qualitative education system at all levels, including both support of talented youth in mathematics and informatics, and training of the highly qualified personnel conforming to new requirements of digital economy and also programs of retraining and professional development for the most demanded professions.

The aim of the study was to investigate secondary school students’ and teachers’ access to information technologies in Turkey by making interregional comparisons. Document analysis of the qualitative research methods was employed to analyze the reports issued by the Turkish Ministry of National Education, the Turkish Statistical Institute (TUIK), and the Programme for International Student Assessment (PISA). The results of the research revealed the importance of access to information and communication technologies for both students and teachers: 67.9% of the participating students were found to have Internet connection and 69.1% a computer in their homes, while 80.3% of the students were observed to use a computer outside the school, but 19.7% were not. The results also showed that 64.6% of the students have Internet connection in their classrooms, but 29.2% of these students do not use the Internet in the classroom, whereas 8.9% use it in the classroom all the time. The rate of students using a digital device for reading is 38.1%, while that of those not using one is 61.9%. Some 32.1% of secondary school students were revealed not to have Internet connection at home. Additionally, 77% of teachers were not trained in online teaching prior to the COVID-19 pandemic. Based on the findings, teachers can be suggested to develop projects – i.e., of TUBITAK, E-twinning, and Erasmus – which potentially encourage students to use information and communication technologies so that both teachers and students can benefit from them. It is also suggested that the Ministry of National Education should work on improving the information communication technology competencies of teachers and students. Besides, policies should be developed to eliminate regional differences in terms of access to digital resources and technology in terms of equal opportunities and opportunities.

The objective of this study is to identify the current state of, and the prospects for, information and communication technologies (ICT) dissemination in rural areas in Ukraine in juxtaposition with other post-transition countries. The spread of ICT is discussed within the frame of economic, infrastructural, and social factors affecting rural areas in Ukraine since the post-communist transition period. Information and communication technologies may support the socio-economic development of peripheral areas in many ways—including rural ones. Dissemination of ICT contributes to the emergence of sources of income, equalizes education opportunities, and increases the attractiveness of rural areas. However, the rural—urban divide in the countries of Central and Eastern Europe and other former USSR countries is still remarkable and, as a type of structural inequality, should be better recognized. The source material is based on secondary data, which consists of selected literature on the subject of rural development in Central and Eastern European Countries, strategic documents, available reports and studies of international institutions, research from agencies, state documents and statistics, and research conducted by international and domestic NGOs. In reference to the paper’s objective, the method of content analysis was employed. Dissemination of ICT in rural areas in Ukraine is influenced by two groups of factors. The infrastructural divide concerning Internet access between rural and urban populations in Ukraine has been diminishing, but the issue of structural exclusion due to place of residence has still not been solved. As far as the social aspects of ICT dissemination in rural areas in Ukraine are concerned, the level of digital literacy among rural dwellers is significantly lower in comparison to urban residents. Rural areas are more exposed to the consequences of various aspects of digital exclusion.

El ser humano siempre ha puesto su curiosidad e ingenio para mejorar su calidad de vida, siendo la comunicación una de las áreas más destacadas debido a su notable rol socializador. La convergencia de los avances en electrónica, informática y comunicaciones transmutó en la telemática y en la creación de la Internet, que ha interconectado al mundo y todos los ámbitos del acontecer social. La educación, proceso netamente social, ha sido impactada por el advenimiento de la Internet desde la década de los noventa, modificando no sólo el tipo de recursos utilizados en el proceso didáctico de facilitación y adquisición de aprendizajes, por sus dos actores protagónicos: docentes y estudiantes, respectivamente; sino también, la cultura de las instituciones educativas, las cuales como en el caso Venezolano, por imperio de la ley, deben incorporar en su misión y planes de desarrollo organizacional, las Tecnologías de la Información y Comunicación (TIC). Transcurridas dos décadas de haber sido establecido como prioridad el uso de la internet en las instituciones educativas, ergo en las Universidades Venezolanas, en el presente artículo se analizan, bajo la visión de los mundos Popperianos (Popper, 1986), dos instituciones universitarias, una pública y otra privada; para determinar si el uso didáctico de las TIC responde a una expectativa o a una aspiración y si ésta, es personal o institucional. After two decades of establishing the use of Internet as a priority in educational institutions, mostly in Venezuelan universities, in the present article two higher education institutions are analyzed using the Popperian vision (Popper, 1986): one private and one public; to determine if the didactic usage of ICT responds to an expectation or to an aspiration, and as such, if it is personal or institutional. A dissatisfaction of the legal expectation was evidenced, which turned in an institutional aspiration, due to the existence of a negative and general predisposition of teachers and students towards the use of ICT as resources for the mediation of didactic processes in today’s society, which highlights the important role of the personal affective component; in this case, digital affectivity (Goncalves, 2015) for the accomplishment of goals that a higher education institution has established.Keywords: ICT, Didactic Usage, Higher Education, Digital Affectivity.

Today, more than ever, the role of educational technology in teaching is of great importance because of the use of information and communication technologies. With the help of various applications for distance education, the Internet, teachers, and students themselves, they see the advantage of educational technology. The question is whether schools and teachers themselves are ready for the use of technology in education and whether they are aware of its benefits? In this paper, we try to give an overview of the importance and use of educational technology in the classroom.
