Controversy exists within the field of rehabilitation counseling regarding the relative merits of public versus private forms of rehabilitation delivery systems. Although several writers have speculated that differences exist in the quality of service provided, few have offered experimental data to support their suspicions. This study tests the hypotheses that there is no difference in the ability of a group of public and a group of private rehabilitation counselors to communicate facilitative counseling skills. Thirteen private and nineteen public rehabilitation counselors were tested at completion of practicum and retested an average of 9 years later on the Truax and Carkhuff facilitative counseling scales. Statistical analysis indicated that the counselors in the private sector were able to communicate significantly higher facilitative counseling skills at retest than were public sector rehabilitation counselors. Implications for the profession and suggestions for further research are discussed.

Purpose:To examine the nature of ethical dilemmas most frequently reported by rehabilitation counselors in the private and public sectors and determine if significant differences exist in how practitioners experience ethical dilemmas in these two settings.Method:A mixed-methods internet-based survey design was utilized and included descriptive, qualitative, and quantitative approaches on a sample of rehabilitation counselors (N= 141) via an instrument created by the researchers. Results:The results indicate that there are clear differences between both the nature and frequency of ethical dilemmas encountered by practitioners in the private and public sectors of rehabilitation counseling. Findings indicate that there are significant differences not only in the frequency and importance each group attributes to ethical dilemmas but also in the types of ethical dilemmas experienced. Conclusion:Rehabilitation counselors in the private and public sectors practice in different environments (with varied laws, rehabilitation goals, duration of services), and minimal consideration has been given to the diversity of ethical dilemmas that these practitioners encounter in their professional roles. The inclusion of Section F in the 2010 CRCC Code of Ethics was the rehabilitation counseling field’s first attempt to address the differing nature of ethical dilemmas faced by private rehabilitation counselors in their practice. Further study is warranted to examine the dynamics that underlie the ethical decision-making process as well exploring the differences between these two settings.

In the process of providing to their clients the highest quality of rehabilitation counseling services available within their profession, rehabilitation counselors are ethically obligated to remain cognizant of, and within, the law. Utilizing references from theoretical and research literature as well as examples from judicial caselaw, three areas of law critically applicable to the practice of rehabilitation counseling are presented and discussed: (a) confidentiality and privilege; (b) malpractice; and (c) forensics. Conclusions and relevant recommendations are offered to practicing rehabilitation counselors, professional rehabilitation counseling associations and rehabilitation counselor education.

An increasing number of individuals with life-threatening disabilities are being served by rehabilitation counselors due to legislative mandates and advances in medical technology. This article proposes a rehabilitation counseling approach that involves an understanding of psychosocial considerations, a counseling approach, functional capacity assessment, and vocational planning. This approach is designed to offer these individuals an opportunity to experience as much independence as possible, improve their quality of life, and participate in a vocational planning process that identifies realistic vocational alternatives.

Rehabilitation counselors are trained to consider the needs of the “whole person” when providing services to individuals with disabilities. Often, clients will look to their counselors for help with dealing with issues of sexuality and socialization. Rehabilitation counselors can be especially helpful to their clientele if they use their disability-related knowledge and rehabilitation counseling skills in conjunction with PLISSIT, a basic model of sexuali counseling useful with individuals with disabilities.

The primary goal of rehabilitation counseling services is to holistically enhance quality of life (QOL) of persons with disabilities. However, the spiritual dimension of QOL may be the area least attended to by both rehabilitation counselors and counselor educators. It is imperative to raise attention to and understanding of this dimension and specifically its main indicator—spiritual well-being (SWB). In response, the authors of this study reviewed and examined 15 SWB scales regarding scale domains, item generation, selected sample, scaling approaches, as well as psychometric properties (i.e., reliability and validity). The results raised various issues that should be considered by professionals in rehabilitation counseling when studying SWB and its measurement. Implications were provided with regard to research, practice, and teaching on the topic of SWB in rehabilitation counseling.

Organizations owning a datacenter and leasing resources from public clouds need to efficiently manage this heterogeneous infrastructure. In order to do that, automatic management of processing, storage, and networking is desirable to support the use of both private and public cloud resources at the same time, composing the so-called hybrid cloud. In this chapter, the authors introduce the hybrid cloud concept and several management components needed to manage this infrastructure. They depict the network as a fundamental component to provide quality of service, discussing its influence in the hybrid cloud management and resource allocation. Moreover, the authors present the uncertainty in the network channels as a problem to be tackled to avoid application delays and unexpected costs from the leasing of public cloud resources. Challenging issues in the hybrid cloud management is the last topic of this chapter before the concluding remarks.
