With the rapid development of social economy, small water conservancy projects have become an important infrastructure for social development [1]. Jiangsu Suqian County’s water conservancy project management is relatively backward therefore; the existing infrastructure lacks maintenance and has been constantly attenuated. The lack of water conservancy project management has brought great hidden dangers for the national economy, therefore, in order to fundamentally solve the problem, a huge sum of money is required to fully utilize the facilities of small water conservancy project. Therefore, it is an urgent need to promote small-scale water conservancy project management system reform. This paper mainly focused on Jiangsu Suqian County’s water conservancy project management as an example, and analyzed the management situation and the existing problems. Moreover, the study also improved the management system of small water conservancy project, by making necessary reforms in the project , and by putting forward principles, objectives and key measures which have practical significance .

Since Lubuge hydropower station began to introduce the project management system, it has been greatly contributed to the efficiency of domestic hydropower project management. But the traditional and extensive management method is usually used at present. With the rapid development of computer technology, information technology, network and communications technology and their widely application in the information management for hydropower construcion, the information management process of hydropower project is significantly accelerated. From the gridding management theory in urban management system, based on the traditional management means, the concept and principle of gridding management theory is introduced and applied in the management for hydropower construcion, in which all items of hydropower project are worked as research subjects with the contract as a link so that the management level is more meticulous and the management objects are more precise. The whole spatial grid of hydropower construction is subdivided into a grid-based unit as the smallest unit and the method of full information is used to complete the refined management of grid units with their various attributes such as contract attribute, progress properties, investment properties, cost attributes, security attributes. The purpose is to achieve a refinement of construction management for hydropower project by means of grid-based meticulous management.

To find suitable for small water conservancy engineering standard method for prediction of subsidence. This paper based on the genetic algorithm GA optimization extreme learning machine, three different ELM model activation function. From this, six computational models are obtained. According to the input of groundwater dynamic changes, precipitation, temperature and soil four indicators of the two kinds of input combinations, a total of 12 kinds of model input. It’s concluded that the optimal settlement prediction model, the results showed that: Ga-ELMsin model shows high accuracy, and genetic algorithm can improve the calculation accuracy of ELM model. Groundwater dynamics is the main factor affecting settlement.

With the development of China’s social economy and science and technology, all aspects of the construction are also growing rapidly, water conservancy project is one of the very important infrastructures in China, for promoting the development of China’s economy and science and technology has a positive significance. With the promotion of social economy and science and technology, the number of water conservancy projects has been greatly improved. At present, water conservancy projects of different sizes, large and small, are being carried on continuously. With the vigorous development of water conservancy project, higher requirements are put forward for water conservancy project construction. Sluices plays an extremely important role in water conservancy project, sluice is built on the river to control the flow of important facilities, water conservancy construction of downstream river drainage, water supply, flood control has an important role in flood season, therefore, guaranteeing the quality of lock of water conservancy project on the surrounding residents’ life safety and property safety is of great significance. This paper expounds the significance of sluice reinforcement in water conservancy projects, analyzes on the technical points of sluice reinforcement, and further discusses them with practical examples for reference.
