In 1893, a group of colonial officials from thirteen countries abandoned their imperial rivalry and established the International Colonial Institute (ICI), which became the world's most important colonial think tank of the twentieth century. Through the lens of the ICI, Florian Wagner argues that this international cooperation reshaped colonialism as a transimperial and governmental policy. The book demonstrates that the ICI's strategy of using indigenous institutions and customary laws to encourage colonial development served to maintain colonial rule even beyond the official end of empires. By selectively choosing loyalists among the colonized to participate in the ICI, it increased their autonomy while equally delegitimizing more radical claims for independence. The book presents a detailed study of the ICI's creation, the transcolonial activities of its prominent members, its interactions with the League of Nations and fascist governments, and its role in laying the groundwork for the structural and discursive dependence of the Global South after 1945.

AbstractThere is broad agreement that agriculture has to become more sustainable in order to provide enough affordable, healthy food at minimal environmental and social costs. But what is “more sustainable”? More often than not, different stakeholders have opposing opinions on what a more sustainable future should look like. This normative dimension is rarely explicitly addressed in sustainability assessments. In this study, we present an approach to assess the sustainability of agricultural development that explicitly accounts for the normative dimension by comparing observed development with various societal visions. We illustrate the approach by analyzing farm- and landscape-scale development as well as sustainability outcomes in a Swiss case study landscape. Observed changes were juxtaposed with desired changes by Avenir Suisse, a liberal think tank representing free-market interests; the Swiss Farmers Association, representing a conservative force; and Landwirtschaft mit Zukunft, an exponent of the Swiss agroecological movement. Overall, the observed developments aligned most closely with desired developments of the liberal think-tank (72%). Farmer interviews revealed that in the case study area farms increased in size (+ 57%) and became more specialized and more productive (+ 223%) over the past 20 years. In addition, interpretation of aerial photographs indicated that farming became more rationalized at the landscape level, with increasing field sizes (+ 34%) and removal of solitary field trees (− 18%). The case study example highlights the varying degrees to which current developments in agriculture align with societal visions. By using societal visions as benchmarks to track the progress of agricultural development, while explicitly addressing their narratives and respective systems of values and norms, this approach offers opportunities to inform also the wider public on the extent to which current developments are consistent with different visions. This could help identify mismatches between desired and actual development and pave the way for designing new policies.

AbstractCAR-T cell therapy represents a therapeutic revolution in the prognosis and treatment of patients with certain types of hematological cancer. However, they also pose new challenges in the healthcare, regulatory and financial fields. The aim of the RET-A project was to undertake a strategic reflection on the management of CAR-T therapies within the Spanish National Health System, to agree on recommendations that will help to better deal with the new context introduced by these cell therapies in the present and in the future. This think tank involved 40 key agents and opinion leaders. The experts identified three great challenges for implementing advanced therapies in Spain: therapeutic individualisation, with a multidisciplinary approach; acceleration of access times, by minimizing bureaucracy; and increase in the number of centers qualified to manage the CAR-T therapies in the NHS. The experts agreed on the ideal criteria for designating those qualified centers. They also agreed on a comprehensive CAR-T care pathway with the timings and roles which would ideally be involved in each part of the process.

Infection and sepsis remain among the leading causes of neonatal mortality. The susceptibility of newborns to infection can be attributed to their immature immune system. Regarding immune response, monocytes represent a numerically minor population of leukocytes. However, they contribute to a variety of immunological demands, such as continuous replenishment of resident macrophages under non-infectious conditions and migration to inflamed sites where they neutralize pathogens and secrete cytokines. Further functions include the presentation of antigens and T-cell activation. Cytokines coordinate host responses to bacterial and viral infections and orchestrate ongoing physiological signaling between cells of non-immune tissues. A critical event is the skewing of the cytokine repertoire to achieve a resolution of infection. In this regard, monocytes may hold a key position as deciders in addition to their phagocytic activity, securing the extinction of pathogens to prevent broader organ damage by toxins and pro-inflammatory reactions. Neonatal monocytes undergo various regulatory and metabolic changes. Thus, they are thought to be vulnerable in anticipating pro-inflammatory conditions and cause severe progressions which increase the risk of developing sepsis. Furthermore, clinical studies have shown that exposure to inflammation puts neonates at a high risk for adverse pulmonary, immunological and other organ developments, which may result in multiorgan disease. This review discusses significant functions and impairments of neonatal monocytes that are decisive for the outcome of bacterial infections.

Deception is an inseparable facet of political discourse in attaining strategic political gains though compromising public opinion. However, the employment of discursive deception strategies by the policy-making institutions of think tanks has not received due attention in the literature. The current study aims at exploring how the ideologizing deception strategies are utilized by the conservative American think tank of the Washington Institute to reproduce socio-political realities and re-shape public opinion. To fulfill this task, van Dijk’s (2000) notion of ideological polarization which shows positive self-representation and negative other representation is adopted to conduct a critical discourse analysis of four Arabic texts released with the main focus on four different political topics. Results reveal the centrality of employing deception strategies for the sake of realizing political wins for establishing an ideological hegemony while simultaneously polarizing an Us against Them extreme.

The article is part of the research related to the perception of the Belt and Road Initiative of the PRC in the Visegrad Group countries. It presents results of discourse analysis on perception of the Belt and Road Initiative in the Slovak Republic in government and expert circles and data from a sociological survey on the attitude of Slovaks to the Chinese initiative. The results show that the Slovak perception of the Belt and Road Initiative is pragmatic and focuses on possible economic benefits from participation in the initiative. The experts are not oblivious to the political and economic risks associated with China’s expanding influence in the region, which makes the Slovak discourse rather balanced and utilitarian. The Slovak expert discourse has been found to have a significant influence on the pragmatic sentiments in the Visegrad Group countries regarding the Belt and Road Initiative. The independent think tank of the Central European Institute for Asian Studies (CEIAS) plays a major role in the transmission of these ideas, producing a number of analytical reports and actively engaging researchers from the Visegrad Four countries in its work. As for the governmental discourse, the Chinese theme is present in it to a limited extent; in recent years there have been several cases that have divided the views of the ruling elite regarding Sino-Slovak relations. In general, these have concerned human rights issues and interaction with the Dalai Lama and the resulting problem of whether it is worth raising sensitive issues and criticising the PRC at the state level to the detriment of economic ties. In conclusion, the author describes the main trends and forecasts of the development of the Slovak discourse about the Chinese initiative.

While anti-corruption scholars have analyzed and explained theoretically citizen-based anti- corruption approaches, studies on one of the most important aspects of a leading anti-corruption non-governmental organization (NGO) has been limited: the role of Transparency International (TI), in particular national branches of TI, as a think tank. Drawing on data from an interview with a former head of TI in the UK (TI-UK), this study will conduct a preliminary review and analysis of the effects of TI-UK in anti-corruption policymaking. The analysis shows that TI-UK was not only involved in the drafting of legislation but also had an impact on the outcomes during the legislation and initial implementation processes. This study is expected to contribute to understandings of anti-corruption policymaking processes and development of theories and practices of anti-corruption reforms.
