At the request of a private landowner that has property within the boundaries of the proposed Lower Bois d’Arc Creek Reservoir in Fannin County, we completed volunteer archaeological survey investigations on a portion of this tract of private land on July 18, 2015. The proposed Lower Bois d’Arc Creek Reservoir is to be more than 16,500 acres in size; the project sponsor is the North Texas Municipal Water District, and the Tulsa District of the U.S. Army Corps of Engineers is currently reviewing the project sponsor’s application for a Department of the Army permit under Section 404 of the Clean Water Act to construct the reservoir and associated facilities. Although the project area associated with the proposed reservoir is more than 17,000 acres, only 5,000 acres of the proposed project have received an archaeological survey. Based on consultation between the project sponsor, the Texas Historical Commission, and the Tulsa District, the remainder of the project area will apparently not receive archaeological survey investigations. The private lands we have investigated along Bois d’Arc Creek in the proposed reservoir area have not been examined previously by a professional archaeological survey team; these lands will be inundated by the flood pool of the reservoir as currently proposed. The landowner had contacted the Tulsa District in 2008 to inform them that there were archaeological sites on the property, but the Tulsa District has yet to follow up on that information.

In March 2020, an intensive cultural resources survey of the proposed Moore Park athletic complex in Plano, Collin County, Texas was completed in order to inventory all cultural resources. The project parcel currently lies within an open field at the southwest corner of the intersection of Chaparral Road and Cottonwood Creek. It is bounded by Chaparral Road on the north, Cottonwood Creek to the east, Bright Star Way on the south, and Cloverhaven Way on the west in a densely residential developed area. A North Texas Municipal Water District building is located in the far northwestern corner near Cottonwood Creek. The archeological area of potential effects (APE) covers an area of approximately 103 acres (42 hectares). Because the project is owned and funded by the City of Plano, a political subdivision of the State of Texas, the project is subject to the Antiquities Code of Texas (9 Texas Natural Resources Code [TNRC] 191), which requires consideration of effects on properties designated as—or eligible to be designated as—State Antiquity Landmarks (SALs), which includes archeological resources. The survey was carried out for the City of Plano, Parks and Recreation under Texas Antiquities Permit 9334 by Brett Lang (Project Archeologist) of Cox|McLain Environmental Consulting, Inc. (CMEC). Melissa M. Green was the Principal Investigator. The parcel is situated on an upper terrace above Cottonwood Creek. From the western boundary, an unnamed tributary of Cottonwood Creek flows from the northwest corner to the southwest corner of the project parcel (as the terrace slopes southeastward) into Cottonwood Creek approximately 860 meters or 2821.5 feet away. Cottonwood Creek parallels the eastern boundary of the APE. Ground surfaces within the project area parcel were mostly covered in short, ankle-high prairie grasses used for active cattle grazing allowing for some limited visibility ranging from 20 to 50 percent. A densely wooded section was observed along the eastern boundary and along part of the tributary, allowing for 30 to 80 percent ground visibility. In all, 19 shovel test units were excavated judgmentally across the project area, of which none contained cultural materials. All materials (notes, photographs, administrative documents, and other project data) generated from this work will be housed at the Center for Archeological Studies at Texas State University at San Marcos, where they will be made permanently available to future researchers per 13 Texas Administrative Code 26.16-17. If any unanticipated cultural materials or deposits are found at any stage of clearing, preparation, or construction, the work should cease and Texas Historical Commission personnel should be notified immediately. The Texas Historical Commission concurred with the findings and recommendations of this report on 8 May 2020.

Cultural Resource Analysts, Inc., personnel completed a records review and cultural resource survey for the proposed expansion of the existing Six Mile Boat Ramp in Sabine County, Texas. This work was performed to assist the Sabine River Authority of Texas in complying with Section 106 of the National Historic Preservation Act of 1966 (Public Law 89-665, 16 U.S.C. 470h-2) as an applicant for a Section 404 Clean Water Act Permit from the US Army Corps of Engineers, and the provisions of the Texas Administrative Code regarding archaeological resources on public lands. The Texas Administrative Code requires review of projects on state-owned lands by the Texas Antiquities Commission. The Sabine River Authority of Texas is considered a political subdivision of the State of Texas, and therefore it has a responsibility to provide the Texas Antiquities Commission an opportunity to review projects that may affect potential or designated archaeological sites. This project was performed under Texas Antiquities Permit (No. 9155). All work was performed pursuant to the guidelines published by the Council of Texas Archeologists and adopted by the Texas Historical Commission, and this report was prepared following the short report format in the Guidelines for Cultural Resource Management Reports published by the Council of Texas Archeologists. The current proposed project includes the expansion of the Six Mile Boat Ramp on the Toledo Bend Reservoir in Sabine County, Texas. The proposed development includes the addition of a handicap-accessible floating boat ramp, the clearing of approximately 0.4 ha (1.0 acre) of trees, the construction of a parking area, the addition of a vault toilet, the addition of two tables on concrete platforms, and the clearing of trees along the shoreline to provide an enhanced scenic view. In order to provide some flexibility in siting these facilities, the direct and visual areas of potential effect for this project were within a polygon adhering on its southern and western boundaries to the property line, and roughly buffered to the north and east by the existing shoreline of the Toledo Bend Reservoir. It is estimated that the area of potential effect for this project measures 1.2 ha (3.0 acres), of which approximately 0.9 ha (2.2 acres) could be surveyed, excluding paved surfaces. The records review for this project was conducted on October 18, 2019, prior to the commencement of the field survey, to identify cultural resources or cultural resource investigations previously documented within the area. This file search utilized online files maintained by the Texas Archaeological Research Laboratory at the University of Texas. Additionally, historic maps were examined to identify the locations of any potential historic archaeological sites. The records review indicated that one previously documented site, 41SB58, was located within approximately 50 m (164 ft) to the north of the proposed project area. Additionally, one historic structure was depicted within the project area on historic mapping. Fieldwork was conducted on November 19, 2019, and was completed in 11.5 person hours. The project area was systematically investigated by pedestrian survey and screened shovel tests spaced at a 30 m (98 ft) interval on pedestrian transects spaced at 30 m. The fieldwork for this project resulted in one newly recorded isolated find that is not eligible for designation as a Texas State Archeological Landmark or for listing in the National Register of Historic Places. Based on the findings of this work, it is recommended that the project area be considered cleared from a cultural resource perspective.

On behalf of VRRSP Consultants, LLC and Central Texas Regional Water Supply Corporation (CTRWSC), SWCA Environmental Consultants (SWCA) conducted cultural resources investigations of the Vista Ridge Regional Water Supply (Vista Ridge) Project in Burleson, Lee, Bastrop, Caldwell, Guadalupe, Comal, and Bexar Counties. The work will involve installation of a 139.45-mile-long, 60-inch-diameter water pipeline from northcentral San Antonio, Bexar County, Texas, to Deanville, Burleson County, Texas. The report details the findings of investigations from June 2015 to December 2015, on the alignment dated December 8, 2015 (December 8th). The Vista Ridge Project is subject to review under Section 106 of the National Historic Preservation Act (54 USC 306108) and its implementing regulations (36 CFR 800), in anticipation of a Nationwide Permit 12 from the U.S. Army Corps of Engineers in accordance with Section 404 of the Clean Water Act. In addition, the work is subject to compliance with the Antiquities Code of Texas under Permit Number 7295, as the Vista Ridge Project will be ultimately owned by a political subdivision of the State of Texas. The cultural resources investigations included a background review and intensive field survey. The background review identified previous investigations, recorded archaeological sites, National Register of Historic Places (NRHP) properties, cemeteries, standing structures, and other known cultural resources within a 0.50-mile radius of the project area. The field investigations conducted from June 2015 through December 2015 assessed all accessible portions of the proposed December 8th alignment as of December 25, 2015. Approximately 101.8 miles of the 139.45-mile alignment has been surveyed. Approximately 24.42 miles were not surveyed based on the results of the background review and extensive disturbances as confirmed by vehicular survey. The remaining 13.23 miles that require survey were either unavailable due to landowner restrictions or part of a newly adopted reroute. SWCA also surveyed additional mileage, which includes rerouted areas that are no longer part of the December 8th alignment. The inventory identified 59 cultural resources, including 52 archaeological sites and seven isolated finds. In addition to newly recorded resources, two previously recorded archaeological sites were revisited, and two cemeteries were documented. Of the 52 newly recorded archaeological sites, seven are recommended for further work or avoidance. Of the two revisited archeological sites, one is recommended for further work or avoidance within the project area. Avoidance is recommended for both documented cemeteries. The resources with undetermined eligibility require additional testing or other avenues of research before SWCA can make a firm recommendation about their eligibility for nomination to the NRHP and designation as State Antiquities Landmarks (SALs). As part of a management strategy, the resources with undetermined eligibility may also be avoided by reroute or boring beneath. The remaining 45 cultural resources are recommended not eligible for inclusion to the NRHP or for designation as SALs and no further cultural resources investigations or avoidance strategies are recommended.

While the Diyala (Kurdish Sirwan) River Valley is storied in Near Eastern archaeology as home to the Oriental Institute's excavations in the 1930s as well as to Robert McC. Adams’ pioneering archaeological survey, The Land Behind Baghdad, the upper reaches of the river valley remain almost unknown to modern scholarship. Yet this region, at the interface between irrigated lowland Mesopotamia and the Zagros highlands to the north and east, has long been hypothesized as central to the origins and development of complex societies. It was hotly contested by Bronze Age imperial powers, and offered one of the principle access routes connecting Mespotamia to the Iranian Plateau and beyond. This paper presents an interim report of the Sirwan Regional Project, a regional archaeological survey undertaken from 2013–2015 in a 4000 square kilometre area between the modern city of Darbandikhan and the plains south of Kalar. Encompassing a wide range of environments, from the rugged uplands of the Zagros front ranges to the rich irrigated basins of the Middle Diyala, the project has already discovered a wealth of previously unknown archaeological sites ranging in date from the Pre-Pottery Neolithic through the modern period. Following an overview of the physical geography of the Upper Diyala/Sirwan, this paper highlights key findings that are beginning to transform our understanding of this historically important but poorly known region.


<em>Abstract</em>—The North Fork Toutle River drains the northwest face of Mount St. Helens to the Cowlitz River, a major tributary of the Columbia River in southwestern Washington. In response to the 1980 eruption of Mount St. Helens, the U.S. Army Corps of Engineers constructed a sediment retention structure (SRS) in the North Fork Toutle River watershed to reduce the transport of fine sediment to the lower Cowlitz and Columbia River systems. The SRS was built without fish passage facilities and currently presents a significant barrier to migrating adult salmonids. To facilitate passage of coho salmon <em>Oncorhynchus kisutch </em>and steelhead <em>O. mykiss </em>to the upper watershed, a fish collection facility (FCF) was constructed 1.5 km downstream of the SRS, where fish are currently captured and transported to tributaries upstream of the SRS. We used radio telemetry to evaluate the movement of adult coho salmon and steelhead in the North Fork Toutle River in 2005 and 2006. A total of 40 coho and 42 steelhead were released from four different release sites in varied proportions. Release sites included the FCF, the SRS, and Alder Creek and Hoffstadt Creek, both North Fork Toutle River tributaries upstream of the SRS. Results from this research effort suggest that (1) unlike adult coho, adult steelhead are able to ascend the SRS spillway; (2) upstream adult coho and steelhead passage through the sediment plain is possible but may be flow-dependent; (3) adult coho and steelhead released in Alder Creek and Hoffstadt Creek tend to remain within their respective release tributary; and (4) postspawn steelhead emigration is limited. Future research is required to adequately address factors that influence movement of adult coho and steelhead in the upper North Fork Toutle River. The information resulting from this collaborative effort is enabling natural resource managers to determine whether the SRS spillway is a barrier to anadromous fish, to refine existing trap and haul operations, or, if appropriate, to consider modifying the spillway to enable volitional passage by upstream-migrating fish.

AbstractLegislative changes during the 1960s–1970s granted user rights over wildlife to landowners in southern Africa, resulting in a shift from livestock farming to wildlife-based land uses. Few comprehensive assessments of such land uses on private land in southern Africa have been conducted and the associated benefits are not always acknowledged by politicians. Nonetheless, wildlife-based land uses are growing in prevalence on private land. In Namibia wildlife-based land use occurs over c. 287,000 km2. Employment is positively related to income from ecotourism and negatively related to income from livestock. While 87% of meat from livestock is exported ≥ 95% of venison from wildlife-based land uses remains within the country, contributing to food security. Wildlife populations are increasing with expansion of wildlife-based land uses, and private farms contain 21–33 times more wildlife than in protected areas. Because of the popularity of wildlife-based land uses among younger farmers, increasing tourist arrivals and projected impacts of climate change on livestock production, the economic output of wildlife-based land uses will probably soon exceed that of livestock. However, existing policies favour livestock production and are prejudiced against wildlife-based land uses by prohibiting reintroductions of buffalo Syncerus caffer, a key species for tourism and safari hunting, and through subsidies that artificially inflate the profitability of livestock production. Returns from wildlife-based land uses are also limited by the failure to reintroduce other charismatic species, failure to develop fully-integrated conservancies and to integrate black farmers sufficiently.

The Zohreh Prehistoric Project (ZPP), a long-term archaeological research programme focused on the river valley south of the modern city of Behbahan in Khuzestan Province, was launched in April 2015 (Figure 1). The valley, which lies in close proximity to the northern coast of the Persian Gulf, was surveyed extensively during the early 1970s by Hans Nissen from the Oriental Institute of the University of Chicago (Nissen & Redman 1971; Dittmann 1984, 1986). The ZPP aims to develop full-coverage archaeological survey of the valley, focusing on the human landscape over time, mostly in relation to settlement hierarchy and dynamics, modes of production and the emergence of regional centres at the end of the fifth and beginning of the fourth millennia BC. The focal point for the project is the principal site of the Zohreh Valley, known as Tol-e Chega Sofla (39RN1Q22108; the site was previously registered as Chogha Sofla, BZ.71 (Dittmann 1984: 110). We have changed this to reflect its local name. The digital reference is the unique Iranian archaeology map registration number.

Even before FHWA's focus on ecosystem conservation as part of its vital goals, the North Carolina Department of Transportation (NCDOT) had begun to examine how and where compensatory mitigation was being implemented in the state. Over the past 4 years, NCDOT, the North Carolina Department of Environment and Natural Resources, and the U.S. Army Corps of Engineers–Wilmington District have partnered to redesign the mitigation process with one goal in mind: to create a compensatory mitigation program that delivers guaranteed environmental benefits. The result of these efforts is the Ecosystem Enhancement Program (EEP). Instead of focusing on individual highway project impacts, the EEP concept revolves around watershed plans and considers cumulative impacts associated with a given watershed. Accordingly, EEP provides cumulative mitigation for cumulative impacts. It was clear from the start that EEP was going to change fundamentally the goals, approach, and structure of providing mitigation in North Carolina. Although the mitigation experts knew how the mitigation process needed to change, they lacked expertise in how to manage that change. Not surprisingly, this has presented several hurdles that the sponsoring agencies are still trying to scale today. As implementation moves forward, many valuable lessons are being learned, which are laying the groundwork for successful change. This paper describes the origins of the EEP concept, outlines the implementation processes, discusses “change barriers” experienced and lessons learned, and provides an EEP progress report 2 years into the program's implementation.

Preserving endangered species on private land benefits the public, but may confer cost on landowners if property is 'taken.' Government compensation to landowners can offset costs, although the Endangered Species Act does not require compensation. The authors survey private economic incentives for species preservation created by alternative property rights and compensation regimes. Compensation will effect investments in land and the willingness of landowners to collect and impart information about their land's preservation value. The authors also address government incentives and how deadweight costs of compensation will influence design of property rights, and how government's susceptibility to interest group pressure may cause inefficient preservation.
