In this article we set out a fine-grained measure of the formal authority of intermediate subnational government for Indonesia, Malaysia, the Philippines, South Korea, and Thailand that is designed to be a flexible tool in the hands of researchers and policymakers. It improves on prior measures by providing annual estimates across ten dimensions of regional authority; it disaggregates to the level of the individual region; and it examines individual regional tiers, asymmetric regions, and regions with special arrangements. We use the measure and its elements to summarize six decades of regional governance in Southeast Asia and conclude by noting how the Regional Authority index could further the dialogue between theory and empirics in the study of decentralization and democratization.

Transnational films representing intimacy and inequality disrupt and disgust Western spectators. When wounded bodies within poverty entangle with healthy wealthy bodies in sex, romance and care, fear and hatred combine with desire and fetishism. Works from the Philippines, South Korea, and independents from the United States and France may not be made for the West and may not make use of Hollywood traditions. Rather, they demand recognition for the knowledge they produce beyond our existing frames. They challenge us to go beyond passive consumption, or introspection of ourselves as spectators, for they represent new ways of world-making we cannot unsee, unhear, or unfeel. The spectator is redirected to go beyond the rapture of consuming the other to the rupture that arises from witnessing pain and suffering. Self-displacement is what proximity to intimate inequality in cinema ultimately compels and demands so as to establish an ethical way of relating to others. In undoing the spectator, the voice of the transnational filmmaker emerges. Not only do we need to listen to filmmakers from outside Hollywood who unflinchingly engage the inexpressibility of difference, we need to make room for critics and theorists who prioritize the subjectivities of others. When the demographics of filmmakers and film scholars are not as diverse as its spectators, films narrow our worldviews. To recognize our culpability in the denigration of others unleashes the power of cinema. The unbearability of stories we don’t want to watch and don’t want to feel must be borne.

Structural upgrading and industrial dynamismin Pacific Asia—initially Japan, then the Asian NIEs (Newly Industrializing Economies: South Korea, Taiwan, Hong Kong, and Singapore) following closely behind, and most recently, ASEAN 4 (Thailand, Malaysia, Indonesia, and the Philippines)—have been unprecedentedly phenomenal. This regional supergrowth in industrial activities has become the center of attention, but the evolving changes in the political systems and societal structures of the Pacific Asian nations have been, no doubt, equally important, although rather subtle and not so dramatic in appearance.

In 1972, the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter (London Convention) was negotiated. It is a global treaty, for the first time, to regulate dumping of waste at sea worldwide. Following this global endeavor, the Protocol to the London Convention (London Protocol) was later agreed to further modernize the London Convention so as to reinforce the management of dumping of waste at sea. While in East Asia, only China, Japan, the Republic of Korea (South Korea) and the Philippines have acceded to the Convention and its Protocol, other countries do not show their willingness to sign them. Against this background, this article will address the responses of these East Asian states to the implementation of the London Convention, and analyze and assess their relevant laws and regulations with particular reference to China’s practice. In addition, it will focus on new challenges, such as offshore carbon storage, to the London Convention.


Significance China’s entry would be a game-changer. Its economy is larger than all the current CPTPP members' combined, and Beijing would gain another platform for implementing its policies on trade, investment, economic cooperation and regional development. Impacts Enlargement can significantly enhance the partnership’s economic effect for its member nations. Expansion prospects increase the incentive for other nations to apply, such as South Korea, Thailand, Indonesia and the Philippines. Washington will be involved indirectly, influencing how China's application is handled and buffering pressure vis-a-vis Taiwan.

Offshore outsourcing basically describes the practice of contracting to outside vendors in another country, especially in cases where the client company has no direct ownership. This operational strategy of low-cost, global expansion and the increased capability of vendors in India, China, the Philippines, South Korea has opened a great number of avenues of traditional organizational functions of IT. Such functions as software development, call centers, and accounting are typically offshored. Since the late 1990s, offshore outsourcing has included more sophisticated finance and accounting functions, beyond that of simple data input and transactions. Offshore finance and accounting outsourcing is especially becoming an attractive option for many companies. The obvious benefits are gaining access to scarce and valuable skills, cutting costs, and domestic and global achieving competitiveness. However, there are risks as well. A relatively balanced approach of benefits and risks are discussed in this chapter.
