Cultural Resource Analysts, Inc., personnel completed a records review and cultural resource survey for the proposed expansion of the existing Six Mile Boat Ramp in Sabine County, Texas. This work was performed to assist the Sabine River Authority of Texas in complying with Section 106 of the National Historic Preservation Act of 1966 (Public Law 89-665, 16 U.S.C. 470h-2) as an applicant for a Section 404 Clean Water Act Permit from the US Army Corps of Engineers, and the provisions of the Texas Administrative Code regarding archaeological resources on public lands. The Texas Administrative Code requires review of projects on state-owned lands by the Texas Antiquities Commission. The Sabine River Authority of Texas is considered a political subdivision of the State of Texas, and therefore it has a responsibility to provide the Texas Antiquities Commission an opportunity to review projects that may affect potential or designated archaeological sites. This project was performed under Texas Antiquities Permit (No. 9155). All work was performed pursuant to the guidelines published by the Council of Texas Archeologists and adopted by the Texas Historical Commission, and this report was prepared following the short report format in the Guidelines for Cultural Resource Management Reports published by the Council of Texas Archeologists. The current proposed project includes the expansion of the Six Mile Boat Ramp on the Toledo Bend Reservoir in Sabine County, Texas. The proposed development includes the addition of a handicap-accessible floating boat ramp, the clearing of approximately 0.4 ha (1.0 acre) of trees, the construction of a parking area, the addition of a vault toilet, the addition of two tables on concrete platforms, and the clearing of trees along the shoreline to provide an enhanced scenic view. In order to provide some flexibility in siting these facilities, the direct and visual areas of potential effect for this project were within a polygon adhering on its southern and western boundaries to the property line, and roughly buffered to the north and east by the existing shoreline of the Toledo Bend Reservoir. It is estimated that the area of potential effect for this project measures 1.2 ha (3.0 acres), of which approximately 0.9 ha (2.2 acres) could be surveyed, excluding paved surfaces. The records review for this project was conducted on October 18, 2019, prior to the commencement of the field survey, to identify cultural resources or cultural resource investigations previously documented within the area. This file search utilized online files maintained by the Texas Archaeological Research Laboratory at the University of Texas. Additionally, historic maps were examined to identify the locations of any potential historic archaeological sites. The records review indicated that one previously documented site, 41SB58, was located within approximately 50 m (164 ft) to the north of the proposed project area. Additionally, one historic structure was depicted within the project area on historic mapping. Fieldwork was conducted on November 19, 2019, and was completed in 11.5 person hours. The project area was systematically investigated by pedestrian survey and screened shovel tests spaced at a 30 m (98 ft) interval on pedestrian transects spaced at 30 m. The fieldwork for this project resulted in one newly recorded isolated find that is not eligible for designation as a Texas State Archeological Landmark or for listing in the National Register of Historic Places. Based on the findings of this work, it is recommended that the project area be considered cleared from a cultural resource perspective.

This report summarizes the results of a cultural resources survey by Gray & Pape, Inc. of an approximately 14.8-hectare (36.6-acre) property in Fort Bend County, Texas, planned for a bank stabilization project on behalf of their client, Berg-Oliver Associates, Inc. The goals of the survey were to determine if the proposed project would affect any previously identified archaeological sites as defined by Section 106 of the National Historic Preservation Act of 1966, as amended (36 CFR 800), and to establish whether or not previously unidentified buried archaeological resources were located within the project’s Area of Potential Effect. Portions of the project are on property owned by Fort Bend County Municipal Utility District Number 121, political subdivisions of the state, as such, a Texas Antiquities Permit (Permit Number 8734) was required prior to the commencement of fieldwork. All fieldwork and reporting activities were completed with reference to state (the Antiquities Code of Texas) and federal guidelines. Prior to fieldwork mobilization, a background literature and site file search were conducted to identify the presence of recorded sites and previous cultural resource surveys within or near the project area. The search indicated that no previously identified archaeological sites, cemeteries, historic markers, or National Register properties are located within the project area. The same research identified that eight previous cultural resource surveys had been conducted within the study radius of the project area, one of which overlapped with the current project area. In addition, 14 previously recorded archaeological sites are located within the study radius, none of which are located within or immediately adjacent to the current project area. Field investigations were carried out in two mobilizations in January and December 2019 and consisted of a combination of pedestrian survey and subsurface testing, resulting in the excavation of 32 shovel tests. Five planned tests were left unexcavated due to inundation, and eight planned tests were left unexcavated due to significant surface disturbance. All shovel tests were negative for cultural resource material and no historic-age resources were identified during survey. After a revised scope of work was submitted to the Texas Historical Commission, investigation of deeply buried soils took place tandem with construction by regular monitoring of construction excavation. When the construction schedule allowed, traditional deep testing, by means of mechanical excavation, was carried out in five of six areas anticipated to have deep impacts from the proposed bank stabilization project. A total of 22 trenches were excavated. No buried features or deeply buried paleosols were encountered. Gray & Pape, Inc. archaeologists are of the opinion that the shovel test survey and deep testing completed within the Area of Potential Effects has adequately assessed the potential for surface and near surface intact, significant cultural resources, as well as determining the potential for deeply buried resources or paleosols. No artifacts or cultural features were encountered during the course of the survey, and no new archaeological sites were identified. No negative impacts on any previously identified sites are anticipated from the proposed project. Based on these results, Gray & Pape, Inc. recommends that no further cultural work be required and that the project be cleared to proceed as planned. As required under the provisions of Texas Antiquities Code Permit 8734, all project records are housed at the Center for Archaeological Studies at Texas State University, San Marcos, Texas.

On behalf of VRRSP Consultants, LLC and Central Texas Regional Water Supply Corporation (CTRWSC), SWCA Environmental Consultants (SWCA) conducted cultural resources investigations of the Vista Ridge Regional Water Supply (Vista Ridge) Project in Burleson, Lee, Bastrop, Caldwell, Guadalupe, Comal, and Bexar Counties. The work will involve installation of a 139.45-mile-long, 60-inch-diameter water pipeline from northcentral San Antonio, Bexar County, Texas, to Deanville, Burleson County, Texas. The report details the findings of investigations from June 2015 to December 2015, on the alignment dated December 8, 2015 (December 8th). The Vista Ridge Project is subject to review under Section 106 of the National Historic Preservation Act (54 USC 306108) and its implementing regulations (36 CFR 800), in anticipation of a Nationwide Permit 12 from the U.S. Army Corps of Engineers in accordance with Section 404 of the Clean Water Act. In addition, the work is subject to compliance with the Antiquities Code of Texas under Permit Number 7295, as the Vista Ridge Project will be ultimately owned by a political subdivision of the State of Texas. The cultural resources investigations included a background review and intensive field survey. The background review identified previous investigations, recorded archaeological sites, National Register of Historic Places (NRHP) properties, cemeteries, standing structures, and other known cultural resources within a 0.50-mile radius of the project area. The field investigations conducted from June 2015 through December 2015 assessed all accessible portions of the proposed December 8th alignment as of December 25, 2015. Approximately 101.8 miles of the 139.45-mile alignment has been surveyed. Approximately 24.42 miles were not surveyed based on the results of the background review and extensive disturbances as confirmed by vehicular survey. The remaining 13.23 miles that require survey were either unavailable due to landowner restrictions or part of a newly adopted reroute. SWCA also surveyed additional mileage, which includes rerouted areas that are no longer part of the December 8th alignment. The inventory identified 59 cultural resources, including 52 archaeological sites and seven isolated finds. In addition to newly recorded resources, two previously recorded archaeological sites were revisited, and two cemeteries were documented. Of the 52 newly recorded archaeological sites, seven are recommended for further work or avoidance. Of the two revisited archeological sites, one is recommended for further work or avoidance within the project area. Avoidance is recommended for both documented cemeteries. The resources with undetermined eligibility require additional testing or other avenues of research before SWCA can make a firm recommendation about their eligibility for nomination to the NRHP and designation as State Antiquities Landmarks (SALs). As part of a management strategy, the resources with undetermined eligibility may also be avoided by reroute or boring beneath. The remaining 45 cultural resources are recommended not eligible for inclusion to the NRHP or for designation as SALs and no further cultural resources investigations or avoidance strategies are recommended.

At the request of a private landowner that has property within the boundaries of the proposed Lower Bois d’Arc Creek Reservoir in Fannin County, we completed volunteer archaeological survey investigations on a portion of this tract of private land on July 18, 2015. The proposed Lower Bois d’Arc Creek Reservoir is to be more than 16,500 acres in size; the project sponsor is the North Texas Municipal Water District, and the Tulsa District of the U.S. Army Corps of Engineers is currently reviewing the project sponsor’s application for a Department of the Army permit under Section 404 of the Clean Water Act to construct the reservoir and associated facilities. Although the project area associated with the proposed reservoir is more than 17,000 acres, only 5,000 acres of the proposed project have received an archaeological survey. Based on consultation between the project sponsor, the Texas Historical Commission, and the Tulsa District, the remainder of the project area will apparently not receive archaeological survey investigations. The private lands we have investigated along Bois d’Arc Creek in the proposed reservoir area have not been examined previously by a professional archaeological survey team; these lands will be inundated by the flood pool of the reservoir as currently proposed. The landowner had contacted the Tulsa District in 2008 to inform them that there were archaeological sites on the property, but the Tulsa District has yet to follow up on that information.

BOB Hydrographics, LLC conducted a marine geophysical survey and archaeological assessment of a proposed construction access channel in Galveston County, on behalf of HDR Engineering, Inc. A proposed 25-acre bay access channel would cross portions of State Mineral Lease Tracts, West Bay 59, 65 and 66 in West Galveston Bay. The channel would provide construction access to build a breakwater for the Galveston Island State Park Marsh Protection and Restoration Project, sponsored by the General Land Office. An archaeological survey was requested by the U.S. Army Corps of Engineers, Galveston District, based on their review of Permit Application SWG-1998-02298. Consultation between the Texas Historical Commission and the Galveston District concluded that archaeological survey only would be required for the channel providing access from the bay to the island and not for areas adjacent and including the proposed breakwaters. The area of potential effect encompasses 70 acres, including a 50-meter buffer mandated by the Texas Historical Commission around the proposed channel. A review of cultural background determined that 1 marine archaeological investigation and, at least, 1 wreck have been reported within 3 miles of the survey area. BOB completed a marine geophysical survey on May 9, 2019 under Texas Antiquities Permit 8906. A total of 140 acres was surveyed to provide options for adjusting the route if necessary. Water depth at the time of the survey ranged from 4 to 9 feet. BOB assessed all geophysical data to locate archaeological sites potentially affected by construction of the access channel. No artifacts were collected during the survey. No significant geophysical targets were discovered that might be potentially eligible for the State Antiquities Landmark or for the National Register of Historic Places. BOB recommends cultural resource clearance for all areas surveyed, provided that a THC-mandated 50-meter buffer is honored around the perimeter of the survey area. This study was completed in compliance with Section 106 of the National Historic Preservation Act (Public Law 89-665; 16 U.S.C. 470) and the Antiquities Code of Texas (Texas Natural Resource Code, Title 9, Chapter 191). The minimum reporting and survey requirements for marine archaeological studies conducted under a Texas Antiquities Permit are mandated by The Texas Administrative Code, Title 13, Part 2, Chapters 26 and 28, respectively. Project records are curated at the Center for Archaeological Studies at Texas State University in San Marcos.


Between 19 October and 11 November 2015, SEARCH conducted National Register of Historic Places (NRHP) eligibility determinations at previously recorded archaeological sites at Wright Patman Lake in Bowie and Cass Counties, Texas. This project was conducted under Contract W912HY‐11‐D‐0002, Task Order 0006 between the US Army Corps of Engineers (USACE), Fort Worth District, and SEARCH.

In March 2020, an intensive cultural resources survey of the proposed Moore Park athletic complex in Plano, Collin County, Texas was completed in order to inventory all cultural resources. The project parcel currently lies within an open field at the southwest corner of the intersection of Chaparral Road and Cottonwood Creek. It is bounded by Chaparral Road on the north, Cottonwood Creek to the east, Bright Star Way on the south, and Cloverhaven Way on the west in a densely residential developed area. A North Texas Municipal Water District building is located in the far northwestern corner near Cottonwood Creek. The archeological area of potential effects (APE) covers an area of approximately 103 acres (42 hectares). Because the project is owned and funded by the City of Plano, a political subdivision of the State of Texas, the project is subject to the Antiquities Code of Texas (9 Texas Natural Resources Code [TNRC] 191), which requires consideration of effects on properties designated as—or eligible to be designated as—State Antiquity Landmarks (SALs), which includes archeological resources. The survey was carried out for the City of Plano, Parks and Recreation under Texas Antiquities Permit 9334 by Brett Lang (Project Archeologist) of Cox|McLain Environmental Consulting, Inc. (CMEC). Melissa M. Green was the Principal Investigator. The parcel is situated on an upper terrace above Cottonwood Creek. From the western boundary, an unnamed tributary of Cottonwood Creek flows from the northwest corner to the southwest corner of the project parcel (as the terrace slopes southeastward) into Cottonwood Creek approximately 860 meters or 2821.5 feet away. Cottonwood Creek parallels the eastern boundary of the APE. Ground surfaces within the project area parcel were mostly covered in short, ankle-high prairie grasses used for active cattle grazing allowing for some limited visibility ranging from 20 to 50 percent. A densely wooded section was observed along the eastern boundary and along part of the tributary, allowing for 30 to 80 percent ground visibility. In all, 19 shovel test units were excavated judgmentally across the project area, of which none contained cultural materials. All materials (notes, photographs, administrative documents, and other project data) generated from this work will be housed at the Center for Archeological Studies at Texas State University at San Marcos, where they will be made permanently available to future researchers per 13 Texas Administrative Code 26.16-17. If any unanticipated cultural materials or deposits are found at any stage of clearing, preparation, or construction, the work should cease and Texas Historical Commission personnel should be notified immediately. The Texas Historical Commission concurred with the findings and recommendations of this report on 8 May 2020.

AbstractPotential benefits in applying polypropylene fiber to stabilize expansive soils and cement treated bases is already been reported in previous studies. So a critical need exists to incorporate the use of fiber into the Texas Department of Transportation’s (TxDOT’s) Guidelines for Modification and Stabilization of Soils and Base for Use in Pavement Structures. The present paper discusses the results collected from the first experimental test section on FM897 in the TxDOT Paris District. Three 500-ft (152.4m) test sections were constructed with 2 percent cement on FM897 in February 2020 in the north bound lane loaded truck direction which includes a new sandstone base, full depth reclamation (FDR), and control. However, only the new sandstone base and FDR sections were built with fiber. In this project, two types of fibers were used —(a) fibrillated fiber Fibermesh300, and (b) macro-synthetic fiber Enduro 600. The surface and base layers from the new sandstone base section were removed and used for the edge widening area of the FDR and control sections. Based on the laboratory tests, the optimum fiber contents were found to be 0.6 percent and 0.4 percent for a new sandstone base and FDR, respectively. The laboratory Unconfine Compression Strength (UCS) results showed significant improvements (<112.36 percent) when fibers were added to the sandstone base. To have better control, fiber and cement were manually distributed, following the US Army Corps of Engineers’ recommendations. Becaus e of unexpected construction equipment failure that caused compaction delays of approximately 5 hours, cement was in contact with moisture for approximately 5 hours before compaction. UCS results showed an approximate 55 percent reduction when there was a 5-hour delay from the time water was introduced (resulting in the start of the hydration process) until the time of compaction. It indicated that there are detrimental effects on UCS if there is delay on compaction. There were significant reductions on the normalized W1 deflections at 5 months after construction. In particular, the FDR and new sandstone base sections (with fiber) experienced over 52 percent reduction as compared to 1 week after construction FWD data. Furthermore, the averaged W1 deflections were lower than before construction for both FDR and new sandstone base sections (with fiber). This indicates that there were rapid increases in structural capacity and significant strength developed in the fiber sections between 1 week and 5 months. Further research is needed to explain the mechanism and phenomena.

This article analyzes the Bolton Collection of 1384 lithic artifacts, including dart and spear points from the Paleoindian through the Woodland periods. The analysis places the points in the sequence used by Perttula. The points are compared with those from the middle Sabine River basin counties as well as the analysis of the Archaic points of the Cypress Creek drainage basin. In addition, the Archaic and Woodland population density of Camp County based on the proportional frequency of projectile points of known age is compared with that of the middle Sabine River basin counties and the Cypress Basin. Additional comparisons are made with archaeological sites in the Post Oak Savanna to the north and west and in the Blackland Prairie to the west.

In the winter of 2003, the junior author completed archaeological survey investigations of a small area of the Sabine River valley in northeastern Smith County in the East Texas Pineywoods. The work consisted of limited surface collections and shovel tests, and four archaeological sites were found during the work. The sites are about 2.4-3.0 km south-southwest of the Early Caddo period Boxed Spring mound site (41UR30) on the north side of the Sabine River. Two of the archaeological sites (41SM307 and 41SM308) are situated on alluvial landforms in the Sabine River valley at elevations of ca. 280-290 ft. amsl. The other two (41SM309 and 41SM310) are on upland landforms at elevations of 310 ft. amsl and 350 ft. amsl, respectively.
