Building Reconstruction After Large-Scale Disasters A Case Study of Ishinomaki City After the Great East Japan Earthquake

In large-scale disasters and the subsequent recovery process, land usage and urban spatial forms change. It is therefore important to use this process as an opportunity to create a more sustainable spatial structure. This study considers the urban spatial transformations that took place after the Great East Japan Earthquake, their causes, and accompanying issues by investigating building construction in the recovery process. The authors discovered that individual rebuilding is primarily concentrated in vacant lots within the city’s existing urbanized areas. This is likely due to the spatial impact of the urban planning and agricultural land use planning system, the area division of urbanization promotion areas, and the urbanization restricted areas, all of which were in place prior to the disaster and which have guided development. On the other hand, there are areas severely damaged by tsunami in which there has been little reconstruction of housing that was completely destroyed. The authors concluded that building reconstruction in Ishinomaki City resulted in both the formation of a high-density compact city and also very low-density urban areas.

Several studies suggest that, on a large scale, relief conditions influence the Atlantic Forest cover. The aim of this work was to explore these relationships on a local scale, in Caucaia do Alto, on the Ibiúna Plateau. Within an area of about 78 km², the distribution of forest cover, divided into two successional stages, was associated with relief attribute data (slope, slope orientation and altitude). The mapping of the vegetation was based on the interpretation of stereoscopic pairs of aerial photographs, from April 2000, on a scale of 1:10,000, while the relief attributes were obtained by geoprocessing from digitalized topographic maps on a scale of 1:10,000. Statistical analyses, based on qui-square tests, revealed that there was a more extensive forest cover, irrespective of the successional stage, in steeper areas (>10 degrees) located at higher altitudes (>923 m), but no influence of the slope orientation. There was no sign of direct influence of relief on the forest cover through environmental gradients that might have contributed to the forest regeneration. Likewise, there was no evidence that these results could have been influenced by the distance from roads or urban areas or with respect to permanent preservation areas. Relief seems to influence the forest cover indirectly, since agricultural land use is preferably made in flatter and lower areas. These results suggest a general distribution pattern of the forest remnants, independent of the scale of study, on which relief indirectly has a strong influence, since it determines human occupation.

Many states have implemented large-scale transportation management systems to improve mobility in urban areas. These systems are highly prone to missing and erroneous data, which results in drastically reduced data sets for analysis and real-time operations. Imputation is the practice of filling in missing data with estimated values. Currently, the transportation industry generally does not use imputation as a means for handling missing data. Other disciplines have recognized the importance of addressing missing data and, as a result, methods and software for imputing missing data are becoming widely available. The feasibility and applicability of imputing missing traffic data are addressed, and a preliminary analysis of several heuristic and statistical imputation techniques is performed. Preliminary results produced excellent performance in the case study and indicate that the statistical techniques are more accurate while maintaining the natural characteristics of the data.

The potential of property rate has been least tapped by decentralized governments in Ghana. This paper investigates the property rating system in Ghana through a case study of Offinso South Municipality (OSM). Questionnaires were used to gather empirical data from property owners in the municipality. The paper finds that there is inadequate property tax administration system and high public disdain for the property tax in OSM, with a significant association between compliance with the property tax and land use regulations in OSM. The paper suggests that the Offinso South Municipal Assembly (OSMA) should improve its land use planning system to facilitate voluntary compliance with the property tax. OSMA should also address accountability and transparency problems in the property tax system in order to increase public confidence in the tax regime. The OSMA should also improve on the property tax collection modes by computerising the billing and collection processes.

Urban regeneration has been at the forefront of urban planning and development in European cities for many decades and is strongly connected to property-led development, with the involvement of various stakeholders. In Greece, urban regeneration, as a public policy response to large-scale abandonment and dereliction of urban land, has not been successful so far. The Greek planning system and its provisions for renewal of degraded urban areas have for long been regarded as an obstacle to the implementation of urban regeneration projects. The reform of the planning system in the 2010s introduced some critical changes, with an emphasis on larger-scale development, but with no particular focus on urban regeneration. Using two case studies of regeneration projects in the city of Thessaloniki, this paper attempts to provide an insight into the role of the various stakeholders in such projects. It is argued that in these projects, each stakeholder, irrespective of its character, acts as distinct interest group which develops only binary relations with other stakeholders. Thus, the regeneration project becomes a platform upon which each stakeholder aims to secure its power, instead of a coordinated multi-stakeholder process with a framework for sharing the costs and benefits of its implementation.

Housing low-income households is a daunting task for policy makers across the Global South, and especially for those in Africa where past attempts to deliver State-funded affordable housing projects yielded minimal results. Presenting Ghana as a case study, the purpose of this article is to consider the rationale for and barriers to securing affordable housing through the planning system, situated within an African context. The key factors that would inhibit effective policy implementation include, on the one hand, a lack of central government commitment, weak enforcement of planning regulations and low capacity of local planning authorities, and, on the other hand, the dominance of customary land ownership and the informal nature of housing delivery. That notwithstanding, undertaking a mapping exercise of large-scale formal residential developments built across Greater Accra in recent years, the article suggests that there is an opportunity cost in not attempting to extract some form of economic rent from the private sector. By having an already established nationalised development rights system alongside a rising formal real estate market, there is in effect scope for introducing planning obligations in the longer term. Whilst by necessity, it takes time to fully establish and enforce this form of land value capture legislation; nonetheless, if the principles can be established, transferable lessons exist across Africa and the Global South.

Bangladesh is a land scarce country where per capita cultivated land is only 12.5 decimals. It is claimed that every year about one percent of farm land in the country is being converted to non-agricultural uses. The study is based mainly on field survey covering 2 villages (Narikel Baria and Baze Silinda) from 10 sub-urban villages around Rajshahi City Corporation under Paba Upazila of Rajshahi district. The study area was selected purposively and the respondents of this research work were selected randomly. The major focus was on to mention the general land use pattern of the area, estimates the agricultural land conversion besides determining the causes and consequences affecting such conversion. Both Narikel Baria and Baze Silinda villages were selected as study area because of its relatively higher growth in infrastructure. In order to fulfill the goal of this study, primary and secondary data were collected from various sources and to analyze and process of collected data the SPSS, Excel and Arc GIS software were used. Different types of descriptive statistics were applied for representing the analyzed data. It is observed that the land conversion form agriculture to non-agriculture allied in recent time is more than the previous time due to gradually increasing land demand in housing and relevant services which invites adverse impact on agricultural land as well as its dependent population. So, it is necessary to take integrated land-use planning to offer better options for the fulfillment of land demand both of housing and agricultural sectors. Seaports in the United States usually are located in urban areas. They are major traffic generators on the landside. However, the landside access needs of ports often are overlooked by the transportation and land-use planning processes. A case study of three ports on the East Coast of the United States was performed: Savannah, Georgia; Wilmington, North Carolina; and Morehead City, North Carolina. Both highway and rail access issues were examined at regional and local levels. Several serious issues and problems are identified and discussed in the paper, including effects on local communities.

Flood Risk Index (FRI) is the multi-criteria linked with the factors of vulnerability; exposure, susceptibility, and resilience. In order to establish local FRI, crucial local information have to be accumulated. However, under the limitation of land-use data, particular techniques were applied in this study. CA Markov model was used to analyze the past missing land-use data and, also forecast the future land-use of Pakpanang river basin under conditions of plan and without plan. The ratio changes of forest, agriculture, wetland and water, and urban areas were considered. Then, the result of LULC spatial-temporal changes was then applied to Hec-HMS and Hec-Ras , with Arc GIS extension of Hec-GeoHMS and Hec-GeoRas software, in order to evaluate the flood hydrographs and flood severity in three municipalities corresponding to 100-year return period rainfall. Afterward, the FRI of Pakpanang, Chianyai, and Hua-sai, which ranges from 0 to 1, were evaluated by using the modified FRI equations. It was found that sensitivity analysis in the area of forest on flood depth and inundation areas is incoherent. Nevertheless, without land-use planning, the changes in these three cities cause higher flood risk, where Chianyai is the riskiest as the FRIE is 0.58. Further consideration of FRIE and FRIP proportion that reveals the FRI deviation indicates that to reduce flood risk, Chianyai would need the most resources and highest effort comparison to Pakpanang and Hua-sai.
