Abstract The crisis of 1997––98 unleashed the most severe challenge to Southeast Asian ruling coalitions in decades. This article examines the domestic political consequences of the crisis, focusing on continuity and change in fundamental coalitional forms. Despite initial concerns with a potential backlash, internationalizing coalitions stayed the course while adapting to new political-institutional requirements imposed by the growing salience of social dimensions of internationalization. Yet, the longer-term distributional and political effects of the crisis may not be evident for some time.

Sayyidi ‘strangers’ and ‘stranger-kings’, borne on the eighteenth-century wave of Hadhrami migration to the Malay-Indonesian region, boosted indigenous traditions of charismatic leadership at a time of intense political challenge posed by Western expansion. The extemporary credentials and personal talents which made for sāda exceptionalism and lent continuity to Southeast Asian state-making traditions are discussed with particular reference to Perak, Siak and Pontianak. These case studies, representative of discrete sāda responses to specific circumstances, mark them out as lead actors in guiding the transition from ‘the last stand of autonomies’ to a new era of pragmatic collaboration with the West.

Recent decades have seenhow information technology have shaed global politics tothe extent that defense and security experts claim it to be the beginning of a new era in warfare. Many foreign countries have begun to include cyber threat as a defining factor in international security space, which also concludes the importance of cyber security in foreign policy. In the regional framework, ASEAN has promoted small but meaningful step to ensure cyber security. The paper focuses on the concept of cyber diplomacy in ASEAN and the development of cyber security in Southeast Asia to cope with the present security challenges.

The main problem in Southeast Asia is economic development, a problem the United States and Japan are largely responsible for. Southeast Asia, the U.S., and Japan are all involved, therefore, in determining how to achieve economic viability in Southeast Asia—where a new era of peaceful coexistence has begun after decades of war.Leaders in Southeast Asian countries, including the Socialist states in Indochina, agree that the most pressing problem is how to overcoihe extreme hardships and difficulties in order to achieve economic and social development.

The Southern part of the country is located directly in the Mekong sub-region with 3-side sea-contact. The location of the area can be considered the “heartland” of Southeast Asia which is very convenient for international trading activities of different countries, especially those from ASEAN including main land and maritime countries. The potentials of the area mentioned above have shown that the Southern part of Vietnam embraces strong geographical, biological and human resources as important conditions for the development of the country. The Southern part has long become great commodity economy area of the country which strongly focusing on exporting as well as contacting and integrating internationally at very early era. In the first decade of the 21st century, the Southern part of Vietnam still plays an important role in the context of international integration and development of the country in the era of industrializing and modernizing. This paper focuses on describing the process of integration of the Southern part of Vietnam in the context of industrialization and modernization era in Vietnam. Consequently, the paper concludes particular traits and foreseen issues regarding the development of the Southern part of Vietnam. Moreover, the role and contribution of this Southern part will be clarified during the common process of industrialization, modernization nation-wide in the new era.
