ABSTRACT Continuous availability of water as a basic requirement for survival and for the purposes of production so need to be maintained. The availability of water resources is strongly influenced by environmental and natural resource management is done by humans. Water resource conservation efforts through the increased role of the parties is expected sustainability of water can be maintained. The research objective is to formulate a model of conservation of water resources and efforts needed for water sustainability can be maintained. Data were collected using questionnaires and interviews, and then analyzed descriptively by using a technique AHP (Analytical Hierarchy Process). The results of the analysis with AHP technique showed that the main priority of the alternative strategy of water resources conservation activities is to preserve water (38.70%). The effort to preserve water is technically civilian conservation, forest and land rehabilitation (RHL), control the use of water, maintenance of water resources and coaching/mentoring for communitie. Watershed management consists of multi stakeholders.  Therefore, institutional aspect for regulating interaction among stakeholders is very important to be taken into consideration in watershed management.  Watershed management will only be efficient if institutional aspect functioning in harmony.  Objective of this research is to study role and coordination of cross sectoral government institutions in management of water resource conservation.  In this research five elements of water resource conservation were analized, there are: 1) involved organizations, 2) related regulations, 3) management function performance (planning, execution, and controlling), 4) coordination aspect, and 5) priority instrument.  Each of those elements was sub-divided into sub-elements according to analysis model used in this research.  Two models were used in this analysis.  Those are Interpretative Structural Modeling (ISM) and Analytical Hierarchy Process (AHP).  Base on the analysis it is concluded that Big Agency of Lore Lindu National Park (BBTNLL), Agency of Watershed Management (BPDAS) Palu-Poso, and Forestry and Plantation Service of Donggala Regency were the most influential organizations in planning, execution, and controlling water resources conservation.  Role of those organizations in the management activities were mainly regulated in the respective regulations.  Coordination among acting organization is still weak due so the sectoral-ego and lack of qualified human resources.

Many of Indonesia’s watersheds are reaching a critical stage. As a result of higher rates of erosion and sedimentation, the number of critical watersheds in Indonesia has increased from 22 in 1984 to 58 in 2000 and in 2014 this number has reached 108. This result in food security is being threatened because there is insufficient water available for agriculture purposes due to catchment degradation, especially in the upper parts of the watersheds. At the same time, Indonesia’s new government focused its national development programs on food security for the next five years. For these reasons Indonesia’s National Development Planning Agency believes that it is timely to develop a national policy on Integrated Water Conservation Management (IWCM). To provide the rationale and suggested content for such a national policy, this paper has been prepared based onfocused group discussions with relevant interests at the national and regional levels. To obtain specific input from regional stakeholders, workshops were held in Medan, Yogyakarta, Banjarmasin, Nusa Tenggara Barat and Makassar as well as line agencies based in the state capital of Jakarta from October 2014 to March 2015. At the landscape level, the formulation of national policy on IWCM was based on integrated watershed management analysis as water resources within a specific watershed are integrated into other resources within an ecosystem. This action research recommends the following: a) integrating the IWCM into the regular regional development activities, b) encouraging local agreements on water resource conservation including local adat communities, c) formulating attractive economic incentives in implementing IWCM programs, d) using corporate social responsibility and payment for environment services funding to boost water resource conservation program at village level, and e) involving actively women in the IWCM programs. Considering that socio-cultural aspects are also playing an important role in the IWCM, a national-level of institutional arrangement on IWCM will also be proposed. Keywords: IWCM; food security; green and blue water; watershed; institutional arrangement; Indonesia

The natural resources are repository for the survival of all of us, so they must be used efficiently to meet the present needs while conserving them for future generations. An action to develop capacities from global to household levels for their sustainable management and regulation is required henceforth. Of these natural resources, water resources are most precious. If there is no water; there would be no life on earth. Since ‘water is the elixir of life’, water resource management has been considered as one of the most relevant areas of intervention. Understanding the gender dimensions of water resource management is a starting point for reversing the degradation of water resources. Women play an important role here since they have to access the water resources for almost all the activities on a daily basis. As the women are the strong social agents, effective and improved water preservation techniques could be achieved through their empowerment that may eventually lead to the well-being of the households in particular and of the community in general. Therefore, the major research question posed in this study is to analyze the role of women in the preservation and management of water, an inevitable, precious but diminishing natural resource. The study also intends to describe the relationship between the three ‘W's-Women, Water & Well-being. Both qualitative and quantitative approaches are essential here as it is a contingent issue in the present scenario. Psychological dimensions were also explored since the issue is affecting the routine life of the community. The case study of women belonging to the Kuttadampadam region was done to explain the role of women in preserving water resources in the areas affecting severe water scarcity.

This study aims to: (1) determine the conservation of water resources willingness to pay (WTP) of the community, (2) determine the determinants that significantly affect the value of PAPs for additional benefits due to increase management of water resources conservation, and (3) determine whether reforestation environment is a type of conservation that community desires. Respondents from this study are Surakarta citizens, precisely in the southern region of Surakarta, Laweyan District, Central Java. They are customers of Surakarta Municipal Water Supply Company, especially the water distribution of the Cokro Tulung spring. This study uses linear analysis and Contingent Valuation Method (CVM). The interviews result with 106 respondents revealed that: (1) the average value of WTP in R2 is Rp 1,872,-, the average value of WTP in R3 is Rp 3,238,-, the average value of WTP in R4 is Rp 2,769,-, and the average value of WTP in trade group 1 is Rp 3,846,-, (2) education variables and perception variables on the importance of conservation have a significant effect on WTP of conservation of water resources, and (3) survey results show that there are 73.6% of respondents intend to do greening around Cokro Tulung spring.
