According to IRSMS or Integrated Road Safety Management System, mostly 37.78% of road accidents happened in road class II. In terms of road function, the most frequent accidents happened in Arterial road, which is 33.22%. Majority accidents 31.60% happened in the straight road. This study aims to analyze the motorcycle’s speed, motorcyclist behavior in speeding, the effect of geometric road condition toward the speed. Some surveys having been done are road damage survey, traffic count survey, speed survey, and interview survey on motorist behavior. The results of the study are (1) The average speed of motorcyclists in  Jalan Noerdin Pandji on the direction of Bandara –Kenten is about 63.3 kph and the average speed on the direction of Kenten- Bandara 44.4 kph. (2) Motorist behavior in changing speed seems an anomaly attitude that they tend to increase the speed when approaching the intersection. Speeding behavior has many reasons for each motorist, such as faster reason, sleepy reason, and the increase of self-confidence (3). The effect of road geometric toward the speed of motorists is that the flat road condition can cause carelessness, and speeding up when approaching the intersection. Menurut data Integrated Road Safety Management System (IRSMS), kecelakaan menurut jenis kelas jalan yang terbanyak terjadi di jalan Kelas II,  yaitu 37.78% dan korban  kecelakaan menurut fungsi jalan yang terbanyak terjadi di jalan Arteri, yaiu 33.22%. Mayoritas kecelakaan 31,60% terjadi di jalan lurus. Tujuan penelitian adalah untuk,  menganalisis  kecepatan pengendara motor pada daerah kajian, perilaku pengendara dalam melakukan perubahan kecepatannya, menganalisis  pengaruh kondisi geometris jalan terhadap kecepatan pengendara. Survey yang dilakukan adalah survey kerusakan jalan, surveh perhitungan lalu lintas, survey kecepatan dan survey perilaku. Kesimpulan yang diperoleh adalah (1) Kecepatan pengendara motor pada daerah kajian menunjukkan bahwa kecepatan rata rata Jalan Nordin Pandji arah Bandara –Kenten 63.3 kph dan kecepatan rata rata arah Kenten- Bandara 44.4 kph. (2) Perilaku pengendara dalam melakukan perubahan kecepatannya terjadi anomali sikap pengendara motor, yaitu cenderung mempercepat kendaraan atau ngebut ketika memasuki simpang. Perilaku ngebut juga ternyata mempunyai banyak alasan bagi setiap pengendara motor antara lain, ingin cepat, supaya tidak ngantuk, supaya percaya diri (3) Pengaruh kondisi geometris jalan terhadap kecepatan pengendara, yaitu bahwa kondisi datar membuat pengendara tidak hati hati, ngebut pada saat melintasi simpang.

Road safety is the crisis condition in developing countries such as Indonesia. Based on 2016 data, the dead tolls of road accidents were 26,000, or 10.9 fatalities per 100,000 inhabitants. The majority of victims was between 15 and 29 years old (IRSMS, 2016). This condition shows the human capital lost caused by many dead prematurely on road. The Long Term National Road Safety Plan (RUNK) declareted in 2011 has the main goal is reducing road fatalities by 50% and 80% in 2020 and 2035 respectively. Indonesia National Police (INP) has the main role to coordinate and realize safer road users in the RUNK. Integrated Road Safety Management System (IRSMS) is the road accident data- based application that was developed by INP and it must be the evidence based for decision policies and development action plan activities. Establishment of Traffic Accident Research Centre (TARC) has the main objective to sinergising Indonesia traffic police with academia and researcher to carry out in depth study as well as to develop programmes that able both structural and cultural to construct safety concern society. INP understands that enforcement program solely cannot solve road safety problem. It recognizes that achievement is not possible without understanding the problems and incorporation with all stakeholders in road safety. Keselamatan di jalan raya adalah sesuatu hal yang kritis di negara berkembang seperti Indonesia. Data kecelakaan pada tahun 2016 menunjukan 26.000 orang, 41.9 orang per 100.000 penduduk meninggal di jalan raya dimana mayoritas korban berusian 15 – 29 (IRSMS, 2016). Kondisi memperlihatkan kehilangan negara atas aset sumber daya yang dimiliki. Rencana Umum Nasional Keselamatan (RUNK) pada tahun 2011bertujuan menurunkan fatalitas di jalan raya. POLRI mempunyai peran utama dalam mengkoordinasi dan menciptakan pengguna jalan yang berkeselamatan. Integrated Road Safety Management System (IRSMS) adalah aplikasi pencatatan data kecelakaan yang dikembangkan oleh POLRI harus dijadikan basis pengambilan keputusan dan aktifitas kampanye keselamatan di jalan raya. Pendirian Traffic Accident Research Centre (TARC) bertujuan menciptakan sinergitas antara KORLANTAS POLRI dan akademisi dalam melakukan in-depth study serta. Penciptaan program yang mampu secara struktur dan kultur menciptakan masyarakat yang berperilaku pengutamaan terhadap keselamat karena melakukan tindakan represif semata-mata tidak dapat menyelesaikan masalah keselamatan jalan.

The article is an attempt to present the two modern concepts of safety management systems. The first is the sunflower pyramid used especially in Europe, the second is the ISO 39001 standard (Road Safety Management System) of international scope. The idea and possibilities offered by use of both concepts of safety management, as well as an attempt to assess the impact of their actions on decrease in fatalities in selected EU countries, were presented. As a result of the conducted analyses, a downward trend was noted as to the number of certificates issued for compliance with the ISO 39001 standard in the world, which may indicate an appearance of the more adequate management systems, or other tools or concepts to improve the road safety, or inadequate education society and low level of awareness in this area of stakeholders, including politicians, scientists, producers, drivers (professional and reliable), as well as other road users, including unprotected ones.

The results of the work of the UNECE ITC on the development of the SafeFITS tool were reviewed, the indicators proposed in the framework of this tool for assessing the effectiveness of making management decisions in order to ensure road safety were analyzed and the possibility and relevance of its application in Ukraine were considered.
