The authors analyze the state of international banking business before and after the global economic crisis of 2007-2009, and make predictions on potential future effects of the ongoing COVID-19 pandemic on transformation of international banking and bank strategy. The analysis focuses on trends and changes in the two most important forms of trade in banking services, namely, cross-border banking flows, which include direct cross-border banking flows and local banking flows of international banks’ subsidiaries abroad, and foreign bank presence. It has been concluded that direct cross-border banking flows are more volatile than local banking flows of foreign banks during economic and social upheavals. The period under study has witnessed large increase in foreign bank presence, both in terms of number and local market share. The study determines changes of leading international banks and their home countries, highlighting the weakening position of banks from advanced countries and increase in the role of banks from emerging markets and developing countries. The authors review international expansion strategies of major banks from the post-Soviet states, that are influenced both by the opportunities and goals of banks going abroad, and by the institutional features of their banking systems; countries which these banks are targeting are predominantly comparable to the post-Soviet states in terms of economic development, and are chosen by criteria of their attractiveness, such as high level of trade and political relations with the bank’s home country, the presence of diaspora, the degree of saturation and growth dynamics of the banking market in the host country. The reasons behind the banks’ geographical expansion decision include, among many others, the dramatic growth of their economies, stimulated by the involvement in globalization processes, and liberal banking reforms. Obstacles of economic and non-economic nature that are hindering this expansion, encompass high level of competition in external banking markets, expensive financial resources of domestic banks, low level of expansion of the post-Soviet states-based enterprises to the non-post-Soviet states, discriminatory qualification requirements for personnel and composition of management bodies, problems related to banking licensing procedures and requirements, aspects of culture and communication; their transformation from local banks, operating in the local market, to banks with a clear manifestation of the tendency of their international expansion amidst changing global environment and uncertainty.

The financial crisis has renewed interest in the globalization of the banking industry, the patterns of entry into foreign markets, and the effects of complex banking organizations. There is a rich body of literature on international banks, which has recently been expanded by the improved theoretical modeling of the international banking firm and by focusing on implications for (systemic) risk. In this chapter, we focus on three main questions. First, what are the determinants of cross-border entry through acquisitions of commercial banks? Second, what are the effects of cross-border entry on complexity and the efficiency of banks? Third, what are the risk effects of international bank acquisitions, in particular with regard to systemic risk? We begin with a brief summary of the stylized facts, and we conclude with implications for researchers and policymakers.

The aim of the study is to analyze the main trends in the development of the work of transnational banks in the context of globalization. The object of research is the world leaders of the international banking sector. In the process of research, the authors have analyzed theoretical and practical material used in general methods of scientific knowledge and statistical research. Scientific novelty lies in the development of the main directions for the development of the banking system at the international level, analysis of the experience of leading transnational banking companies in the context of a pandemic.

This study contributes to the literature seeking to test the pollution haven’s hypothesis (PHH), by focusing on the influence of environmental policy on the location’s decision of cross-border Mergers and Acquisitions (M&As). To this end, we estimate a gravity model using an original bilateral database for the extensive margin of M&A among 34 developed and emerging countries during the period 1995-2015. Reached evidence confirms only part of the pessimist predictions. A more stringent environmental regulation would not boost outward M&As to the extent that it originates from countries with relatively good institutional quality. In contrast, in countries with relatively high level of corruption, the laxer the environmental regulation, the higher the number of inward M&As. However, reducing corruption can compensate the competitiveness losses associated with the compliance of a stricter environmental regulation

This chapter explores the role of Information and Communication Technologies (ICTs) in the international development of South African banks. It is argued that South African banks derive important advantages from the use of ICTs in their expansion into neighbouring countries. Using Dunning’s (1989, 1988) eclectic approach as a mechanism with which to assess the evidence supporting this argument, ICT is explored both as an ownership specific capacity, as a locational specific factor influencing the geographical pattern of international expansion, and as a facilitator of the internalization of cross-border banking networks. Through an investigation of the significance of digital technologies in the cross-border expansion of South African banks, including case studies of Stanbic and ABSA, this chapter highlights the opportunities and challenges confronting such organizations. In so doing, the chapter will contribute to the understanding of intra-African foreign direct investment in the banking sector and the emerging digital economy in developing countries.

The last decade is marked with acceleration of mergers, corporate restructuring and governance activities. M&A activity has been driven by factors such as technological change, globalization, free trade, deregulation, attempts to attain economies of scale, rise in entrepreneurship, and economic growth. Corporations need to adjust to the change in the environment and expand their markets to achieve growth and protection against volatile economic conditions. Firms can achieve international expansion through foreign direct investments (FDIs) which can take the form of cross-border acquisitions (brownfield investments) and Greenfield investments. This chapter covers an overview of the literature on the determinants of FDI forms of entry, and M&A activity followed with an empirical investigation of the firm-level determinants of foreign investment in Turkey with emphasis on cross-border acquisitions and Greenfield investments. Summary of the findings is followed with the economic implications of forms of FDI entry. The concluding remarks cover the implications of the results for policy makers.

E-government has the main goal of simplifying governmental processes and the interaction between citizens and state organizations. It therefore has to solve the problem of efficient and secure electronic exchange and processing of governmental documents and data across administration domains and boundaries, even crossing country borders. This is a difficult task that imposes a strict set of requirements to the design and modelling of e-government systems and demands the application of standardized architectural frameworks. This paper demonstrates how the ISO/RM-ODP, in combination with the UML notation, supports the de-sign and development of an open distributed e-government system, by addressing these requirements. It further presents a high level case study of how RM-ODP has been applied in the case of the eMayor platform to build a system supporting cross-border transactions between small to medium sized European municipali-ties.

The reproductive performance of first-cross Border Leicester X Merino ewes was measured at two levels of nutrition and at two seasons of mating. The number of dry ewes was greater at a low than at a high level of nutrition, and was greater at a December mating than at a March mating. These effects were independent. The incidence of both twin ovulation and twin births was greater at a high than at a low level of nutrition, and was greater in March than in December. These effects showed significant interaction. Seasonal changes in twinning rates were more pronounced at a high than at a low level of nutrition, and level of nutrition affected twinning rate to a greater extent in March than in December.
