ABSTRACT When the oil tanker Prestige broke apart and sank off the coast of Spain in November 2002, it joined an infamous line of environmental catastrophes in maritime history. The way in which the Prestige incident unfolded and, in particular, the denial of a place of refuge for the tanker intensified existing pressures on the IMO to finalize and adopt guidelines intended to assist all concerned parties in dealing with similar circumstances. At the 23rd Assembly, the IMO answered by adopting two resolutions on the issue. These resolutions offer excellent planning, preparedness, and response guidelines and a framework for effectively dealing with the next Prestige. The IMO guidelines are compatible with the U.S. National Response System and existing laws designed to protect the environment, public health, and welfare. As such, their implementation requires neither regulation nor significant adjustments to U.S. policy. With few exceptions, the National Response System should assimilate the IMO guidelines. Specifically, Area Committees and Harbor Safety Committees should plow the IMO guidelines into current planning, preparedness, and response activities in order to ensure effective response to places of refuge scenarios. The most critical and urgent issue is to ensure the decisionmaking criteria and process for both allowing and taking a ship in need of assistance to a place of refuge is well developed, agreed upon, and exercised beforehand, so that when the real thing occurs those who need to make the decision know exactly what to do and who to contact. This paper discusses relevant aspects of the National Response System and authorities as they pertain to the IMO guidelines and the role of the U.S. Coast Guard as the federal agency charged with their implementation.

ABSTRACT Responding to a spill of national significance (SONS), such as the 1989 Exxon Valdez spill, requires an augmenting organization to support the local response organization. The U.S. Coast Guard has developed a SONS protocol to be better prepared to respond to these infrequent catastrophic spills. A flag-level Coast Guard officer assumes the role of national incident commander (NIC) and federal on-scene coordinator (OSC), and is supported by a national incident task force (NITF). The major role of the NITF is to develop a national response strategy, acquire response resources and allocate them efficiently, and effectively deal with many peripheral national issues. Unified command concepts have been incorporated into the NITF and its primary organizational elements. In addition, frequent training and exercising is essential to keep the SONS protocol's preparedness at an acceptable level.

ABSTRACT Small-scale and large-scale experiments were performed at the U.S. Environmental Protection Agency's Oil and Hazardous Materials Simulated Environmental Test Tank (OHMSETT) facility to explore the range of conditions in which oil slicks of Prudhoe Bay crude can be burned in broken ice and to determine the efficiencies of such burns. In laboratory experiments, the minimum slick thickness supporting combustion was found to be 2.5 mm on brackish water at temperatures from 2° to 6.5° C. Minimum slick thickness to support combustion on brackish water at temperatures from 18° to 22° C was found to be 2 mm. The wicking agent was found to vary in effectiveness as a burn-enhancing agent. Decreases in burn efficiencies and burn rates were observed with decreasing water temperatures. Four burn tests were performed in the OHMSETT tank with varying ice cover, volume of oil, and wave conditions. The brackish tank water ranged from 3.8° to 7.7° C during testing. One test was performed using lightly weathered (topped) Prudhoe Bay crude oil. Burn effectiveness ranged from 85 to 95 percent by mass. Flame spread rates ranged from 1.3 to 2.4 m/min based on discrete measurements. The slicks were ignited along the downwind edge, and in all tests the flame was not significantly inhibited by the ice from spreading throughout the test area. While collective identifications of diasporic Kurds have attracted considerable scholarly interest, their possible role in familial processes of post-trauma reconstruction has hardly been studied. The aim of this article is therefore to develop an explorative understanding of the deployment and meaning of collective identifications in intimate family contexts by examining the interconnectedness between the transmission of cultural and political belonging and post-trauma meaning-making and coping in Kurdish refugee families. After contextualising diasporic Kurds’ collective identifications through an ethnographic depiction of the Kurdish diasporic community in Belgium, this article reports on findings from a small-scale, exploratory study with five Kurdish refugee families in Belgium. Thematic analysis of family and parent interviews indicates how cultural and political identifications may operate as sources of (1) dealing with cultural bereavement and loss; (2) commemorating trauma; and (3) reversing versus reiterating trauma. The historical context in which the State Plan for Electrification of Russia (GOELRO) was developed, establishment of the GOELRO Commission, the GOELRO Plan content, the specific features of its implementation, and the role of the plan in the soviet period of Russia’s history are considered. Attention is paid to the electrification plants of other countries and territories of all inhabited continents, and to the participation of states in the electrification of countries and regions with small-scale and agricultural production in the 1920 s. The specific features pertinent to the electrification of the Russian Socialist Federative Soviet Republic are pointed out, namely, low starting conditions (in 1923, the energy consumption per capita in Russia was 100 times lower than that in Norway), its being state-owned in nature and revolutionary in its purpose: to get done with the main upheavals in the country and to shift the national economy for fore efficient production. The role of V.I. Lenin and G.M. Krzhizhanovsky, who were the initiators of the electrification of Russia, is analyzed in detail. A conclusion is drawn about the need to study both the GOELRO Plan itself and the specific features and circumstances of its implementation within the framework of training modern specialists in electrical engineering.
