RAND Corporation is a think tank in the USA. It is a corporation in which experts of different fields of science write analytical works devoted to that or other problem. RAND has strong authority in the USA. Many works on Vietnam were done by the state order of the USA (from the Ministry of Defense), including Robert Komers works (conducted by the request of the Defense Advanced Research Projects Agency at the U.S. Department of Defense). It is the research of this expert that is discussed in this paper. The paper looks at the biography of Robert Komer in the context from the conflict in Vietnam to cooperation with the RAND Corporation. In Vietnam, on the personal instructions of the US President Lyndon Johnson, Komer was the head of the program of appeasement or officially: the program of Civil Operations and Revolutionary Development Support (CORDS). Having completed his activities in Vietnam, Komer shared his experience and knowledge in reports for the RAND Corporation. His works are addressed to the problems of the counterpartisan war. The paper describes the work of Robert Komer in the framework of the RAND Corporation. In conclusion, the relevance is emphasized. Due to the events such as the US invasion of Afghanistan and Iraq, Komers activities in the implementation of the CORDS program in Vietnam have gained increased interest from many modern experts.

The concept of green and blue belt security in the framework of the concept of constitutional economy is derived from solving the root of the nation's problems with transdisciplinary methods. That is, this concept is understood as an integral part of the awareness efforts for the state organizers to consistently adhere to the ideological base of Pancasila in the nation and state. On that understanding, the understanding of the framework of the concept of constitutional economy must be put forward than the concept of green and blue belt security itself. Concretely, it must follow a comprehensive flow of understanding in accordance with the structure of the problem. The earliest is the understanding of root-breaking problems related to consistency with the ideological base of Pancasila (this has already been discussed); The next understanding of the "problem stem" is "state / government policy" which can be interpreted as the basis of work with the term "constitutional economy". While the understanding associated with kosep green and blue belt security is an understanding of "state defense strategy" in the border region.

Surface-type infrared (IR) decoy can simulate the IR characteristics of the target aircraft, which is one of the most effective equipment to confront IR guided missile. In the air combat, the IR guided missile poses a serious threat to the aircraft when it comes from the front of target aircraft. In this paper, firstly, the model of aircraft and surface-type IR decoy is established. To ensure their authenticity, the aircraft maneuver and radiation models based on real data of flight and exhaust system radiation in the state of different heights and different speeds are established. Secondly, the most effective avoidance maneuver is simulated when the missile comes from the front of the target aircraft. Lastly, combining maneuver with decoys, the best defense strategy is analysed when the missile comes from the front of aircraft. The result of simulation, which is authentic, is propitious to avoid the missile and improve the survivability of aircraft.

Greetings: As you are a practical group, yet with a philosophical turn of mind, you have sought my opinion on basic questions of government. I answer that leaders have but two duties: internally, to promulgate just laws and maintain order; externally, to provide for the security of the state in defending it from strangers. Of these two, I turn my attention in this testimony to the problem of maintaining the security of the state, for without this all other questions of government are moot. The first question, therefore, is how best to maintain the security of the state, whether through arms or by some other means.To answer this one must look to the very nature of men. The history of all nations has been conflict and warfare. Therefore at all times and in all places men have found it necessary to arm themselves for defense against the attacks of their enemies.
