With the integration of technology in higher education, mobile learning plays an important role in EFL classes. In order to optimize the efficiency of EFL learning, a mobile learning model in the hybrid distributed terminal is constructed. The online platform supporting both synchronous and asynchronous learning with three types of interaction helps build a blended learning model and creates a closed loop for ubiquitous online and offline learning with multiple evaluation, which also builds a community of inquiry-based learning to facilitate collaborative study and deep thinking. Aiming to improve the resource scheduling performance of learning information sharing mode, based on the traditional sharing mode hardware, the mobile learning software for the hybrid distributed terminal is thus optimized. Learning resources are mined and fused to realize the scheduling of learning information resources, and user interface management function is designed to construct the EFL mobile learning mode with the hybrid distributed terminal.

Abstract In recent years, it is still a difficult problem to calculate the line loss of distribution system. The main reason is that China’s power system data is not perfect, the components are huge, the management function does not exist, the network structure is directly connected. Therefore, reducing the loss rate of power system has become an urgent problem for energy companies to solve. Developing effective methods for line loss reduction evidence and line loss assessment requires careful calculation and analysis of line loss, which ultimately contributes to and guides line loss management.

ABSTRACT: As a management function, organizing deals with activities designed to support the realization of institutional goals and plans, performed within an organizational structure that serves to connect, direct, manage, and control the activities associated with these plans and goals. Considering the extensive scope of landscape architecture, it is necessary for organizations operating in this field to focus on management and organization issues (which have ecological, architectural, economic, and social dimensions), and their integration with administrative functions to achieve success. In this context, the present study examined the organizing processes of private enterprises operating in the landscape sector, investigated the differences among them, and analyzed the interaction of organization-related aspects. Within this scope, the research focused on evaluating stages of organizing, principles and effects of organizing, organizational relations, and organizational authorities and responsibilities. The province of Istanbul was selected as a case study to consider the specified objectives. Data were collected through questionnaires and then sent through ANOVA and Spearman correlation analyses. The results showed that the main problems affecting these enterprises in terms of organizing were delegation, participative management, and inter-departmental relations. Organizational aims and customer groups were also shown to have an impact on these issues, and the components of the organizing function distinct relationships with one another. This study concluded that adopting a holistic approach in organizational processes and related applications is essential.

Chinese citizens are relatively happy with the state's management of national disasters and emergencies. However, they are increasingly concluding that the state alone cannot manage them. Leveraging the 2018 and 2020 Civic Participation in China Surveys, we find that more educated citizens conclude that the government has a leading role in crisis management, but there is ample room for civil society organisations (CSOs) to act in a complementary fashion. On a slightly diverging path, volunteers who have meaningfully interacted with CSOs are more skeptical than non-volunteers about CSOs’ organisational ability to fulfill this crisis management function. These findings imply that the political legitimacy of the Communist Party of China is not challenged by allowing CSOs a greater role in crisis management.

Planning is needed by various forms of organization, because this planning is the basic process of management in making decisions and actions. Planning is needed in any type of activity, whether it be organizational, corporate or community activities, and planning exists in every management function, because these functions can only carry out the decisions that have been determined in the planning. This article aims to explain the importance of planning in the Islamic education system. The results show that in management, planning is the process of defining organizational goals, creating strategies to achieve those goals, and developing organizational work activity plans. Planning is the most important process of all management functions because without planning the other functions of organizing, directing, and controlling will not be able to run. Good planning will result in good management. It is better to take decisions and actions in various forms of organization using the basic management process in the form of planning. In a plan, it is necessary to pay attention to the nature of a good plan to achieve the desired results.

The quality assurance program has 3 components, namely standards, accreditation and continuous quality improvement using the management cycle in order to maintain and or improve quality. However, the weakness of the quality assurance system due to the application of standards has not become a culture for internal customers in carrying out services in accordance with service indicators set by the quality team at the time of accreditation. The purpose of the study was to analyze the performance of the Quality Team at the Binjai City Health Center in 2021. The research design used was qualitative with a descriptive approach. The research informants were 8 main informants and 2 additional informants. Data collection methods are primary, secondary and tertiary data. Data collection techniques were carried out by means of in-depth interviews and documentation. Data analysis techniques in this study are reduction, display and conclusion or verification. The results showed that education was not in accordance with the main duties and functions, lack of understanding of quality assurance, facility resources were optimal, the leadership style of the head of the puskesmas was not in accordance with the management function of the puskesmas, the team perceived that they were carrying out their duties in accordance with their main functions, the attitude of not wanting to make changes, limited human resources education, lack of continuous training, lack of teamwork, attention, two-way communication, and the absence of a post-accreditation mentoring team.

This study aims to determine how the role and function of Public Relations in LKBN ANTARA Bureau Lampung in maintaining a positive image in the eyes of the public. In order to examine this research, the author uses descriptive qualitative research methods with data collection in the form of interviews, documentation and literature. The subject of this research is Public Relations practitioners in LKBN Anatara Lampung bureau. This study looks at the impact of technological advances that have disrupted conventional mass media, so that news channels are now converged into online channels. However, due to the convenience offered by online media, the information submitted cannot be filtered properly. The amount of information that is anonymous has resulted in the largest number of hoax news in online media. This reduces the credibility of an online news portal in the eyes of the public. Even some people doubt the accuracy of the news available on online channels. Public Relations at LKBN ANTARA Bureau Lampung acts as a Communication Technician, Communication Facilitator and Problem Solving Facilitator. And Public Relations here also acts as a management function and communication function.

Public relations, an important element of the media society, is a management function which helps establish and nurture the links of mutual communication, understanding, acceptance and cooperation between the organization and the surrounding public. The development of the public relations profession is commonly seen as a progressive evolution from unsophisticated and unethical early practice to the planned, strategic, ethical campaigns of the modern age. However, when discussing the practice of public relations in the XXI century, there are certain doubts, or rather, ethical conflicts. Being the key moral principle and the fundamental philosophical concept, truth should be the goal of every relationship and communication. However, in the public relations practice, truth is occasionally suppressed due to its partial placement. The process of communication itself functions to a significant extent through the mass media, and the violation of ethics in that respect is the trade in media space, which is a difficult form of violation of the philosophy of morality. The main purpose of this paper is to provide an overview of ethics and its development in public relations. This paper analyzes the ethics of public relations as a self-regulation platform for this profession. The application of ethical theories based on utilitarian and deontological approaches has also been discussed. In addition, codes of ethics applied in the PR profession are presented, as well as examples of unethical actions in the public relations profession.

With the rapid development of the economy, the integration of corporate strategic management and human resource management has become an issue of concern. This research mainly discusses the role of intelligent communication management terminal in the construction of human resource management mode. In this research, the system development process of this research mainly uses the class library in the software architecture layer to support the software development process. The main development language of Android, JAVA, is to install the Android Develop Tools plug-in on eclipse and install the Android SDK in the computer operating system to build the Android development environment. The development and application of the system not only make the enterprise managers more convenient and efficient in the process of managing the enterprise but also smooth the operation of the enterprise while reducing the human resource investment and also gives the employees more right to know and the right to participate in the enterprise construction. By creating more value while reducing human resource input, enterprises will enable it to obtain more benefits, and thus enter a cycle of good development and contribute to society. The system has the functions of personnel management, recruitment management, attendance management, training management, work management, and salary management. The recruitment management function of the system is mainly composed of recruitment plan management, recruitment information management, and talent pool. In the system’s recruitment plan management function, important information such as the recruitment part, the number of recruits, personnel requirements, and the specific arrival time of the personnel must be clarified. The personnel in charge of the enterprise personnel department shall conduct corresponding regulations according to the specific needs of the enterprise and shall be experienced by the personnel department. The review is carried out, and all parts of the enterprise are coordinated and completed at the same time. In the platform performance test, when the number of concurrent users reaches 50000, the request time is about 6 seconds, which meets the requirement that the response time of 10000 people per second is less than 10 seconds. This research puts forward suggestions and countermeasures for the optimization of human resource management, which can not only improve the efficiency of Y company’s human resource management but also provide useful reference and reference for other enterprises facing the same problem.

Abstract Textiles with heat management function have good effects on improving human comfort during sport. However, it is still a great challenge to endow textiles with responsiveness to external environmental changes. Herein, we developed an intelligent temperature-regulating cotton textile with multiple heat transfer capability by a two-step method. Firstly, hydroxylated boron nitride (BN-OH) nanosheet dispersion liquid was prepared using a two-step ultrasonic-alkali treatment. Subsequently, enzymatic graft polymerization of N-isopropyl acrylamide (NIPAM) onto cotton fibers were performed using horseradish peroxidase (HRP). The composite cotton fabric, containing entrapped BN-OH exhibits unique temperature-regulating ability, and the thermal diffusivities in vertical and parallel directions reach 1.2 and 1.7 times of the untreated, respectively. This can be attributed to the temperature responsiveness of poly-NIPAM (PNIPAM) and the increase in the packing density of the thermal conductive nanosheets at high temperatures. Meanwhile, the PNIPAM covering the fiber surfaces slowly expands at low temperatures, accordingly minishes the gap sizes between fabric yarns and endows the fabric with improved heat preservation effects. The present work provides a facile and green strategy for developing the intelligent textiles with ambient temperature self-response ability.
