Application of West Java water sustainability index to Citarum catchment in West Java, Indonesia

Water authorities in West Java, Indonesia have difficulties in implementing water improvement programs due to lack of tools for prioritisation of water-related issues and their respective programs. To facilitate more efficient management of the water resources, the West Java Water Sustainability Index (WJWSI) was recently developed. This paper outlines the tasks for developing WJWSI and highlights the results of its application in one of West Java catchments, Citarum catchment. The results showed that five out of the thirteen indicators and sub-indicators, namely ‘Water Availability, Water Quality, Education, Water Loss and Poverty’, had low sub-indices and thus had poor performances. Then, the sub-indices were aggregated using the geometric aggregation method to produce the final index. The results of the aggregation indicated that the overall condition of water resources in Citarum catchment was considered poor, with a final index value of 20.04. Based on the WJWSI application, recommendations are suggested to the relevant authorities in the Citarum catchment. It is expected that the implementation of these recommendations will improve the performance of these five indicators and sub-indicators from Poor to at least the next higher level of Poor–Medium, thus improving the value of the final index from 20.04 to 37.19.

Sustainable water resources management is essential since it ensures the integration of social, economical and environmental issues into all stages of water resources management. The development and application of water sustainability indices to achieve sustainable water management has been successfully done in the last few years. Although existing water sustainability indices have successfully provided information on current conditions of water resources and prioritised water related issues, they have been developed for specific case study areas. This study therefore aims at developing a water sustainability index for West Java, Indonesia. The overall steps for developing the index include developing a conceptual framework, application of Delphi technique to finalise the components/indicators of the index, applying the index to case studies and robustness analysis of the index. This paper, which is the first in a two-part series, discusses the first step, namely developing the conceptual framework of the West Java Water Sustainability Index (WJWSI). It outlines the criteria for identifying the initial set of components/indicators and based on those criteria, a detailed justification for selecting each component and indicator is also presented. The second paper of the series presents the application of Delphi technique to finalise the framework of WJWSI based on feedback from selected stakeholders. The remaining steps of developing WJWSI will be undertaken in the future.

In the first paper of this two-part series on the development of a water sustainability index for West Java, a conceptual framework of West Java Water Sustainability Index (WJWSI) was developed. It consists of three main parts: components, indicators/sub-indicators and threshold values. This second paper of the series presents the application of the Delphi technique, followed by in-depth interviews with selected key experts, to refine the conceptual WJWSI framework. The Delphi application includes the design of the questionnaires, the selection of respondents, the distribution and collection of the completed questionnaires and the analysis of data. After Round One of the Delphi application, the respondents reached consensus for all proposed components in the conceptual framework. However, some modifications to the components were also suggested by few respondents. Regarding the indicators/sub-indicators, consensus for 9 of the proposed 12 indicators was reached, and 5 new indicators were suggested. For the threshold values, consensus was reached for threshold values of 5 indicators. In Round Two of the Delphi application, respondents were asked questions related to results from Round One, which include the modification on the components, indicators/sub-indicators which have not been agreed, and newly suggested indicators/sub-indicators and threshold values. Results of Round Two show that modifications on the components were agreed, and consensus was reached for 8 out of the proposed 9 indicators/sub-indicators. In terms of its components and indicators, the framework was then finalised in the in-depth interview with four key experts, selected from different respondent categories. For the threshold values not yet finalised, further study will be carried out, as there was not much input from the respondents in the Delphi application and the in-depth interview.

Penelitian ini dilakukan untuk mengentahui tugas pokok Bidang Kaderisasi DPW PKS Jawa Barat, untuk mengetahui proses tahapan dan sistem model kaderisasi PKS yang marhalah (berjenjang), untuk mengetahui dan mendapatkan data dalam memebentuk kader pemimpin Islami Bidang Kaderisasi DPW PKS Jawa Barat. Metode yang digunakan dalam penelitian ini ialah deskrptif kualitatif dengan tekinik pengeumpulan data berupa wawancara terstrurktur, observasi, dan studi dokumentasi.. Hasil dari penelitian ini menunjukan bahwa model kaderisi dalam menciptakan pemimpin Islami melalui tahapan-tahapan pembinaan kader yang marhalah (berjenjang). Yaitu, Pertama, ta’lim proses pembelajaran yang mana bertujuan para kader diberikan kurikulum kaderisiasi partai. Kedua, Tandzhim yang mana setelah pembelajaran diharapkan para kader dapat mengasah dan mengimplementasikan hasil kurikulum kaderisasi. Ketiga, taqwin para kader harus dapat menginternalisasi ajaran Islam dalam partai maupun kehidupan berbangsa dan bernegara. This research was conducted to identify the main tasks of the West Java PKS DPW Cadre Field Division, to find out the stages and stages of the PKS cadre model model that is marhalah (tiered), to find out and obtain data in forming the Islamic leaders cadre of the West Java PKW DPW Cadre. The method used in this study is a qualitative descriptive with data collection techniques in the form of structured interviews, observations, and documentation studies. The results of this study indicate that the cadre model in creating Islamic leaders through the stages of training cadres who are marhalah (tiered). That is, First, ta'lim the learning process in which the cadres aim to be given a party cadre curriculum. Second, Tandzhim which after learning is expected that the cadres can hone and implement the results of the regeneration curriculum. Third, taqwin of cadres must be able to internalize the teachings of Islam in the party and the life of the nation and state.

Abstract The current worldwide water resources issue is one of the crucial matters to overcome obstacles to sustainable development. This problem, formerly tackled in a sectored manner, is now pointing towards an analysis directed to treating the watershed as a management unit, with regards to all dimensions of knowledge and, especially, to the public participation in the decision-making processes. As an alternative to measure its performance, it has been sought out to develop indexes aimed to measure its sustainability, but there is still a lack of the use of composed efficient methodologies that also enable public participation in decision-making. This research presents a methodology comprising 15 indexes for the calculation of the Watershed Sustainability Index (WSI), followed by the application of the PROMETHEE multi-criteria analysis method and the COPELAND multi-decision-maker method. The methodology was applied to evaluate the performance of subwatersheds of the Piranhas-Açu watershed, located in the Brazilian northeast semi-arid region. The performance ordering, obtained through the application of the methods, emphasizes that subwatersheds' performances are uneven. It can be noticed that the subwatersheds' performances are still far from ideal in relation to water resources management, even in the ones that displayed satisfactory index levels.

Purpose The purpose of this study at the level of sustainability of oxbow lake was intended to determine the status of sustainability, leverage attributes and driving factors in the management of oxbow lake in Buluh Cina village in Kampar, Riau, Indonesia. Design/methodology/approach The types of data collected include primary data and secondary data. Data was collected using survey methods, library research, laboratory analysis and interviews. The analytical method used this study is multidimensional scaling (MDS) analysis and prospect analysis. Sustainability analysis is done using the MDS analysis approach with the help of RapOxbow software and compared to Monte Carlo analysis results. Findings The current sustainability status of the management of Lake Baru ecosystem according to a number of dimensions is considered sustainable with a sustainability index value of 50.95. Meanwhile, the analysis results of each dimension shows that the sustainability index for the ecological dimension is 42.56 and the sustainability index for the economic dimension is 47.44, which means that the index is less sustainable. Originality/value The approach of this research is MDS analysis and prospect analysis and research locations in Buluh Cina village in Kampar, Indonesia which have never been studied before. This is one of few studies that investigates comprehensively the analysis of management sustainability, especially in the dimensions of ecology, economics and socio-culture, especially in Indonesia.
