The historical context in which the State Plan for Electrification of Russia (GOELRO) was developed, establishment of the GOELRO Commission, the GOELRO Plan content, the specific features of its implementation, and the role of the plan in the soviet period of Russia’s history are considered. Attention is paid to the electrification plants of other countries and territories of all inhabited continents, and to the participation of states in the electrification of countries and regions with small-scale and agricultural production in the 1920 s. The specific features pertinent to the electrification of the Russian Socialist Federative Soviet Republic are pointed out, namely, low starting conditions (in 1923, the energy consumption per capita in Russia was 100 times lower than that in Norway), its being state-owned in nature and revolutionary in its purpose: to get done with the main upheavals in the country and to shift the national economy for fore efficient production. The role of V.I. Lenin and G.M. Krzhizhanovsky, who were the initiators of the electrification of Russia, is analyzed in detail. A conclusion is drawn about the need to study both the GOELRO Plan itself and the specific features and circumstances of its implementation within the framework of training modern specialists in electrical engineering.

IntroductionRussia has one of the highest alcoholism (alcohol dependence) and alcoholic psychoses incidence/prevalence rates in Europe, which may be explained by high overall population drinking and prevalence of irregular heavy drinking of vodka. The role of binge drinking in modifying the effect of alcohol on the risk of alcoholic psychoses in Russia has been emphasized in clinical and aggregate-level studies.AimsThe present study aims to examine the phenomenon of dramatic fluctuations in alcoholism and alcoholic psychoses rates in Russia during the late Soviet (1970–1991) to post-Soviet period (1992–2015).MethodTo examine the relation between changes in the sales of alcohol and alcoholism/alcoholic psychoses incidence/prevalence rates across the study period a time-series analysis was performed.ResultsAccording to the results, alcohol sales is a statistically significant associated with alcoholic psychoses incidence/prevalence rates, implying that a 1 litre increase in per capita alcohol sales is associated with an increase in the alcoholic psychoses incidence/prevalence rates of 17.6% and 14.0% correspondingly. The association between alcohol sales per capita and alcoholism incidence/prevalence rates was also positive, but statistically not significant.ConclusionThese findings suggest that the alcoholic psychoses incidence/prevalence rates are the reliable indicators of alcohol-related problems at the population level. The outcomes of this study also provide indirect support for the hypothesis that the dramatic fluctuations in the alcoholic psychoses incidence/prevalence rates in Russia during the last decades were related to the availability/affordability of alcohol.Disclosure of interestThe author has not supplied his/her declaration of competing interest.

In recent years the Republic of Moldova has implemented a set of reforms in order to increase the efficiency of agricultural production. The main purpose of this paper is to highlight economic advantages and disadvantages of large and small scale farms, and also to focus on the multidimensional role of the small scale farming for rural areas. The methodology used in the article is based on analysis of statistical data, as well as on results of relevant qualitative and quantitative surveys. The main expected results of this paper lay in the proposals of ways in which agriculture can make a contribution to the vibrancy of rural communities from the Republic of Moldova.

The article deals with the economic growth in different scale economies, namely, resource-abundant and resource–driven countries and chances for the conversion of the latter into the knowledge-based mode of development. The paper deals with two problems 1) economic growth in different groups of the small-scale countries of the world economy through the estimate of the historical context ; 2) dynamics of the assessment in small and large transit economies.The goal of the article is to promote the idea of the resource-rich economies which find themselves at different stages of overcoming transitivity from the curse to the blessing type of economic growth. The hypothesis of the article is that sustainable economic development and continuous economic growth in transit economies could be achieved by means of the formation of the rent capitalism model in the large resource-rich countries. The methods used in the article are analysissynthesis, historical and logical methods of investigation, methods of international comparisons. The main conclusion of the article is that due to the formation of rent capitalism model growing gigantic countries play a predominant role in the world economy and in the global financial markets gaining the role of the savior during the expansion of the global financial crisis.

However, irrigation practice is poor in Ethiopia, increases agricultural production and productivity. The study was conducted in Haramaya district, Eastern Ethiopia. The object of this study is to see contribution of small scale irrigation towards increasing agricultural production, and identify the factors that affecting the use of small scale irrigation. From the district, three peasant associations were purposively selected each from different agro ecological classifications. Sampling size of 116 households was interviewed and Secondary data were also collected from the office. Three different types of irrigation were identified; Surface irrigation type using furrow method of irrigation is the most common irrigation type in the study area, which accounts about 66.5%. The study indicated that, water scarcity, lack improved seed, and disease outbreak and drought were among the major constraints of irrigation practices in the study area. Therefore practicing water harvesting and supplying improved technologies provide extended service regularly for farmers should be practiced in the future.

While collective identifications of diasporic Kurds have attracted considerable scholarly interest, their possible role in familial processes of post-trauma reconstruction has hardly been studied. The aim of this article is therefore to develop an explorative understanding of the deployment and meaning of collective identifications in intimate family contexts by examining the interconnectedness between the transmission of cultural and political belonging and post-trauma meaning-making and coping in Kurdish refugee families. After contextualising diasporic Kurds’ collective identifications through an ethnographic depiction of the Kurdish diasporic community in Belgium, this article reports on findings from a small-scale, exploratory study with five Kurdish refugee families in Belgium. Thematic analysis of family and parent interviews indicates how cultural and political identifications may operate as sources of (1) dealing with cultural bereavement and loss; (2) commemorating trauma; and (3) reversing versus reiterating trauma. In Vietnam, the construction of hydropower projects has contributed significantly in the cause of industrialization and modernization of the country. The place where hydropower projects are built is mostly inhabited by ethnic minorities - communities that rely primarily on land, a very important source of livelihood security. In the context of the lack of common productive land in resettlement areas, the orientation for agricultural production is to promote indigenous knowledge combined with increasing scientific and technical application; shifting from small-scale production practices to large-scale commodity production. However, the research results of this article show that many obstacles in the transition process are being posed such as limitations on natural resources, traditional production thinking or the suitability and effectiveness of scientific - technical application models. When agricultural production does not ensure food security, a number of implications for people’s lives are increasingly evident, such as poverty, preserving cultural identity, social relations and resource protection. Since then, it has set the role of the State in researching and building appropriate agricultural production models to exploit local strengths and ensure sustainability.

This work focuses on a compared analysis of the South Afri- can decision related to the “peace and reconciliation act” of this country’s Parliament, and the Colombian decision regarding the amendment of the constitution called “The juridical framework for the peace.” Turning to the structure, it is developed in three major topics: 1. It provides a brief of the historical context, political background and an overview of the two decisions.2. It gives a structural analysis of the powers that each Court has and the nature of the constitutional mechanism through which both Courts decided the constitutionality of the said norms 3. It presents a critical analysis on the similarities and differences between the two systems and judgments. It presents some con- clusions.

The author of the publication reviews the photobook “Palimpsests”, published in 2018 in the publishing house “Ad Marginem Press” with the support of the Heinrich Böll Foundation. The book presents photos of post-Soviet cities taken by M. Sher. Preface, the author of which is the coordinator of the “Democracy” program of the Heinrich Böll Foundation in Russia N. Fatykhova, as well as articles by M. Trudolyubov and K. Bush, which accompany these photos, contain explanation of the peculiarities of urban space formation and patterns of its habitation in the Soviet Union times and in the post-Soviet period. The author of the publication highly appreciates the publication under review. Analyzing the photographic works of M. Sher and their interpretation undertaken in the articles, the author of the publication agrees with the main conclusions of N. Fatykhova, M. Trudolyubov and K. Bush with regards to the importance of the role of the state in the processes of urban development and urbanization in the Soviet and post-Soviet space, but points out that the second factor that has a key influence on these processes is ownership relations. The paper positively assesses the approach proposed by the authors of the photobook to the study of the post-Soviet city as an architectural and landscape palimpsest consisting mainly of two layers, “socialist” and “capitalist”. The author of the publication specifically emphasizes the importance of analyzing the archetypal component of this palimpsest, pointing out that the articles published in the reviewed book do not pay sufficient attention to this issue. Particular importance is attributed by the author to the issue of metageography of post-Soviet cities and meta-geographical approach to their exploration. Emphasizing that the urban palimpsest is a system of realities, each in turn including a multitude of ideas, meanings, symbols, and interpretations, the author points out that the photobook “Palimpsests” is actually an invitation to a scientific game with space, which should start a new direction in the study of post-Soviet urban space.

The figurativeness of basic, background and metaphorical terms is described. The semantic structure of the image of the basic term «style» is analyzed, figurative paradigms of the concepts Language, Speech and Style are revealed. The article shows the relationship between scientific thinking and metaphorical style, the role of sustainable cognitive metaphors in the creation, storage and transfer of pragmatic information and the creation of a cultural and historical context.

This paper explores the reasons why artificial or mineral sources of nitrogen, which were more readily available in Britain than in other European countries, were only slowly adopted by farmers in the decades prior to and during the First World War. It considers why nitrogen in the form of sulphate of ammonia, a by-product of coal-gas (town-gas) manufacture, was increasingly exported from Britain for use by German farmers. At the same time Britain was attempting to monopolise foreign supplies of Chilean nitrate, which was not only a valuable source of fertiliser for agriculture but also an essential ingredient of munitions production. The article also investigates the reasons why sulphate of ammonia was not more widely used to raise agricultural production during the First World War, at a time when food shortages posed a major threat to public morale and commitment to the war effort.
