According to the current water construction features and requirements, 11 indexes on three aspects which involve in water environment protection, the flood management and disaster mitigation and effective utilization of water resources are selected to establish a set of objective and scientific evaluation index system of local water conservancy development. Based on its hierarchy characteristics, a fuzzy clustering iterative model is established to determine the index weights. Finally, the model is used to evaluate water conservancy development situation in 14 cities of Liaoning province. The rank scoring of water development of each city in Liaoning province is analyzed, and the key factor is found.

Abstract In order to improve the evaluation system for the water conservancy photography creation base, evaluation indicators regarding the aspects of photographic resources, photographic elements, and water resources were selected to construct an evaluation index system, and the evaluation criteria for each index were provided. The optimal comprehensive weight for each evaluation index was determined following the moment estimation theory. The quantitative evaluation of the water conservancy photography creation base was carried out combined with the scoring standards for each index. The evaluation index system constructed here was then discussed in the application. This indicated that the evaluation index system is suitable in determining the construction status of the evaluated cases, thus, verifying its rationality. The comprehensive weighting of the indicators based on the moment estimation theory made the evaluation method more scientific and the corresponding results more reliable. This enabled the entire evaluation system and method to provide the theoretical support for the scientific evaluation of the water conservancy photography creation base.

Based on the theory of enterprise project management maturity, this paper analyzes the influence factors of real estate enterprise project management maturity and put forward the evaluation index system considering the characteristics of real estate project management. AHP model for project management maturity of real estate enterprise is established, which gives the method and steps of project management maturity evaluation. The model provides a powerful tool of developing project management ability for real estate enterprise.

Abstract. To achieve good water conservancy under the well-off society before 2020, the future water conservancy planning is undergoing in Yunnan Province. In this study, by analysing the research results of domestic relevant water evaluation index systems and combining this with the water conservancy construction key of Yunnan Province, an unique evaluation index system was proposed to evaluate the well-off water conservancy level of Yunnan Province. It is composed of three levels which are the target layer, criterion layer and index layer. And the criterion layer includes six systems, namely flood control and drought relief mitigation, reasonable allocation of water resources, highly effective water utilization, water source protection and river health security, water management and securing of water development. The analytic hierarchy process (AHP) was used to determine the weight of each index. According to the present situation of water development and the related water conservancy planning in Yunnan Province, the target value of each index and evaluation standards are put forward for Yunnan Province in 2020. The results show that the evaluation results are consistent with the actual condition of water development in Yunnan Province and can be used to examine the effects of well-off water conservancy planning.

<p class="p19">Based on Project Management Office (PMO) and Organizational Project Management Maturity Model (OPM3), 36 influence factors were firstly identified, which were extracted from organization structure framework and objective requirement of multi-project management in the mega construction engineering enterprise. These influence factors were reflected in the organizational support, informatization construction, and project management. The maturity evaluation index system was built and optimized by Principal Component Analysis (PCA) on the basis of questionnaire survey on the 238 national excellent project manager and high-level business executives. Consequently, 8 main factors were assessed quantitatively. The results show that the most important factor is contract management and coordination of strategy level, and the least important factor is market ability. The enterprise should pay more attention to organization construction, application of the tools and methods of multi-project management, enterprise culture and integration ability of multiple projects.</p>

Effectiveness evaluations are one of the important ways to guide grid investment and to improve investment efficiency. Improving the effectiveness of grid investment evaluations is studied based on the optimization of the investment evaluation index system and the utility evaluation model. The index system is optimized by establishing an evaluation index system of grid investment effectiveness, considering the redundancy between the indices, and constructing an ISM-DEA model. The utility function model was introduced to fully consider the different risk appetites of decision-makers, and a utility evaluation model that takes risk appetite into account was established. An improved weight integration model based on multiobjective optimization was established by considering the minimum deviation and the trend-optimal objective function when setting the index weights. The calculation results show that the feasibility of the index system optimization model and utility evaluation model constructed in this study is verified under the premise of satisfying the assumptions. By adjusting the risk preference coefficient of decision-makers, the dynamic optimization of the grid investment utility evaluation results can be realized.
