“We don't realize the value of water until the well is dry”, Benjamin Franklin once said. This statement captures in many ways the water development and management challenges we are faced with. The value of water to humans and nature is not properly recognized. The role of water as an engine for growth and the macro-economic impacts of poor water management and water resources degradation are largely unknown.

Women have the primary role for the management of household water supply, sanitation and health. Water is necessary for drinking, but also for food production and preparation, personal hygiene, care of the sick, cleaning, washing and waste disposal. Because of their dependence on water resources, women have accumulated considerable knowledge about water resources, including location, quality and storage methods. However, efforts geared towards improving the management of the finite water resources and extending access to safe drinking water and adequate sanitation, have often overlooked the central role that women play in water management. The study used both qualitative and quantitative research methodologies. The research noted that despite increased gender awareness and the availability of much more information on women’s and men’s roles in water management, gender is not yet mainstreamed into this sector. The study revealed that prospects for effective gender mainstreaming in water resource management will hinge on how the main agenda can address the transformation of gender relations and treat water as a human right so as to realize the Millennium Development Goals (MDGs) in Buhera. A gender equity approach within the water sector, should strive for a more balanced division between women and men in access to information, sharing of contribution, the degree of decision making, access to resources and benefits and the control over water resources. Addressing women’s concerns and mainstreaming gender in water governance through a livelihood approach is critical because this generates an understanding of people’s livelihood strategies and their decision making mechanisms and processes. The Burana Land-Reclamation Board is an interregional water board operating in three regions and five provinces. The Burana Land-Reclamation Board operates over a land area of about 250,000 hectares between the Rivers Secchia, Panaro and Samoggia, which forms the drainage basin of the River Panaroand part of the Burana-Po di Volano, from the Tuscan-Emilian Apennines to the River Po. Its main tasks are the conservation and safeguarding of the territory, with particular attention to water resources and how they are used, ensuring rainwater drainage from urban centres, avoiding flooding but ensuringwater supply for crop irrigation in the summer to combat drought. Since the last century the Burana Land-Reclamation Board has been using innovative techniques in the planning of water management schemes designed to achieve the above aims, improving the management of water resources while keeping a constant eye on protection of the environment.

Abstract The objective of this study is to assess the level of application of integrated water resources management (IWRM) in the lower Oueme valley. In order to achieve this, interviews with the actors' families allowed, on the basis of the survey on indicator 6.5.1 of the Sustainable Development Goals, to represent the degree of implementation of IWRM in the lower Oueme valley using a United Nations (UN) form. The results of this analysis reveal a low level of IWRM implementation with a score of 31 on a scale of 0–100. The weaknesses identified are mainly related to the lack of funding (score of 20/100) to cover all aspects of the development and management of water resources. Inadequate instruments or tools (score of 25/100) to enable decision-makers and users to make rational and informed decisions between different options and action measures, the unfavourable environment (score of 35/100) and finally weak institutional efficiency (score of 45/100), intersectoral coordination, and the involvement of various other stakeholders, are all evils that undermine the efficient management of water resources in the lower valley of Oueme.

Purpose In light of the emphasis on “inclusion” in the sustainable development goals (SDGs), the notion of social inclusion encompasses the goal of granting opportunities for disabled people, integrate them and make them participate in the new environment. Referring to the capability theory, the purpose of this study is to examine the role of information and communication technology (ICT) in the social inclusion of disabled young people in Lebanon. Design/methodology/approach This paper uses a qualitative approach based on a series of focused semi-structured interviews with 11 participants occupying key positions in aid associations for disabled people. Findings The findings suggest that smart technologies can enhance social inclusion through three key factors: the nature of impairment and other personal characteristics of disabled people, the resources available to them and the environmental aspects provided by government policies and society’s cultural practices. In the contemporary society characterized by an increasing role of ICTs, the findings of this research could contribute to lead the developing countries to a sustainable and inclusive world through social inclusion of their youth. Research limitations/implications This study has some limitations that should be mentioned. First, it was conducted only on a small sample size (with 11 interviewees). Further empirical research must be conducted on larger sample to build and elaborate on the findings. Second, the results are mainly based on the points of view of people working in aid associations for disabled people. In future research, semi-structured interviews can be carried out with the disabled people themselves or with members of their family to ask them about their personal experience with smart technologies and the impact of this on their social inclusion. It was also suggested that the future research should explore the challenges of inclusion for different categories of disabled people separately because they are not all facing the same issues and the same challenges. Furthermore, as this paper focuses on the role of smart technologies in the development of social inclusion of disabled people, future research could take place with other groups, for example, Palestinian and Syrian refugees, to identify whether these groups are experiencing similar challenges and barriers when trying to use smart technologies as a way to enhance their social inclusion. Practical implications Related to a larger and broader approach, social inclusion of disabled or marginalized people or refugees in developing countries could be a way to commit to a sustainable and inclusive world, in alignment with the eight goals of the Millennium Development Goals. The international financial institutions (IFIs) have adapted and changed their policies over time to focus on global justice and poverty alleviation. This evolution is explored, with close attention to the role of political economy scholars and international events that increased the pressure on the IFIs to change their policies. Events such as the failure of structural adjustment policies, and the increasing role of nongovernmental organizations after the end of the Cold War were strong forces advocating for both debt relief policies and efforts designed to alleviate poverty. Problems surrounding the deadline for the Millennium Development Goals in 2015 and the increased role of the IFIs during the 2008 global financial crisis are also discussed.

Local government is working hard to ensure that the post-2015 global development agenda reflects the important role of local government in implementing the new targets.
